In November 2013, the GTB proposal for the simplification of the transitional provisions of Regulation No.48 was adopted by WP29 at its 161st session as Supplement 3 to the 06 series. Associated with this proposal was a decision that the secretariat would produce full consolidations of the 04 /05/06 series and these were introduced as Revisions 7, 8 and 9 respectively.

At that time, it was also agreed that GTB would produce a consolidation of the 03 series that would be posted on the UNECE Website for reference purposes. It was considered that a consolidation of the final (frozen) state of the 03 series would be useful as a reference for the vehicle manufacturers who may continue to apply for extensions to the original type approvals according to the 03 series. However, with the development of IWVTA and the revision of the 1958 Agreement, this consolidation may have value as “a version of a UN Regulation” as defined in the draft Revision 3.

This document is a consolidation produced by the experts of GTB and incorporates all valid text up to, and including, Supplement 5 to the 03 series of amendments (Date of entry into force: 09 December 2010). This consolidation is submitted to GRE for verification and for possible introduction to the UNECE website.

This document prepared by the informal working group on the Simplification of Lighting Regulations (SLR) shows all content of the proposal for for a new Draft Resolution on the common specification of light source categories (document GRE/2015/28). It is consists of a new body text with definitions drawn from Regulations Nos. 37, 99, 128 and 48. The annexes were taken from the annexes 1 of Regulations No. 37, 99 and 128.

Discussions have arisen within GRRF concerning failure warnings for trailer direction indicators and brake lights. This paper alerts GRE to the absence of a standardized approach to communicating such lighting failures for trailers which may be a subject for consideration under UN R48.

Comments on document GRE/2015/6 proposing to introduce provisions for “side-illuminating lamps” that aim to improve the driver’s visibility over the opposite side of the road (on-coming traffic side) and its buffer zone and to mitigate the impact of glare from on-coming vehicles.

Proposal to reduce glare problems for drivers by deleting the exemption in Regulation No. 48 that allows manual leveling for dipped-beam headlamps, effectively mandating automatic leveling.

Comments on the proposal to introduce new requirements for automatic leveling systems as a means to reduce driver glare (document GRE/2015/5).

Proposal to delete the requirement for automatic leveling devices for all headlamps with light emitting diode (LED) light sources based upon the results of the GTB glare study. The proposal argues that the restriction discriminates against LED light sources based upon an erroneous understanding of light-source relevance to driver glare.

Proposal to improve the applicability of paragraph 5.7.1.3.1. (concerning the separation of grouped direction indicator and stop lamps in order to avoid “signal mix”). To improve the present requirements of paragraph 5.7.1.3.1.on the basis of the colour changes concept, three alternative approaches for a suitable separation of direction indicator lamps and stop lamp are proposed:
a) the improved test of the existing paragraph 5.7.1.3.1. clarifies its application to lamps composed of more than one part and deletes the concept of “adjacent” parts of the lamps (that in the past led to different interpretations) in favour of a description of the condition of application of the requirement;
b) the unchanged text of the following paragraph 5.7.1.3.2.;
c) a new paragraph 5.7.1.3.3. to provide for specific electrical connections of the involved functions, in conjunction with the requirements of paragraph 5.9.2.

Proposal as approved by the GRE to introduce flashing side marker lamps for vehicles of categories M2, M3, N2, N3, O3 and O4 with the objective of improving the safety of vulnerable road users by informing them about the intended turns of buses and heavy goods vehicles and their trailers. This document also makes editorial corrections.

Proposal to align UN R48 with UN R107 with regard to the automatic activation of hazard warning lights and with UN R19 with regard to the prohibition of the simultaneous use of front fog lamps and other lamps with which the fog lamps are reciprocally incorporated.
