These Terms of Reference establish the UNECE EV fast- & smart-charging cluster as a joint activity of the WP.5 e-mobility Task Force and the IWG on EVE to promote user-friendly, safe and scalable adoption of fast and smart charging functionalities and their integration in the energy system. Task A develops a new WP.29 resolution on DC Fastest Recharge Power Curve for light duty vehicles through three phases: developing a harmonized procedure with validation testing, developing Key Performance Indicator requirements for consumer information, and investigating improvements and broadening to heavy duty applications. Task B inventories harmonization needs for other recharging capabilities and documentation through collecting existing standards, identifying discrepancies and gaps, and issuing a harmonized standardization and regulatory roadmap by vehicle category. The cluster operates under chairmanship from The Netherlands from January 2025 to October 2027 and technical secretariat from E-mobility Europe for the same period, meeting monthly virtually and twice yearly in hybrid or in-person format.
