Proposal for corrections to the text and equations.

OICA proposal as revised by the MVC informal group during its 4th session to amend the parking brake provisions of Regulation No. 13 to specify uniform requirements for towing trailers and motor vehicles which may tow more than one trailer (road train combinations). This work originates from a 2009 draft proposal to amend UN R13.

Proposal for a new annex concerning “special additional requirements for trailers of category O₂ without pneumatic connections and equipped with service braking systems with pneumatic energy storage devices”.

Proposal to correct errors and remove inconsistencies in the current regulatory text, including a correction to the formula used in Annex 12, Appendix 4 “Test report on the compatibility of the inertia brake control device, the transmission and the brakes on the trailer”.

Proposal from Germany to introduce a new Annex 23 into UN Regulation No. 13 covering special additional requirements for trailers of category O2 without pneumatic connections and equipped with service braking systems with pneumatic energy storage devices. In addition, the document proposes to further amend braking requirements for trailers under Regulation No. 13 and 13-H to address these new braking systems.

Proposals by Germany and the Netherlands to clarify trailer requirements under UN Regulation Nos. 13 and 13-H, including the removal of design restrictions that prevent the use of electro-hydraulic and electro-pneumatic braking systems.

This earlier draft proposal has been taken up as the basis for work by the Modular Vehicle Combinations informal group.

Discussions have arisen within GRRF concerning failure warnings for trailer direction indicators and brake lights. This paper alerts GRE to the absence of a standardized approach to communicating such lighting failures for trailers which may be a subject for consideration under UN R48.
