Proposal based on document GRSP/2019/19 to define the introduction of limit values for chest vertical acceleration of Q-dummies during dynamic testing of Enhanced Child Restraint Systems (ECRS).

Proposal to improve the repeatability and reproducibility of the assessment of the external dimensions of the ECRS. It does not change any current dimensional requirements relating to the sizes of the body of the ECRS, the support leg or the support leg foot.

Proposal to provide information on the essential measurement information that needs to be recorded in the Type Approval test report

Proposal to align UN R129 with the descriptions used in of UN R44 and UN R94 which refer to resultant head and chest accelerations.

Proposal to:

• Remove a residual reference in Annex 22 to ‘temporary’ requirements for belt-attached infant carrier modules;
• Extend and adapt the minimum breaking load requirements to cover the webbing straps of all categories of integral enhanced child restraint systems (not only i-Size); and
• Clarify that Integral Belted enhanced child restraint categories are required to undergo rear or lateral dynamic impact testing.

Proposal to specify the Q6 dummy in lieu of the Q3 with regard to integral ECRS testing and to add the Q3 to the already existing Q6 under the 02 series of amendments.

Proposal

• to clarify the requirements for the type approval of booster seats in the over 135 cm category,
• to update a reference with the new European Committee for Standardization (CEN) published EN 71-3:2019 on 10 April 2019,
• to delete a cut-and-paste error in Annex 6, Appendix 2 taken from UN R44 referring to ECRS as in the “restricted” category which does not exist in UN R129,
• to reconcile and consolidate various references to tolerances for the internal geometry assessment, and
• to exclude the head acceleration criterion in certain cases of contact when testing booster cushions with the larger Q-dummies, in particular the Q10, due to dummy rebound over the back of the test bench during a frontal test.

Proposal to

1. introduce new and modified labeling and to clarify packaging information to distinguish between forward-facing-only, rear-facing-only, and convertible CRS in order to reduce the risk of users misusing these enhanced CRS, and
2. clarify that assessment of the DE plane only applies to rearward-facing Child Restraint Systems (CRS) in UN Regulation No. 44 and therefore does not apply to forward-facing child restraints that maintain structure of the child restraint behind the head of the dummy.

Proposal to

1. introduce new and modified labeling and to clarify packaging information to distinguish between forward-facing-only, rear-facing-only, and convertible CRS in order to reduce the risk of users misusing these enhanced CRS
2. clarify that assessment of the DE plane only applies to rearward-facing Child Restraint Systems (CRS) in UN Regulation No. 44 and therefore does not apply to forward-facing child restraints that maintain structure of the child restraint behind the head of the dummy
3. specify the dimensions of the approval number
4. update i-Size universal ISOFIX, Specific Vehicle ISOFIX, i-Size Booster seat and Specific Vehicle Booster seat numbering (omitted in WP29-2018-045)
5. rearrange the dimensions mark for arrangements of the approval mark where used in combination with the module mark
6. change the 145 cm stature of the Specific Vehicle Booster seat to 150 cm stature as this is the correct upper limit, and
7. clarify that Conformity of Production assessments shall be conducted under the same requirements as those of the original approval or, if applicable, the extension of the approval.

Proposal to

1. introduce new and modified labeling and to clarify packaging information to distinguish between forward-facing-only, rear-facing-only, and convertible CRS in order to reduce the risk of users misusing these enhanced CRS
2. clarify that assessment of the DE plane only applies to rearward-facing Child Restraint Systems (CRS) in UN Regulation No. 44 and therefore does not apply to forward-facing child restraints that maintain structure of the child restraint behind the head of the dummy
3. specify the dimensions of the approval number
4. correct the term “Regulation No. 129-02” to “UN Regulation No. 129/02”
5. change the 145 cm stature of the Specific Vehicle Booster seat to the 150 cm stature as this is the upper limit, and
6. modify the approval markings for consistency between technical services and approval authorities and between the labels of products approved under the 02 and 03 series.
