Proposal to introduce new paragraphs addressing vehicles of category X and vehicles with manual mode operating above 6 km/h equipped with Automated Driving System Feature of Type 2 (ADSF-2). The proposal modifies definitions including “mass in running order,” “passenger,” “member of the crew,” and “automatically-operated service-door.” It inserts new definitions for ADSF-1 and ADSF-2, adds requirements for vehicles equipped with ADSF-2, and amends multiple provisions in Annex 1, Annex 3, Annex 4, Annex 8, Annex 11, and Annex 12 regarding driver’s compartment specifications, door operations, emergency systems, and accessibility features.

Proposals for a new GTR and UNR pending before WP.29 in June are based on texts approved by GRVA in January plus text in brackets from EDR/DSSAD and ADS IWG February sessions (presented to WP.29 in WP.29-198-07 and WP.29-198-09). The IWG must send a proposal to GRVA to remove brackets. OPI materials (ADS-20-03 to ADS-20-11) have been consolidated into ADS-20-12/Rev.2 for review to inform structuring of the Guidance and Interpretation Document on ADS. Session discussions address harmonization, compliance, and preparation for July submission.

Proposal to amend UN R158 based on GRSG-131-36. The supplement renumbers the introduction’s first paragraph to 0.1, describing the regulation’s purpose for rear visibility and detection devices. New paragraphs 0.2–0.2.3 address vehicles of categories X and Y, including exemptions for automated driving systems and manual operation modes. Paragraph 1.4 is amended to exempt category Y vehicles and category X vehicles without on-board manual modes. Amendments modify paragraphs 5.4.1, 12.4, 15.1.3, 15.1.4, 15.2.2, and Annex 9, paragraph 1.3.3.2, addressing safety concepts, rear-view field vision requirements, and vehicle load specifications.

Proposal to insert new paragraphs 0., 0.1. to 0.1.2. introducing Supplement 4 to extend application of UN R163 to vehicles of categories X and Y, and vehicles with manual mode operating above 6 km/h equipped with an Automated Driving System, based on GRSG-131-40. The amendment clarifies that provisions related to driver and manual driving controls shall not apply if absent in the vehicle unless already covered. For vehicles equipped with an Automated Driving System, no special provisions or exemptions apply in any driving mode. Amendments also update footnote references to the Consolidated Resolution on the Construction of Vehicles.

Proposal to insert new introductory paragraphs 0. and 0.1. to 0.1.4., amend paragraph 1. – Scope, amend paragraph 1 footnote 1, insert new paragraph 2.10., amend paragraph 4.4.1. footnote 2, amend paragraph 5., and amend paragraph 5.1.4. to UN Regulation No. 121 to take into account vehicles of categories X and Y, as well as vehicles with a manual mode operating at speeds above 6 km/h equipped with an Automated Driving System.

Proposal to:

• Insert new paragraphs 0. and 0.1. to 0.1.4. providing introduction to the 01 series of amendments regarding vehicles of categories X and Y and alignment of provisions for all occupants,
• Amend paragraphs 0.1., 0.1.1., 0.1.3., 1.1. and 2.2., footnote 1 to define terms according to Consolidated Resolution R.E.3.,
• Amend paragraph 2.7. to define passenger compartment,
• Amend paragraph 4.4., footnote 2 to reference Consolidated Resolution R.E.3.,
• Amend paragraph 5.2.1. to require heating systems in each passenger compartment,
• Insert new paragraphs 12. and 12.1. to 12.2.4. providing transitional provisions,
• Amend Annex 5, paragraph 2. to establish surface temperature requirements and allow manufacturers to justify higher temperatures through safety concept demonstration,
• Amend Annex 5, paragraph 2.1. to limit surface temperature to 70°C for uncoated metal or 80°C for other materials,
• Delete Annex 5, paragraphs 2.2. and 2.3.,
• As from official entry into force, Contracting Parties shall not refuse type approvals under the 01 series,
• As from 1 September 2028, Contracting Parties shall not be obliged to accept approvals to the original version first issued after that date,
• Contracting Parties shall continue accepting original version approvals first issued before 1 September 2028 and equipment/parts approvals issued under the original version.

Proposal to insert new paragraphs 0., 0.1. to 0.1.2., 1.4., 2.21., and 5.6., amend paragraph 1.1. footnote 1, paragraph 4.4.1. footnote 4, paragraph 5.1.3.4., and paragraph 5.1.3.5., based on GRSG-131-33. The supplement introduces provisions for vehicles of categories X and Y and vehicles equipped with an Automated Driving System, defines Safety Concept, addresses Field of Vision Assistant requirements, and establishes alternative requirements for category X vehicles with manual modes operated on-board the vehicle not using a driver’s seat.

The 20th ADS informal working group session and 17th GRVA Workshop on Automated Driving Systems will meet during 27 April-1 May 2026. The session will address proposals to amend the draft Guidance and Interpretation Document covering definitions, performance of the DDT, scope, application for approval, general requirements, interactions between the ADS and its user(s), safety management systems, post-deployment safety, test environments, and certificate of compliance. Additional agenda items include further development of the GTR and UNR and consideration of next steps and future meetings.

The agenda includes installation of belted child restraint systems, including seat belt minimum length feedback and definition of minimum effective belt length, installation of ISOFIX child restraint systems, amendments to UN R107, ISO pictogram wording revision and dimensions, clarification of the table for M₁ vehicles, introduction of seat belt length requirements for belted child restraint systems on M₂ and M₃ vehicles, amendments to UN R145, ISOFIX force reduction, and proposals to improve ISOFIX definitions across UN Regulations.

