In document GRSG/2014/25, the AVLI informal group proposed to add classes and definitions for agricultural vehicles to the Consolidated Resolution on the Construction of Vehicles. The proposal raised consistency issues for the EU with respect to vehicle definitions that will be introduced by Regulation (EU) 167/2013 in 2016. Therefore, the EU Commission services have developed two alternative proposals: one in full alignment with the definitions used in the EU regulation and one based on the AVLI group definitions with small changes to achieve consistency with the EU legislation.
56. The secretariat introduced ECE/TRANS/WP.29/GRSG/2014/25 (initially proposed by the Working Party on Lighting and Light-Signalling (GRE)), as amended by GRRF‑78‑03 and introducing in to R.E.3, new categories of agricultural vehicles. The expert from the Russian Federation commented that the definitions proposed may create overlap especially when an agricultural vehicle could be classified as a Non Road Mobile Machinery (NRMM) and vice versa. The Chair of GRRF requested the experts to send their comments on this proposal to the secretariat.
35. The secretariat introduced ECE/TRANS/WP.29/GRSG/2014/25 on a first draft of new definitions for agricultural and forestry vehicles that have been prepared by the Working Party on Lighting and Light-Signalling (GRE) Informal Group on Agricultural Vehicle Lighting Installation (AVLI).
36. The expert from EC presented GRSG-107-07 on alternative definitions to those reflected in ECE/TRANS/WP.29/GRSG/2014/25 to align the wording with the EU legislation.
37. GRSG noted no objection and agreed that both proposals should further be considered at the next GRE session.

GRE took note of the activities of other WP.29 Working Parties (GRs) to introduce new definitions for agricultural trailers and towed machinery into the Consolidated Resolution (R.E.3) (ECE/TRANS/WP.29/GRSG/2014/25) and considered two alternative proposals submitted by the expert from the European Commission (GRE-72-04). GRE expressed preference for the first option and adopted the proposal as contained in Annex X to the report. The secretariat was requested to submit it to WP.29 for consideration at its June 2015 session as well as to inform other GRs about this proposal.
22. GRB was informed that the Working Party on Lighting and Light-Signalling (GRE) had identified the need to introduce definitions for new categories of vehicles into the Consolidated Resolution on the Construction of Vehicles (R.E.3), such as agricultural trailers and towed machinery. GRB noted several alternative proposals for the new definitions (ECE/TRANS/WP.29/GRSG/2014/25 and GRB-60-02) and invited experts to transmit their comments and suggestions, if any, to the secretariat.
