The 98th EVE IWG session held virtually on July 15, 2026, adopted the agenda and discussed Phase 4 priorities for UN GTR 22, including Minimum Performance Requirements, State of Certified Range, conditioning cycles, and mutual recognition. Japan proposed sharing Part C verification results with all Contracting Parties. The IWG reviewed UN GTR 21 and UN GTR 25 status, covering MPRs, energy throughput, virtual distance verification, and battery replacement provisions. OICA will present their MPR position at EVE 100 and share Part C verification results at EVE 99. Japan will consult on hosting 2027 meetings targeting the week of February 15th.

Proposal to improve efficiency of test methods by adding a reference to SAE J1349 or applicable local regulations, in addition to UN R85 and ISO 1585, to para. 6.1.2. and para. 6.1.2.1., and delete the requirement for Current integration measurement from para. 5.2.1. The additions provide consistency throughout the regulation and clarify that test results obtained in accordance with applicable local regulations are considered valid. The deletion removes an inconsistency whereby only Current integration measurement specifies a frequency of 20 Hz, while other items specify at least 10 Hz, and eliminates inapplicable wording carried over from UN R154.

Proposal to:

• Amend para. 2.1.(a) to include fuel cell electric vehicles that have more than one propulsion energy converter,
• Add fuel cell electric vehicle preparation requirements to para. 6.3. requiring run-in in accordance with manufacturers recommendations and at least 300 km of fuel cell run-in with hydrogen refueled in accordance with manufacturers recommendations,
• Amend para. 6.5. to include FCEVs in initial REESS charge requirements,
• Amend para. 6.8.1. to include fuel cell temperature in operational metrics to be monitored and recorded throughout the test,
• Retitle para. 2.6. as Fuel cell architectures, and add paras. 2.6.1., 2.6.2., and 2.6.3. specifying power determination reference points and test procedures for fuel cell architectures.

Proposal to amend UN GTR No. 21 on system power determination:

• Establish a globally harmonized test procedure comparable to traditional engine power ratings for conventional vehicles,
• specify TP1 based on measured electrical power and estimated internal combustion engine power with electrical conversion efficiency factors,
• specify TP2 based on measured torque and speed at axle shafts or wheel hubs with mechanical conversion efficiency factors,
• require manufacturers to provide verifiable K conversion factors,
• remove dynamometer roller measurement options for TP2 in favor of torque and speed sensors or hub dynamometers,
• mandate fuel flow rate measurement for TP1,
• introduce the reference point concept to ensure comparable results across powertrain architectures,
• require five test repetitions with averaging of the last four,
• add applicability guidelines limiting TP1 or TP2 to specific architectures based on power flow characteristics,
• establish approval criteria for system bench facilities as alternatives to chassis or hub dynamometers in a new Annex 3.

The agenda for the Electric Vehicles and the Environment Informal Working Group 98th session scheduled for July 15, 2026, includes presentations on battery performance, discussions on UN GTR 21, UN GTR 22, and UN GTR 25 regulatory topics including minimum performance requirements, state of charge reference, readiness monitor and conditioning cycles, mutual recognition, fuel cell electric vehicles, highly integrated systems, energy throughput, normal usage indices, and battery replacement provisions. UN GTR 25 amendment 2 must be submitted to March 2027 GRPE with a December 2026 deadline.

This document, based on GRPE/2026/4, presents Amendment 3 to UN GTR 21 on determining system power of hybrid electric vehicles and pure electric vehicles with multiple propulsion energy converters. The GTR establishes two equivalent test procedures (TP1 and TP2) to measure system power comparable to traditional engine-based ratings. TP1 measures electrical power from the rechargeable electric energy storage system and estimated internal combustion engine power, applying electrical conversion efficiency factors. TP2 measures torque and speed at powered axle shafts or wheel hubs, applying mechanical conversion efficiency factors. The regulation requires manufacturers to provide hybrid power flow descriptions, energy conversion factors, and reference points for power measurement. Testing occurs on chassis dynamometers, hub dynamometers, or system bench facilities at fixed dynamometer speeds corresponding to maximum power conditions, with five repetitions conducted and results averaged. Applicability of each procedure depends on powertrain architecture and power flow characteristics. Amendment 3 introduces system bench testing as an alternative, strengthens measurement requirements, requires manufacturer-provided K factors rather than defaults, and establishes reference point concepts to ensure consistent results across different electrified powertrain architectures.

