Provisional agenda for the 52nd session of the IWVTA Informal Group scheduled for November 12, 2026 in Paris. The session will address election of a new Chair, adoption of the agenda and 51st session report, highlights from the 199th WP.29 session, amendments to UN R0 series, contradiction between transitional provisions in UN R22 and Revision 3 of the 1958 Agreement, proposed amendments to Guidelines on Transitional Provisions, IWVTA awareness and promotion, extension of mandates, and DETA scheme implementation.

Proposal to amend paras. 15.1.1. to 15.1.4. to change the transitional provisions and allow Contracting Parties to issue approvals according to the 05 series of amendments. As from entry into force of the 06 series, no Contracting Party shall refuse approval under the 06 series. As from 18 months after entry into force, no Contracting Party shall grant approvals unless the helmet or visor type meets the 06 series requirements. As from 30 months after entry into force, all Contracting Parties shall prohibit approval marks referring to type approvals granted under the preceding series. As from 36 months after entry into force, Contracting Parties may prohibit the sale of helmets and visors which do not meet the 06 series requirements.

Provisional agenda for GRSP’s eightieth session to be held 7–11 December 2026 in Geneva. The session will address UN Global Technical Regulations No. 1, 13, and 20; UN Regulations Nos. 11, 17, 21, 22, 95, 100, 127, 129, 134, 145, 170, 173, and 174; a new UN Regulation and authorization request for a GTR on children left in vehicles; collective amendments to UN Regulations affecting automated vehicles; Mutual Resolution No. 1; equitable occupant protection; and other business items including vehicle automation, software updates, airbags, child restraint systems, and bus protection.

The Working Party on Passive Safety discussed a proposal to delete transitional provisions 15.1.2. and 15.1.3. from UN R22 on the basis that they contradicted article 12.4. of revision 3 of the 1958 Agreement. GRSP concluded that in case of contradiction between the provisions of Revision 3 of the 1958 Agreement and those of UN R22, the provisions of the 1958 Agreement should prevail. This interpretation matter is being brought to the attention of WP.29 because it may affect other UN Regulations with similar provisions under the purview of other subsidiary working parties. GRSP requested guidance on the correct interpretation of transitional provisions 15.1.2. and 15.1.3.

Italy opposes GRSP-79-05 proposal to delete paragraphs 15.1.2 and 15.1.3 of transitional provisions, which would permit production and marketing of helmets to the earlier 05 series of amendments to UN R22. Italy argues restoring approval for UN R22.05 helmets would set technical requirements back 26 years, disrupt markets with obsolete products, penalize companies investing in UN R22.06 adaptation, and frustrate safety improvements. No appreciable price difference exists between UN R22.05 and UN R22.06 helmets, negating cost justification.

Proposal to delete paras. 15.1.2. and 15.1.3., renumber para. 15.1.4. as 15.1.2., and amend the renumbered para. 15.1.2. to provide that as from 36 months after the official date of entry into force of the 06 series of amendments, Contracting Parties applying this Regulation may prohibit the sale of helmets and visors which do not meet the requirements of the 06 series of amendments. The proposal is based on informal document GRSP-78-44 and permits Contracting Parties to issue approvals according to the 05 series of amendments, which aligns with Revision 3 of the 1958 Agreement.
