The proposal also proposes amending provisions of the ageing test in Annex 15 in response to concerns over failures of rubber hoses.
Proposal to amend geometrical criteria (dimensions and distances between lateral protection devices) and installation provisions for lateral protection barriers in order to improve their performance with regard to vulnerable road users. The proposal would
increase the maximum distance between lateral rails from 300 mm to 400 mm
redefine the limits for the lower edge from “550 mm above the ground” to definition via an isosceles triangle formed by lines drawn at 8° from the ground contact points of the vehicle tires intersecting at point “I” above the road surface where the maximum limit “I” is between 350-450 mm
define the upper edge as from 450 mm rather than 300 mm maximum from the vehicle structure or maximum height of the upper edge above the ground from 950 mm to 850 mm
update the horizontal static force requirement for lateral protection devices to 3 kN and the deflection under load criteria to 90 mm over the rearmost 250 mm of the device and 450 mm over the remainder of the device.
The purpose is to reduce the risk of running over a person (e.g., a motorcycle rider) during a lateral collision.
In the absence of complete harmonization with ISO 11439, this proposal recommends that Table 6.4 of UN R110 should be amended by the following for CNG-1 designs:
Delete A.17, A.25, and A.7 since they do not match the tests specified in paragraph 7.5 on Cylinder design qualification tests
Add A.15 and A.6 since they do match the tests specified in paragraph 7.5 on Cylinder design qualification tests
Add A.24 because paragraph 6.9 on Fire protection requires all PRDs on all cylinder types to comply with A.24.

Proposal to clarify the test requirements in alignment with the French text of the regulation by amending paragraph 5.10 to read “Tanks shall be installed in such a way as to be protected from the consequences of a collision to the front or the rear of the vehicle; there shall be no protruding parts, sharp edges, etc. nearnearby all around the tanktanks.” The proposal aims to clarify the inspection of potentially protruding parts around the tanks in order to ensure their integrity in the event of a collision.
UN R121: Proposal for Supplement 10 to the original series of amendments and Supplement 2 to the 01 series of amendments

Proposal pursuant to discussions on the application of footnote 18 under Table 1 concerning tell-tale symbols and the use of colours to convey different meanings. ISO standard 2575-2004, para. 5.1. allows for the use of different colours to convey a change in the operating condition. This proposal would remove the current footnote 18 text and application of the footnote to telltales 2, 9-12, and 19 pending a decision on the proposal to apply a revised footnote to the master lighting switch (tell-tale 1). Paragraph 5.4.1.1. of UN R121 references ISO 2575-2004 which was developed to simplify the application of UN R121 when colour changes are adopted in other UN Regulations; however, OICA submits that the footnote which references ISO 2575-2004 in relation to specific lighting devices or systems creates a degree of confusion. (If approved, this proposal would likely impact Supplement 3 to the 01 series rather than Supplement 2 given that WP.29 at its November 2017 session adopted the proposal to add a telltale and symbols for “Accident Emergency Call System (AECS)” and to align UN R121 with the 07 series of amendments to UN Regulation No. 16 as Supplement 2 to the 01 series.)
UN R46: Proposal for Supplement 6 to the 04 series of amendments

Proposal to clarify that overlays may only be used to convey “safety-related rearward vision information.” The proposal addresses confusion regarding circumstances under which the provision of information through overlays is permissible. The proposal also amends the French text. The overall proposal aims to make clear that overlays may convey safety information regarding the rearward environment of the vehicle and are not necessarily limited only to when the vehicle is moving in reverse. The proposal also aims to restrict the information to rear-vision safety. Other information, not related to the rear view, should never appear within the defined field of view.
Proposal to correct Revision 2 of UN R55 to align with the text of Supplement 04 to 01 series of amendments. This proposal removes a subparagraph under paragraph 13.1 that should not have been included in the Revision.
UN R43: Proposal for Supplement 8 to the 01 series of amendments

UN R89: Implementation under the European Agreement on ADR

The European Agreement Concerning the International Carriage of Dangerous Goods by Road (ADR) requires vehicles to be equipped with a speed limitation device compliant with UN R89. UN R89 refers to speed limitation devices (SLD) and speed limitation functions (SLR) (i.e., aims to be technologically neutral). Russia requests GRRF confirmation that compliance with UN R89 can be achieved through either an SLD or SLF.
UN R55: Draft proposal for a new supplement to the 01 series of amendments

Annex 1 of UN R55 concerns the type approval communication form. Item 9.3. requires information “For Class A mechanical coupling devices or components, including towing brackets”. Poland proposes to add “if fitted” to the description in order to avoid interpretations that brackets must be part of the approval (i.e., the approval may concern the coupling ball without additional attachments).
Proposal to delete Appendix 5 and thereby end static testing as a compliance option. In addition, this proposal amends Appendix 1 by reducing the forward movement of the head of the manikin to 1.2 m in alignment with UN Regulation No. 14. Further, the proposal would limit the movement of the seat anchorages to 100 mm to ensure a minimum residual space for the passenger between the seats. Lastly, to ensure that seat fixations are reliably fastened after relocation, the proposal would require the necessary information to be marked directly on the seat and provided in the owner’s manual.

