Proposal for a new UN Regulation on the approval of new pneumatic tyres of class C1 conforming to UN R117 with regard to their tyre abrasion performance, excluding temporary-use spare tyres, tyres with rim diameter ≤13 or ≥25, competition tyres, tyres for vehicles of categories other than M1–M3, N1–N3, O1–O4, ice grip tyres, studded tyres, speed category less than 120 km/h, special use tyres, and road legal race tyres. Abrasion index limits are 1.00 for normal and snow tyres, with adjustments for specific groups. Approval requires marking with approval reference number and suffix (A1 or A2). Testing uses either vehicle test method on public open roads (~8000 km) or indoor drum test method (5044 km), with test facilities demonstrating equivalence per Annex 4. From 1 July 2028, stage 1 approvals required for new types; from 30 June 2030, all types. From 1 July 2033, stage 2 approvals required for new types; from 30 June 2035, all types. EV/HFCV retrofit systems: Position on cyber security

RME views: Vehicles were on the road before UN R155 came into force. Retrofitting extends vehicle life in line with climate action and circular economy objectives. Retrofitters must be responsible only for components involved in the transformation and any parts they add or modify, not for original vehicle components. A risk management demonstration dossier limited to the transformed system must be included in transformation approval applications. If the origin vehicle is not R155-approved, retrofitters may provide the dossier without laboratory tests. If R155-approved, authorities decide on compliance, requiring laboratory tests if needed. Manufacturers’ data are not accessible to retrofitters. The application of cyber security provisions (i.e., UN R155 compliance) should be delayed by two years from the entry-into-force of the new regulation for the approval of EC/HFCV retrofit systems and revisions to UN R155 should also provide two-year transitional provisions before the application to the retrofit regulation.

EV/HFCV retrofit systems: Amended draft UN Regulation
|

This Regulation provides uniform provisions for approval of vehicles of categories M1–M3 and N1–N3 equipped with electric traction chain powertrain retrofit systems to be converted into pure electric vehicles (EV) or Hydrogen Fuel Cell Vehicles (HFCV). Retrofit system manufacturers must submit applications including descriptions of the retrofit system, original parent vehicle, modifications, compliance verification, application range, installed samples, authorized installers, and conversion plates. Type approval requires meeting general requirements for design, construction, durability, and failure communication, plus specific requirements in Annexes 5A for EVs and 5B for HFCVs. Only authorized installers may perform conversions, and manufacturers must provide installation documents and end-user manuals.

The Informal Working Group on EV/HFCV Retrofit Systems held its seventh meeting on 5th March 2026. The group adopted the provisional agenda, approved minutes of the previous meeting, and acknowledged ongoing activities under GRPE, GRSP and GRVA. Electrical safety review will continue once clarification regarding UN R100 is available. Cybersecurity discussions covered very old vehicles, older vehicles without cybersecurity provisions, and modern vehicles compliant with UN R155. Braking aspects and the structure of the draft UN Regulation were discussed, including vehicle versus system approval approaches and minimum and maximum vehicle age within the regulation’s scope.

L-Vehicle Environmental and Propulsion Performance Requirements: Report of the 72nd (March 2026) session

The 72nd EPPR session (March 2026) adopted the revised agenda and previous meeting report without changes. The 02 series of amendments to UN Regulation No. 40, transposing UN-GTR No. 2 to Euro 3 emission level (GRPE/2025/22 as amended by GRPE-93-26), was adopted for submission to WP.29/AC.1 in March 2026 and subsequently adopted by WP.29 at its 198th session. The IWG-EPPR Terms of Reference were extended for two years until 2027. IMMA offered to prepare a draft 03 series of amendments to UN Regulation No. 40 for Euro 4, tentatively expected by early June. The group agreed to reconvene around that time. The group reviewed information exchanges on maximum power determination, battery electric vehicle range determination standardization, and deterioration factors in GTR 23 on durability. Next meetings are scheduled for June, July, and September 2026, with the 76th session in October 2026 coinciding with GRPE.

Tyre Abrasion: Minutes of the 47th (April 2026) session

The 47th session of the Task Force on Tyre Abrasion convened on 2 April 2026. The review committee prepared final consolidation of a new UN Regulation on Tyre Abrasion for WP.29. TFTA reviewed the workplan including data assessment, tyre batch use, and equivalence assessment governance. For C2, ETRTO presented findings on the vehicle test method at 10,000 km, while JASIC reported on indoor drum test development. Discussion on C3 Heavy-Duty Vehicle tyre applications was deferred. The next session is scheduled for 11 May 2026.

UN GTR No. 22 Phase 4 will explore conditioning cycles and readiness monitors for official testing, investigate minimum performance requirements for certified range, and consider establishing minimum performance requirement values for additional lifetime of ten years and 200,000 km, drawing on input EVE-96-06e. UN GTR No. 25 Phase 3 will amend Annex 2 provisions, verify reported virtual distance, reconsider minimum performance requirements regarding mileage and lifetime thresholds, and consider energy throughput as a threshold.