Initial working draft text to amend UN R107 by inserting a new definition 2.49 for Child Restraint System and adding paragraph 7.7.8.7 to Annex 3 establishing requirements for Child Restraint Systems in vehicles of category M₂ and M₃. Requirements include fitting pictograms to ISOFIX-seating positions meeting UN R145 and UN R173, fitting pictograms to i-Size-seating positions meeting those same regulations, and prohibiting rearward-facing CRS in rearward-facing passenger seats with appropriate pictograms. Three new pictograms are added to Annex 4.

Proposed pictograms for CRS installation under UN R107 specify the following dimensions: ISOFIX pictograms with diameter 65 mm, i-Size pictograms with lateral size 65 mm, and RWF CRS in RWF adult seats pictograms with diameter 65 mm.

Comments on the proposal for a03 series of amendments to UN Regulation No. 160. Modifications include renumbering paragraph 2.2 as paragraph 2.25, deleting paragraph 2.25, and amending definitions for “End of event time,” “Engine throttle, percent full,” “Non-volatile memory,” and other terms. New paragraphs 2.71–2.82 introduce definitions for rollover protection system, advanced emergency braking system, blind spot monitoring system, and driver assistance systems. Paragraphs 5.3.1, 5.3.2, and 5.3.3 are amended to clarify triggering and locking conditions for rollover events and vulnerable road user events, and to establish time zero. Paragraph 5.4.3 clarifies crash test requirements.

The ADS regulations (GTR and UNR) include definitions for reporting thresholds based on EDR triggering. Time-series data recording for heavy vehicles under UN R169 requires triggers and trigger thresholds to record data in specified time periods, which may not immediately precede, follow, or coincide with crashes. Last Stop, Safety Systems, and Sudden Deceleration triggers are unreliable crash indications. Sudden Deceleration is too sensitive for storing time-series data over several months. Optional SRS or a new independent trigger alongside Detected Collision offers the only viable possibility for effective time-series data recording.

The agenda includes discussion of DSSAD regulatory text guidance, EDR Step 2 proposals comments, and EDR for ADS. The next meeting is scheduled for September 15-17, 2026, as a hybrid event in Europe.

Systems with ACSF B2, D and E functionality cannot be approved to UN R79 unless incorporated within a DCAS complying with UN R171. However, these functionalities may exist independently of DCAS, requiring clear distinction. Where not part of DCAS, this must be specified in the EDR regulation. A new EDR data element, “DCAS status”, could encompass ACSF B2, D and E functionalities. These functionalities are now treated either as individual functions or as components of DCAS.

Extended recording from NTSB investigation. The collision sequence involved three alert stages: first alert lasting 5 seconds with visual only or bimodal presentation, second alert lasting 8 seconds with bimodal presentation, and third alert with bimodal presentation and instruction to put hands on the wheel.

Based on GRVA-25-08, the document addresses blind spot accidents involving right-turning trucks and bicycles. It distinguishes between warning systems requiring driver reaction time and automatic brake intervention systems. The document notes that information systems with low intensity have low annoyance and low risk of deactivation, while high-intensity warnings risk driver annoyance and deactivation. It describes a specific scenario at approximately 15 km/h where a truck brakes after a turn has started with a bicycle detected at high confidence. The document indicates that next steps in safety regarding blind spot accidents should involve automatic brake intervention and suggests future discussion of UN R151 in GRVA.

The 32nd EDR-DSSAD IWG session convened virtually on May 7, 2026. The previous session report and agenda were approved without objection. Discussion addressed the group’s future structure, with consensus that EDR work continue under GRSG direction while DSSAD work be directed by the ADS IWG. EDR/DSSAD-31-02 on DSSAD regulatory text would be submitted to GRVA in May. A Guidance and Interpretation Document addressing “readily accessible” and access provisions is planned for July submission. EDR Step 2 discussions covered ADDW, DDAW, and DCAS data elements with resolutions agreed at +/-1%, recording intervals for collision scenarios, and outstanding items for June 11 finalization. Future meetings scheduled for June 11, September 8, and October 6-8, 2026.

Since January 2026, the group accepted proposals ADS-20-15, ADS-20-16, and ADS-20-48/Rev.1 for minor amendments. Working documents WP.29/2026/139 and WP.29/2026/137 were submitted for WP.29’s 199th session. Two informal documents (ADS-20-59 and ADS-20-60) will amend these working documents. GRVA seeks a three-year mandate extension for the informal group to address identified future work items beyond June 2026.

The ADS informal working group status report to GRVA documents progress since the 24th GRVA session in January 2026. The group accepted proposals to make minor amendments to GTR and UNR, and accepted proposals to amend GTR and UNR to introduce DSSAD provisions. Working documents WP.29/2026/139 (GTR) and WP.29/2026/137 (UNR) were submitted for WP.29’s 199th session. For the 25th GRVA session, GRVA-25-21 and GRVA-25-22 were submitted as informal documents to amend WP.29/2026/137 and WP.29/2026/139. GRVA seeks a 3-year extension of the IWG-ADS mandate, with revised Terms of Reference to be prepared for GRVA-26 in September 2026.

The IWG on EDR/DSSAD, chaired by the USA, the Netherlands, and Japan, develops proposals for Event Data Recorders and for Data Storage Systems for Automated Driving per ECE/TRANS/WP.29/2019/34. Completed work includes EDR requirements under UN R160 and amendments, EDR for heavy-duty vehicles under UN R169, and DSSAD requirements under UN R157. Current activities include DSSAD guidance document revision and EDR Step 2 and Step 3 development scheduled for March 2027 and November 2028 respectively. The DSSAD Guidance has been transferred to Annex 6 or Annex 8 of the ADS Regulation, with general requirements added to the main body.