Report on the 1st meeting of the GRSG Task Force on "Gas-fueled vehicle regulations"

Active Safety-Collision Warning Pilot in Washington State IDEA Program Final Report

Final report on a Washington State Transit Insurance Pool (WSTIP) pilot program to assess the Rosco/Mobileye Shield+ system collision avoidance warning system (CAWS) specifically designed for transit buses. This project involved field testing and evaluation of the CAWS in revenue service over a three-month period. The system provides alerts and warnings to the bus driver for the following conditions that could lead to a collision:
changing lanes without activating a turn signal (lane departure warning was disabled for this pilot),
exceeding posted speed limit,
monitoring headway with the vehicle leading the bus,
forward vehicle collision warning, and
pedestrian or cyclist collision warning in front of, or alongside the bus.

The proposal add “lift” to the examples of possible mechanisms and modifies the language to be less specific in references to “wheelchairs” to address persons with reduced mobility regardless of whether they use a wheelchair.
UN R110: Proposal for amendments with regard to visual inspections

An adjuster is needed when air/fuel mixture runs via a carburetor and therefore should be added to paragraph 18.3.2.

Proposal to allow the use of a generator fueled by the vehicle gaseous fuel system that provides electricity to run accessories (e.g., overnight power in sleeper cabs, to maintain battery charge during high electrical power use with loading or lifting equipment). This proposal would allow for the use of LNG/CNG from vehicle fuel tanks and thereby reduce the potential need to vent gas into the air in response to pressure buildup due to warming over time by using the gas to power other devices and equipment.

The purpose is to reduce the risk of running over a person (e.g., a motorcycle rider) during a lateral collision.

Proposal to allow the use of a generator fueled by the vehicle gaseous fuel system that provides electricity to run accessories (e.g., overnight power in sleeper cabs, to maintain battery charge during high electrical power use with loading or lifting equipment). This proposal would allow for the use of LNG/CNG from vehicle fuel tanks and thereby reduce the potential need to vent gas into the air in response to pressure buildup due to warming over time by using the gas to power other devices and equipment.

The proposal also aims to restrict the information to rear-vision safety. Other information, not related to the rear view, should never appear within the defined field of view. The proposal also corrects the omission of Class VII devices from the communication form described under Annex 3 of the regulation, as previously adopted for Revisions 5 and 6.

UN R107: Draft proposal for a correction in several supplements and series of amendments

In 2008 WP.29 adopted document WP.29/2008/98 under Supplement 3 to the 02 series of amendments, deleting all marking requirements and transferring them to Annex 11. Nonetheless, Revision 4 of UN R107 as published on the UNECE website erroneously includes the deleted paragraphs. This proposal aims to correct that error.
This proposal introduces transitional provisions into UN Regulation No. 110 should the proposals in document GRSG/2018/11 be adopted. GRSG/2018/11 would change the technical requirements for vehicles equipped with CNG compressors and/or accumulators and therefore would transitional provisions be applicable.
Proposal to redefine “key” to include “physical device or electronic solution”. At the same time, the proposal excludes “hardware (e.g. smartphone) provided by other than car manufacturer” from this definition.
This proposal introduces transitional provisions into UN Regulation No. 122 should the proposals in document GRSG/2018/21 be adopted. GRSG/2018/21 would change the technical requirements for vehicles equipped with heat pump heating systems and therefore, transitional provisions would be applicable.

In anticipation of improvements to truck-cab aerodynamics, this proposal would update Part III of UN R93 where the front under-run protection is integrated in the motor vehicle by defining the forward reference point as the same transverse location where the force is applied. This results in FUPs that, in the case of cab fronts that are curved, at least 400 mm must be maintained along the front contour of the cab, instead of the foremost point.

The proposal would also limit the movement of the seat anchorages to 100 mm to ensure a minimum residual space for the passenger between the seats. Lastly, to ensure that seat fixations are reliably fastened after relocation, the proposal would require the necessary information to be marked directly on the seat and provided in the owner’s manual.
Proposal to expand the scope of the regulation on unauthorized L-category vehicle use to include electronic devices such as keyless entry systems, similarly to what already exists in UN R116 on passenger car use.

Proposal to remove references to European radio frequency standards (paragraphs 6.2.3., 7.2.3. and 8.2.2.). Telecommunications devices must meet requirements specific to local markets. Therefore, the references to standards specific to European markets (but not other markets) fall outside the purview of UN Regulations.