The Electric Vehicles and the Environment Informal Working Group held its 97th session on May 19, 2026. Discussions addressed UN GTR 22/25 including Norwegian EV demographics, a proposed Readiness Monitor concept for State of Certified Energy activities, and OICA terminology amendments replacing “monitor” with “assessment of virtual distance” in Part C. The group reviewed Phase 4 priorities for UN GTR 21 and UN GTR 25, including Minimum Performance Requirements, conditioning cycles, and lifetime requirements addressing disconnects between mileage and year thresholds. The next session is scheduled for June 16–17, 2026.

The session is scheduled for May 19, 2026, from 05:30 to 08:00 EDT. The agenda includes discussion of UN GTR 22 and UN GTR 25 regulatory topics covering conditioning cycles, SOCE readiness monitor, MPRs, SOCR, mutual recognition, FCEVs, highly integrated systems, efficient test methods, OICA comments, MPRs and energy throughput, normal usage indices, Part C virtual distance verification, Annex 2 alternative test method, and battery replacement provisions. UN GTR 25 Amendment 2 must be submitted to March 2027 GRPE by December 2026 deadline.

UN GTR No. 21 Phase 4 will consider fuel-cell electric vehicles, measurement alternatives for highly integrated systems, modifications for more efficient test methods, and alignment with UN Regulation No. 177 based on inputs EVE-87-08e, EVE-87-09e, EVE-87-11e, EVE-88-12, EVE-85-06e, and EVE-74-10e. UN GTR No. 22 Phase 4 will explore conditioning cycles and readiness monitors for official testing, investigate minimum performance requirements for certified range, and consider establishing minimum performance requirement values for additional lifetime of ten years and 200,000 km, drawing on input EVE-96-06e. UN GTR No. 25 Phase 3 will amend Annex 2 provisions, verify reported virtual distance, reconsider minimum performance requirements regarding mileage and lifetime thresholds, and consider energy throughput as a threshold.

The 96th EVE IWG session was held online on April 21, 2026. Discussions covered Alliance des Mobilites’ battery state of health and state of certified energy monitoring findings; UN GTR No. 21 priorities including fuel cell electric vehicles and highly integrated systems; UN GTR No. 22 objectives on state of certified range and minimum performance requirements; and UN GTR No. 25 pilot phase testing and normal usage indices for heavy-duty vehicles. Action items included presentations on battery data, fuel cell vehicle proposals, test method efficiency, and electrified vehicle data from Norway.

The agenda includes presentations on UN GTR 21 covering highly integrated systems, FCEVs, and more efficient test methods; UN GTR 22 addressing MPRs, SOCR, readiness monitor and conditioning cycles, and mutual recognition; and UN GTR 25 with OICA comments and updates on MPRs/Energy throughput, Part C virtual distance verification, Annex 2, alternative test methods, normal usage indices, and battery replacement provisions.

Proposal to amend UN GTR No. 21 on determination of system power of hybrid electric vehicles and pure electric vehicles having more than one electric machine for propulsion. The amendment introduces a consolidated reference point concept for identifying where mechanical power is first produced from stored energy in electrified powertrains. Two test procedures (TP1 measuring electrical power and engine parameters; TP2 measuring torque and speed at axles) are defined to determine comparable vehicle system power ratings. Key modifications include requirements for manufacturers to provide verifiable energy conversion factors (K factors), hybrid power flow descriptions, and identification of applicable reference points. Testing involves repeated maximum power measurements on dynamometers at fixed speeds with specified accuracy requirements for instrumentation.

The Electric Vehicles and the Environment informal group reported on amendments to UN Global Technical Regulations 21, 22, and 25 governing electrified vehicle power, battery durability for light-duty vehicles, and battery durability for heavy-duty vehicles. Proposed changes include revised test methods, boundary conditions, definitions, and alignment with UN Regulation transposition efforts. Future work includes investigating fuel-cell vehicles, charging power curves, and alternative test methods.
