Proposal to clarify that dipped-beam headlamps may not be switched OFF manually when they have been switched ON automatically according to paragraph 6.2.7.5., except in the case specified in paragraph 6.2.7.5.1. Manual switching OFF of headlamps at night should be limited to exceptional cases specified in the regulation. This proposal clarifies that daytime running lamps shall not be switched OFF except as specified in paragraphs 6.19.7.1. to 6.19.7.6.

Proposal to reinsert text in paragraph 1.3 concerning differentiation of types according to trade name or mark that was inadvertently omitted from Supplements 27 and 28 to the 01 series of amendments.

Explanation of changes between the proposal to introduce requirements for light emitting diode (LED) substitute light sources into Regulations Nos. 48, 53, 74 and 86 presented at GRE-77E/2017/4) and the revised proposal (GRE/2017/22) submitted for consideration at GRE-78.

Request for guidance regarding interpretation of UN lighting rules:

1. Is it allowed that the shape of the apparent surface can be the logo of the manufacturer brand or other brand-identifying figures?
2. Is it allowed that the shape of the apparent surface can be the same as an evocative/suggestive figure? Even as an informative figure such as road traffic
   signs?
3. Is the advertising lighting allowed at the national level in the Contracting parties, regarding to its influence on road safety and distraction?
4. Do we have to consider an apparent surface, whose shape is the logo of a brand manufacturer or other brand-identifying figures, as a advertising lighting?

Proposal to address inconsistencies, clarify text, and correct terminology in Regulation No. 48:

• para. 5.7.2.1. editorial alignment of text with current terminology
• replace undefined “effective outlet” terminology with defined “apparent surface” reference
• reintroduction of missing reference to “transverse plane” in paras. 5.10.1. and 5.10.2.
• para. 6.2.9. and related subsequent paragraphs to clarify the application of the 2000 lumen criteria
• para. 6.26.9.2. to correct a cross-reference with UN R23.

Proposal to align the draft Supplement 20 to the 01 series of amendments and draft Supplement 2 to the 02 series of amendments to UN R53 more closely with UN R48. These supplements concern the use of different stop lamp activation methods (in alignment with similar provisions for four-wheeled vehicles).

Request to delete the amendment to paragraph 3.3.4.1.1. in the proposal to introduce requirements for the use of light-emitting diode substitute light sources in the new Regulation on Light-Signalling Devices. The proposed amendment was included in the submission by mistake.

Clean version of the VGL informal group justification for the proposed headlamp aiming tolerance diagram with corrections and new appendices II and III as proposed by T.Targosinski.

Currently, interpretations of electrical connection requirements for headlamps, lamps of paragraph 5.11 and daytime running lamps differ between Contracting Parties. In general, this working draft proposal being prepared by the Task Force on Headlamp Switching aims to clarify the requirements.
