India comments on the proposal for the 03 series of amendments to UN Regulation No. 53 and proposal for amendments to the draft new UN Regulation on Light-Signalling Devices (LSD)

Proposal to improve the text regarding LED substitute light sources. ( “If a LED substitute light source is approved to be used in a lamp installed on a vehicle type, a declaration shall be made in the communication form.”)

Proposal to introduce references to the three new simplified Regulations (Light-Signalling Devices (LSD), Road Illumination Devices (RID) and Retro-Reflective Devices (RRD)) into the 02 series of Regulation No. 53.

Proposal to

1. remove the prohibition against lamps “reciprocally incorporated” with any other lamp, correcting an oversight from a previous amendment process, and
2. update the definition of “stop lamp” in order to allow the use of different stop lamp activation methods for powered two-wheelers as currently applicable for four-wheelers; e.g. by the application of a retarder or a similar device.

Proposal to

Proposal from the Special Interest Group on L-category vehicle daytime running lamps to introduce requirements for automatic switching from DRL to headlamp(s) if the maximum luminous intensity of DRL is above 700 cd.

Proposal to render optional the fitment of front position lamps where the motorcycle is fitted with qualified automatic headlamp switching or daytime running lamps.

Proposal to include provisions for exterior courtesy lamps on motorcycles under UN R53 (as is already the case for motor vehicles under UN R48).

Proposal to clarify conditions under which direction indicator lamps may be switched ON to indicate the status of the device to prevent unauthorized use.

Proposal to introduce requirements for light emitting diode (LED) substitute light sources into Regulations Nos. 48, 53, 74 and 86.

Proposal to restore the definition of “device” (because the definition under UN R53 differs from that under UN R48) and to delete the definitions of “bend lighting”, “H plane”, “sequential activation” and “emergency stop signal” (because they are identical to the definitions in UN R48).

Because the new lighting device regulations (LSD, RRD, and RID) each cover multiple lighting functions (e.g. direction indicators, marker lamps, DRL in the LSD regulation), the potential exists for a change in stringency to impact some, but not all functions within the scope of each regulation. The change index is proposed in order to track the impact on each function and so restrict the need for new type approvals only to those functions impacted by a change in stringency.

Proposal for changes to document GRE/2018/19 proposing to require automatic switching from DRL to normal headlamp lighting as conditions warrant under UN R53 and the proposed new UN Regulation on light-signalling devices.

Proposal from the SLR informal group to improve and correct the official documents to introduce references to the three new simplified UN Regulations on LSD, RID and RRD.

Proposal from the SLR informal group to improve the general requirements proposed in documents GRE/2018/16 and GRE/2018/18.

Proposal prepared by the SLR informal group in cooperation with IMMA to delete definitions in UN R53.02 made redundant because identical definitions already exist in UN R48. The aim of this submission is to confirm UN R48 as the repository for common definitions used across all lighting regulations.

IMMA proposal to delete definitions in UN R53.02 that are already in UN R48. Under the Simplification of Lighting Regulations (SLR) program, certain common lighting device definitions would be consolidated under UN R48 (lighting installation).

Proposal under development by the Task Force on Substitutes/Retrofits (TF S/R) to introduce requirements for light emitting diode (LED) substitute light sources into Regulations Nos. 48, 53, 74 and 86.

Proposal to update the definition of “stop lamp” in order to allow the use of different stop lamp activation methods for powered two-wheelers as currently applicable for four-wheelers; e.g. by the application of a retarder or a similar device.

Proposal to align UN R50 and UN R53 regarding the inward geometric visibility requirements for rear position lamps.

Proposal to allow installation of exterior courtesy lamps on motorcycles by aligning the text with provisions on courtesy lamps in UN R48.

Proposal to clarify the text with regard to the activation of the direction indicators when the motorcycle engine in order to signal the vehicle status. The proposal would specify the purposes for which indicators may be activated:

1. To show the vehicle status (e.g. locking system) when the vehicle is parked;
2. To allow the driver to recognize the presence of his/her own vehicle from a certain distance by remote control;
3. In case of keyless entry system and of the driver having lost the key fob while riding – to inform the driver that he/she no longer has the key fob and that the vehicle will soon become unable to restart.
