Regulation 117, Annex 6 specifies several time duration values while Annex 6, Appendix 1 gives only one control accuracy value for time in its paragraph 4 (d): plus or minus 0.02 second. This means that this accuracy value applies to all the time durations specified in Regulation 117, Annex 6 and quoted above. This is not realistic for durations of more than one minute and not well fitted to the need of data acquisition for deceleration method. Therefore, Russia and ETRTO propose to introduce two accuracy sets of values in paragraphs 4 and 5 of Regulation 117, Annex 6, Appendix 1:

OICA also proposes to change the minimum sound level requirement for vehicles of category M and N and motorcycles of a power greater than 7 kW from 93 dB to 87 dB. |

Therefore, the EU Commission services have developed two alternative proposals: one in full alignment with the definitions used in the EU regulation and one based on the AVLI group definitions with small changes to achieve consistency with the EU legislation. |

This proposal further refines and clarifies the 03 series of amendments to UN R51 from Informal Working Group on UN Regulations Nos. 51 and 59. The 03 series was proposed in document GRB/2014/5 which was amended and then adopted by the Working Party on Noise during its 60th session. The proposal includes special provisional limits for Chinese micro-vehicles which are being reviewed by Japan. |

| Proposal for amendments to the 04 series of amendments to Regulation No. 41 |

Under the current 04 series of amendments to UN Regulation No. 41, the engine speed should be measured during all tests in Annex 3 and Annex 7 (Additional sound emission provisions – ASEP). However, IMMA has found that there is very little difference between the measured and the calculated engine speed for a manual transmission (MT) vehicle (Annex, figure 1) and no impact on the test result (Annex, figure 2). Therefore, this proposal would introduce a calculated engine speed for MT vehicles and for continuously variable transmission (CVT)/automatic transmission (AT) with locked gear mechanism into UN Regulation No. 41. |
