UN R13 allows for the exemption of certain vehicles from the requirement for electronic stability controls (footnote 12). This proposal (following proposals GRRF/2016/27 as amended by GRRF-82-03 and proposal GRRF-83-31) seeks to clarify the scope of the exemptions to include any special purpose vehicle with a non-standard chassis. The change was prompted by a modified vehicle where use of ESC was not feasible, but where the current UN R13 language left doubt as to whether the ESC requirement was applicable.

Regulation No. 53 currently allows for the activation of the stop lamp by application of the brakes only. As already presented at a session of the Working Party on Lighting and Light-Signalling (GRE) (see ECE/TRANS/WP29/GRE/2015/42), IMMA is proposing to introduce the activation of stop lamps under more conditions than the application of the service brake only, e.g. also by regenerative braking. As noted in the report of seventy-fourth session of GRE, see ECE/TRANS/WP29/GRE/74, para. 30: “the proposal might need to be accompanied by a modification of Regulation No. 78 under GRRF.” Therefore, IMMA has prepared this proposal for Regulation No. 78. A revised corresponding proposal on Regulation No. 53 will also be submitted to the October 2017 session of GRE.

Proposal to restrict manual deactivation of AEB systems to speeds under 30 km/h. The proposal would require automatic reactivation of the AEBS when the vehicle speed exceeds 30 km/h.

Proposal to simplify the verification of the sufficient movement on the balancer without having to take measurements underneath the trailer in a potentially unsafe position.

Proposal to align GTR No. 3 with technical progress, addressing among others: electromagnetic compatibility/immunity of ABS-systems, ABS performance requirements for category 3-5 vehicles (three-wheelers), uniform requirements for equipment such Emergency Stop Signal and the means to disable the ABS, if equipped. This amendment aims to harmonize GTR with recent amendments made to UN Regulation No. 78 while addressing its use under self-certification compliance systems.

3. delete the superfluous reference to paragraph 2.19 in paragraph. 4.1.1. (consistent with UN R30)
4. delete the word “existing” from paras. 6.1.1.2. and 6.1.2.2. (consistent with all the other tyre UN Regulations)
5. amend paragraph 6.1.4.2. to take into account the requirements for size designations in Annex 5
6. add a footnote to Annex 5, Part II, Table B to introduce the appropriate formulae in the Regulation (instead of Annex 5)
7. add a size in Annex 5, Part II, Table C for an old size that does not follow the guidelines/formulae applicable for high flotation tyres.

Proposal to

1. amend para 6.1.2. to align the wording to the headers in Annex 5 and to correct the reference to the footnote
2. amend para 6.2.1. to restore corrent references after renumbering made during recent Supplements
3. amend Annex 5, Table 5 to add the value for the Overall diameter (D) in column (*) that applies to tyres marked with classification code “I-3”.
4. amend Annex 5, Table 6, Note 1 to clarify use of the ‘IMP’ and ‘IND’ suffixes for agricultural implements and construction vehicles, respectively.
5. add a footnote to Annex 5, Table 7 is the to introduce the appropriate formulae in the Regulation (instead of via Annex 5)
6. correct cross-references in Annex 7 following the introduction of three new paragraphs in Supplement 15
7. amend Annex 7, Part A to conform with Tire and Rim Association (TRA) specifications for code designated diagonal tyres with speed symbol A8.

In order to have a Regulation on the retreaded tyres with definitions and provisions structured in the same way of those previously introduced in amendments of “new tyres” Regulations, this amendment:

1. indicates that for the purpose of this Regulation “tyres” means “pneumatic tyres” (all text amended accordingly)
2. introduces definitions of:
   • “retreader” copy based on that “manufacturer” in the tyres regulations
   • Brand name", “Trademark”, “Trade description” and “Commercial name” as defined in the tyre regulations
   • Material manufacturer / material supplier
3. takes into account the rounding rules (already approved in the other tyre regulations) for the calculation of width and diameter of the tyres
4. aligns the title and the provisions of the para. 12 related to the names and addresses of Technical Services, Approved Laboratories and administrative Department with their equivalent in the tyres regulations
5. add some information in the certificate to the attention of the Type Approval Authorities for making easier the relationship between this one and the products
6. introduces:
   • In para. 6.4.4.1., the possibility for the material manufacturer or supplier of the pre-cured tread pattern to provide directly to the Type Approval Authority (or Technical Service) all the documents needed to demonstrate the retreaded tyres produced with this pre-cured tread pattern fulfil the requirements of paragraph 7.2. in order to be classified as a “snow tyre for use in severe snow conditions”
   • In para. 7.1.4.2. a new table of tolerances with the objective to properly take into account the requirements for size designations in Annex 5 in addition to what already expressed. The maximum overall width has been taken from the international Tyre Standard ETRTO and Tire and Rim Association.

Proposal to correct references to paragraphs in Regulations Nos. 30 and 54 which have to be updated pursuant to renumbering in the source regulations.

Proposal to

1. exempt cases where the driver has temporarily deactivated the speed limiter from the warning requirement for excess speed in in order to reduce driver distraction
2. introduce throttle control via adjustment of the accelerator pedal position
3. to correct an editorial error in paras. 5.2.5.4.2. and 21.2.5.4.2.

Revised proposal pursuant to GRRF discussions to enable activation of the ESC optical symbol in cases of a corrective steering function intervention when the CSF intervention is activated under the control of an ESC system. The aim is to avoid separate requirements for brake-actuated and steering-actuated vehicle stability functions (VSF) that would lead to two optical warnings where only one is necessary. This would enable use of the ESC intervention tell-tale for CSF steering intervention.

Proposal to align the Russian text with the original English text. In the English versions, the title of Annex 1 (Communication concerning the approval or extension or refusal or withdrawal of approval or production definitely discontinued of a retreading production unit pursuant to Regulation No. 108) is essentially identical to that use for Annex 1 of UN R109. Therefore, this proposal amends the title of Annex 1 in the Russian version of UN R108 to coincide with that of the Russian version of Annex 1 in UN R109.

Proposal for a minor editorial correction to the text. Paragraph 4.8. should read “Annex 2 to this Regulation gives an example of approval marks.” The current text refers to “examples” where there is only one provided.
