Report of the 100th EVE IWG session held October 13, 2026. The group discussed UN GTR 22 status and proposed amendments to UN Regulations Nos. 83 and 154 concerning usable battery energy (UBE) and State of Certified Energy (SOCE) values; UN GTR 21 amendments extending scope to fuel cell electric vehicles (FCEVs), replacing driver/accelerator command terminology, and reducing sampling frequency to 10 Hz, with target completion December 2027; and UN GTR 25 amendments addressing minimum performance requirements (MPRs), energy throughput, and Part C virtual distance verification. Japan proposed amendments to UN Regulation No. 177 for ICE power output references. The F&SC received a one-year mandate extension to continue validation activities and address outstanding issues on smart charging test procedures and key performance indicators.
Fuel Cell Electric Vehicle: Also known under GTR 13 and UN R134 as a hydrogen fuel-cell vehicle (HFCV).
Global Technical Regulation
Informal Working Group: A group of experts authorized to develop proposals for consideration by WP.29 without being bound by formal UN rules of procedure.
Minimum Performance Requirement, especially used in EV battery durability regulations.
State of Certified Energy: The ratio of the currently usable energy of an REESS (battery pack) to its certified (original/nominal) usable energy, expressed as a percentage.
Usable battery energy (difference between a fully depleted battery and its fully charged state)
