The Russian Federation has developed a “Deceleration Calculator” for use in the UN R117 procedures. Following work by an ad hoc group (including NAMI, UTAC, and ETRTO) formed to review and validate this tool, Russia has prepared this new proposal, modifying the version (document GRB/2013/10) submitted at the last GRB session. The changes primarily concern the explanation of the tool rather than the basic mathematical equations.

Comments from Australia and the UK on the draft “Proposal for Revision 3 of the 1958 Agreement”.

Agenda for the ninth session of the expert group preparing revisions to the 1958 Agreement as part of the program to establish an international whole vehicle type approval system.

Australia and the UK propose:

• New text for Article 4 (rights and obligations in cases of a non-conforming approval to a UN regulation), particularly to clarify the terminology used (threat to road safety or to the environment….) and to strengthen the provisions;
• New text in Schedule 7, Section 5 to allow the granting of individual “exemption approvals” without committing Contracting Parties to accept such approvals within their own market;
• Changes to Article 3 to clarify that the acceptance of a UN regulation that has been applied is also subject to it meeting any discretionary options allowed for within the regulation;
• Changes to Article 8 so that approvals issued by a CP automatically cease to be valid after a defined period should the CP withdraw from the Agreement; and
• UK acceptance of text proposed by Australia to address CP’s that do not have approval authorities.

Proposal from the Netherlands for editorial improvements and clarifications to the draft text of Schedule 7 concerning exemptions from UN Regulation provisions where warranted for new technologies.

Regulation 117, Annex 6 specifies several time duration values while Annex 6, Appendix 1 gives only one control accuracy value for time in its paragraph 4 (d): plus or minus 0.02 second. This means that this accuracy value applies to all the time durations specified in Regulation 117, Annex 6 and quoted above. This is not realistic for durations of more than one minute and not well fitted to the need of data acquisition for deceleration method. Therefore, Russia and ETRTO propose to introduce two accuracy sets of values in paragraphs 4 and 5 of Regulation 117, Annex 6, Appendix 1:

1. a control accuracy of +/- 0.2 % s and a corresponding instrumentation accuracy of +/- 0.1 % s for the time increments specified in Annex 6 paragraph 3.5.a for the data acquisition in the deceleration method, both in ∆ω/∆t or dω/dt form, and
2. a control accuracy of +/- 5% and an instrumentation accuracy of maximum +/-10 sec for the other time durations specified in Annex 6.

Proposal to extend the scope of the regulation to include vehicle categories L6 and L7 (quadricycles and all-terrain vehicles). Since the present scope refers only to L1 through L5, the proposal would replace this with “two- or three-wheel vehicles and quadricycles” and add that the regulation does not restrict the use of tires approved under the regulation to vehicles defined as category L.

Report of the special meeting held in Paris on 21 November 2013 to discuss wet grip values for Class C2 and C3 tyres.

European Commission proposal for minimum wet grip limits on Class C3 tyres. The EC notes that the wet grip (G) index is intended as a precautionary measure that would set a minimum level already satisfied by products currently on the market. In anticipation of improvements in new tires, the EC proposes to add a notation “Wet grip index (G) ≥ 0.80 may be considered for new types of tyres 96 months after the entry into force date of Supplement 5 to the 02 series of amendments, based on robust field data and cost-effectiveness analysis.”
