GTR 22: Proposal for Amendment 2

Proposal to establish minimum performance requirements for in-vehicle battery durability of pure electric vehicles and off-vehicle charging hybrid electric vehicles, requiring manufacturers to install State-of-Certified Energy and State-of-Certified Range monitors, set minimum allowable SOCE values of 80% for categories 1-1 and 1-2 vehicles and 75% for category 2 vehicles at 5 years or 100,000 km (whichever comes first) and 70% and 65% respectively at 8 years or 160,000 km, implement a two-part in-use verification process to verify monitor accuracy and battery durability through statistical methods and remote data collection, allow manufacturers to declare higher performance requirements, and include verification of reported virtual distance for vehicles with V2X functionality or non-traction purposes.

GRPE | Session 94 | 17-19 Mar

66. The Co-Chair of the IWG on EVE, representative of the EC, introduced ECE/TRANS/WP.29/GRPE/2026/5 as amended by GRPE-94-42-Rev.1, accompanied by GRPE-94-47 as final status report. The representative of OICA requested additional information about how UN GTR are applied and if contracting parties were bound by the value set in the UN GTR, especially minimum performance requirements.

67. The representative of the UK and the EC was supportive of removing the square brackets and to include 72 % remaining capacity after 8 years. The representative of the US also noted that 72 % was acceptable and potentially conservative looking at available evidence.

68. The representative of China requested to keep the values as they were in UN GTR No. 22 and to potentially revise the values at the next amendment. The representative of the Republic of Korea agreed with the representative of the UK, US and EC, highlighting the lack of data for a robust conclusion. The representative of Japan was open to postpone the revision of the values at the next iteration. The Chair proposed to keep the values as they were in the original version of UN GTR No. 22.

69. GRPE agreed to this proposal, adopted ECE/TRANS/WP.29/GRPE/2026/5 as amended by GRPE-94-42-Rev.1 along with GRPE-94-47 as final status report and requested the secretariat to submit them to WP.29 and AC.3 for consideration and vote at their November 2026 sessions as draft Amendment 2 to UN GTR No. 22 and its final status report.
