Informal working group on the Simplification of Lighting Regulations working draft for a new regulation (replacing existing regulations) on uniform provisions concerning the approval of light signalling lamps for power-driven vehicles and their trailers.

Proposal for a new regulation to consolidate the current light-signalling regulations from the informal group on the Simplification of Lighting Regulations.

SLR informal group working draft for a new UN Regulation on light-signalling devices (LSD) to consolidate existing regulations related to light-signalling as part of the program for the simplification of lighting regulations.

Proposal to introduce the following changes into the draft new Regulation on light-signalling devices:

1. Use of LED substitute light source(s) is allowed and does not constitute a change of the lamp type. However, lamp performances shall be tested during type approval also with the LED substitute light source. Approval of the lamp using filament light source(s) is a prerequisite for approval of the lamp using LED substitute light source(s).
2. COP testing of the lamp is required with an (etalon) filament light source only, because the LED substitute is the counterpart light source of the filament light source, resulting in equivalent photometrical lamp performance. The quality i.e. the equivalence to the filament light source, is controlled in R128.
3. Use of LED substitute light sources is at the discretion of the applicant, who shall declare this use, if any, to the Approval Authorities at the time of application for the first lamp approval or subsequent extension of approval issued for the version using the LED substitute light source.
4. The use of LED substitute light source(s) in a certain lamp type shall be indicated on the lamp by marking of the LED substitute light source category, in addition to the marking of the filament light source of which the LED substitute light source is the counterpart.
   
   This marking on the lamp will be used for checking the allowance for use of lamps with LED substitute light sources in application of the Regulation on lamps installation on vehicle.
5. In case a lamp with colour filter(s) is approved for using LED substitute light source(s), this lamp shall be marked “G” to indicate that this lamp shall be equipped with LED substitute light source(s) marked “G” for colour and luminous intensity quality reasons.
6. The indication of both the filament light source and of its LED counterpart light source, if any, shall be explicitly provided in the communication form.

Collective amendment working draft to introduce the transitional provisions for the switch from the current lighting regulations to the new simplified lighting regulations (light-signalling, retro-reflective devices, and road illumination devices). The draft proposal would allow 24 months from the entry into effect of the new regulations.

This proposal restructures the existing body of lighting regulations without changing their content (e.g., technical requirements).

Proposal from the special interest group of experts for DRL-L to introduce requirements for automatic switching from daytime running lamps (“DRL”) to headlamp(s) if maximum luminous intensity of DRL is above 700 cd.

Revision of the proposal to introduce provisions for substitute light sources into the draft new Regulation on light-signalling devices.

Proposal combining the provisions of UN Regulations Nos. 4, 6, 7, 23, 38, 50, 77, 87 and 91 into a single light-signalling devices regulation (document GRE/2017/9) revised to include the application of the DETA Unique Identifier marking (per document SLR-21-08).

Preparation of the status presentation for the April 2018 GRE session

Draft proposal to introduce into Regulation No. 48 a definition and general requirements for usage of a “change index” established by the new simplified Regulations on Light-Signalling Devices (LSD), Road Illumination Devices (RID) and Retro-Reflective Devices (RRD). The “change index” indicates the number of times new series of amendments have posed higher stringency requirements to a specific lamp (function) under these regulations.
