Proposal to amend para. 2.9.1. to define “Adjusted ocular reference point” for vehicles of categories M₁ and N₁ which refers to the adjusted ocular reference point as defined in UN R166, adjusted for back angle according to UN R166 in its original version, Annex 10 paragraph 1. Based on ECE/TRANS/WP.29/GRSG/2026/19.

Proposal to amend para. 4.1. to condition approval on meeting requirements in para. 5., insert new paras. 4.2. to 4.2.4. to establish approval criteria for vehicles up to 12,000 kg maximum mass equipped with deployable occupant restraint systems meeting UN R160 01 or later, requiring equivalence demonstration of EDR triggering performance for vehicles of 8,000–12,000 kg derived from M₁ or N₁ vehicle types through manufacturer determination of restraint deployment thresholds and physical or simulation testing, renumber former paras. 4.2. to 4.6. as paras. 4.3. to 4.7., amend para. 6.2. to specify communication of approval confirmation or refusal to Contracting Parties, and amend Annex 3 heading to reference paras. 4.5. to 4.5.1.

Proposal to:

• Amend para. 6.2.2.1.4. to exempt parts of the camera and the monitor installed outside the vehicle which are made of a material with a Shore A hardness of less than 60 from the relevant provisions,
• Amend para. 6.2.2.1.5. to apply requirements of para. 6.2.2.1.1. only to the support for parts of the camera and the monitor installed inside the vehicle which are made of a material with a Shore A hardness of less than 50 and which are mounted on a rigid support,
• Insert a new para. 6.2.2.1.6. to provide that the requirements of para. 6.2.2.1.1. do not apply to CMS if their lower edge is mounted not less than 2 m above the ground when the vehicle is under a load corresponding to its maximum technical permissible mass,
• Amend para. 22.33.5. to provide that Contracting Parties shall continue to accept type approvals issued according to the 04, 05 and 06 series of amendments to this Regulation for vehicles and devices for indirect vision which are not affected by changes introduced by the 07 series of amendments.

Proposal to amend para. 6.2.2.1.4. to delete “For”, amend para. 6.2.2.1.5. to clarify that requirements apply only to the support for parts made of material with Shore A hardness of less than 50 mounted on rigid support, and insert new para. 6.2.2.1.6. establishing that requirements do not apply to CMS with lower edge mounted not less than 2 m above the ground when vehicle is under load corresponding to its maximum technical permissible mass.

Proposal to amend para. 6.2.2.1.4. to delete “For”, amend para. 6.2.2.1.5. to specify that requirements of para. 6.2.2.1.1. apply only to the support for parts made of material with Shore A hardness of less than 50 and mounted on rigid support, and insert new para. 6.2.2.1.6. stating requirements of para. 6.2.2.1.1. do not apply to camera monitor systems if their lower edge is mounted not less than 2 m above ground when vehicle is under maximum technical permissible mass load, based on ECE/TRANS/WP.29/GRSG/2026/28.

Proposal to:

• Insert new para. 6.1.1.9. exempting mirrors with lower edge mounted not less than 2 m above ground at maximum technical permissible mass from requirements of para. 6.1.1.3.,
• Amend para. 6.2.2.1.2. to specify requirements for external surface parts protruding less than 5 mm with blunted outward facing angles,
• Insert new para. 6.2.2.1.2.1. permitting dimension of projection determination by direct measurement or drawing reference,
• Insert new para. 6.2.2.1.2.2. establishing measurement by maximum variation of 100 mm diameter sphere distance,
• Amend para. 6.2.2.1.3. to exempt fixing holes or recesses with diameter or longest diagonal less than 12 mm from radius requirements if blunted,
• Amend para. 6.2.2.1.4. to exempt camera and monitor parts installed outside vehicle made of material with Shore A hardness less than 60,
• Amend para. 6.2.2.1.5. to limit requirements for internal camera and monitor parts made of material with Shore A hardness less than 50 mounted on rigid support to support only,
• Insert new para. 6.2.2.1.6. exempting CMS with lower edge mounted not less than 2 m above ground at maximum technical permissible mass from para. 6.2.2.1.1. requirements. Based on GRSG/110 and GRSG/2026/27.

Proposal to amend para. 6.1.1.3. to specify radius of curvature requirements for mirror parts in potential static contact with spheres of specified diameters, and insert new para. 6.1.1.9. providing an exemption from para. 6.1.1.3. requirements for mirrors with lower edges mounted not less than 2 m above ground at maximum technical permissible mass. Based on ECE/TRANS/WP.29/GRSG/2026/26.

Proposal to:

• Amend para. 6.1.1.2. to differentiate rearview mirror edge requirements between Classes II to VII and Class I,
• amend para. 6.1.1.3. to specify radius of curvature requirements for mirror parts in static contact with spheres,
• amend para. 6.1.1.4. to clarify requirements for protruding parts and introduce a method for determining projection dimensions,
• insert new para. 6.1.1.4.1. to permit determination of component projection either directly or by drawing reference,
• insert new para. 6.1.1.4.2. to specify measurement by maximum sphere distance variation for non-convex surfaces with Figure 1 example,
• amend para. 6.1.1.5. to exempt edges of fixing holes or recesses with diameter or longest diagonal less than 12 mm,
• amend para. 6.1.1.6. to require attachment device design accommodating a cylinder with 70 mm radius (50 mm for L-category vehicles),

Proposal to amend para. 9.3.2.7. to specify that air to fuel measurement equipment shall be a wide range air to fuel ratio sensor or lambda sensor of Zirconia type mounted directly on the exhaust pipe where exhaust gas temperature is high enough to eliminate water condensation, with sensor accuracy within 3 per cent of reading for less than 2, 5 per cent of reading for 2 to less than 5, and 10 per cent of reading for 5 or greater, calibrated as specified by the instrument manufacturer.

