Version of the proposed 03 series of amendments to UN R51 based on GRB/2012/2 (consolidated version of the O3 series as agreed by GRB to date) but incorporating further improvements as proposed in GRB-54-05 and GRB-54-06 from the previous GRB session.

GRB has long used ISO 10844 and the ISO 362 series of standards as the part of technical basis for the referenced regulations. ISO has updated standards and sees the need to coordinate with GRB.

This document proposes to maintain the current test method in the first part of Regulation No. 51 and to insert the new test method in a second part in order to put Contracting Parties in the position to collect data on the new test method. The provisions for the new test method are based on document GRB/2005/2/Rev.2.
