In a letter to Mssrs. Gauvin and Ramos, the European Commission, pursuant to concerns raised in its Technical Committee Motor Vehicles, raises issues with two paragraphs that are reproduced in a number of GRE proposals set for consideration at the November WP.29. This informal document builds on informal document WP.29-159-19 (submitted by the Chair of IWVTA to WP.29 in March 2013), and complements working document WP.29/2013/134 submitted for consideration at the WP.29 November 2013 session.

It provides an update of the progress achieved within the IWVTA informal group since the submission of document WP.29/2013/134. As a result of this progress, the majority of outstanding issues have been resolved, leaving only a few issues which need further fine-tuning by the IWVTA sub-group on the review of the 1958 Agreement.

Proposal to update the agricultural vehicle lighting regulation pursuant to the 5 November 2013 informal group session (AVLI-2).

The intention of this document is to explain important concepts and to provide guidance for Contracting Parties in order to enable effective and consistent application of the IWVTA process. This revision incorporates discussions from the 8th SGR0 group meeting.

This proposal concerns documents SGR0-02-04-Rev.4 and IWVTA-SGR0-08-08, paragraph 13.4. Both documents contain provisions whereby Contracting Parties accepting approvals to earlier versions of individual regulations or accepting the absence of such approvals shall notify the UN secretariat. This proposal clarifies that this obligation applies both to parties using the Limited IWVTA (i.e., approvals to lower stringency levels) and the Universal IWVTA (i.e., approvals to the latest versions of each regulation).