Proposal to

• Amend para. 1. to revise scope and application for vehicles of categories M₁, M₂, and N₁,

The 198th session of WP.29 (March 2026) adopted amendments to 21 existing UN Regulations, a corrigendum to UN Regulation 49, five new UN Regulations [179], [180], [181], [182], and [183], and an amendment to Schedule 2 to the Agreement. All amendments and the corrigendum have a provisionally determined entry into force date of 2 October 2026 while the four new UN Regulations adopted in March have expected EIF on 20 October 2026 (see ECE/TRANS/WP.29/1190, para. 114). The Informal Working Group on PTI held its 43rd session on 8 May 2026, focusing on whole-life compliance implementation and review of PTI provisions in UN Regulations. The group confirmed that at least 20 UN Regulations contain incomplete, non-harmonised, and sometimes outdated PTI provisions. The IWG agreed to review PTI provisions in UN Regulations, submit proposals to WP.29, consult relevant GRs on suitable inspection methods, and develop targeted amendments to priority Regulations. Work continues on ePTI using diagnostic devices, PTI of automated vehicles, braking system provisions for new technologies, and LED lighting inspection challenges.

The IWG on SCUNV reports on activities from March 2026 to June 2026. The IWG concentrates on drafting requirements for safe and clean used vehicles based on a multi-pillar approach including Roadworthiness Inspections, Periodical Technical Inspection, data sharing, and random testing. The IWG held meetings on 30 March 2026 and 15 June 2026. The IWG adopted document ECE/TRANS/WP.29/2026/10, the Resolution on the inspection criteria for Used Vehicles, for submission to the 199th Session of WP.29, targeting formal adoption at the 200th Session of WP.29 in November 2026. The IWG proposes extending its mandate to address feedback following adoption of the Resolution.

Proposal to amend General Guidelines for United Nations regulatory procedures and transitional provisions in UN Regulations based on WP.29/2024/76, adding permanent transitional provisions applicable to all series of amendments allowing Contracting Parties to grant type approvals according to any preceding series of amendments and continue granting extensions of existing approvals, reorganizing series-specific transitional provisions with provisions for the XX Series and subsequent series, and deleting former para. V.9 and V.9bis provisions that shall be repositioned as permanent provisions.

The IWVTA IWG submitted an Informal Document regarding amendments to the General Guidelines on Transitional Provisions to introduce a new paragraph P in Annex 1 for the current V9&V9bis, Section II, and to add a headline to paragraph V and paragraph V.+1 in the same section. The IWVTA IWG submitted an Informal proposal regarding amendments to UN R0/09 series as an annual update on UN Regulations applicable to IWVTA. A joint workshop with the DETA IWG was held on 17 June 2026 in Flensburg, Germany with approximately 80 participants from authorities, technical services, and industry. Key outcomes include considering organizing a second workshop in Asia, conducting a survey on desirable DETA and IWVTA systems, and developing supporting materials explaining manufacturer application procedures.

PTI IWG activities include:

• Reviewing NOx measurement and emissions testing,
• assessing implications of new Euro 7 UN Regulations (Nos. 179 & 180),
• continuing work on diagnostic devices in PTI (ePTI),
• discussing PTI approaches for automated vehicles,
• reviewing new braking technologies,
• identifying inspection challenges for LED lighting systems,
• launching a review of PTI provisions in UN Regulations,
• consulting relevant GRs on inspection methods,
• developing amendments for priority UN Regulations,
• submitting proposals to WP.29 for endorsement.

The secure internet database DETA for exchanging approval documentation between Contracting Parties of the 1958 Agreement has 41 notified Focal Points, approximately 132,000 uploaded approvals from 22 Technical Approval Authorities, and approximately 7,735 uploaded manufacturers. Migration to a new software version is underway with internal tests running and external testing with other Technical Approval Authorities just started. New features include two factor authentication, mailing and notification functions, adaptation of guidelines regarding notification, additional languages, and easier administrator adaptations. The acronym DETA shall retain its well-known usage with new meaning: Data Exchange for Transport Authorities.

The IWG on DETA held its 56th session on 18 June 2026, approving the provisional agenda and draft minutes of the 55th session. The group reported 132,000 approvals uploaded by 23 approval authorities. A new DETA software version under testing includes two-factor authentication, an email system replacing the ‘News’ section, and French and Spanish language support. The IWG agreed to change DETA’s meaning from “Database for the Exchange of Type Approval Documentation” to “Data Exchange for Transport Authorities”. Discussions addressed potential DETA use for sharing technical information on brake emissions and adding an attribute indicating the latest series of amendments for approvals. The next meeting is scheduled for 13 November 2026 in Paris.
