The Agreement specifies how regulations are to be established and how the system operates whereby an approval under a given regulation accorded by one country can be accepted by all other countries applying that regulation. The program to establish an international system for whole vehicles (as opposed to the current focus on individual vehicle components and systems) includes an important restructuring of the 1958 Agreement. R83 covers emissions from all light vehicles (M1/N1) regardless of engine type and from heavier vehicles only if equipped with a gasoline engine. UNECE R107 covers the approval of single-deck, double-deck, rigid or articulated vehicles, with the exception of certain special-use vehicles such as ambulances, school buses, prison buses, etc.

The regulation also lays out special requirements for other special-use buses and vans such as mobile libraries.
