Recently EU-Directive 2013/60 has been introduced in which chapter 5 of EU Directive 97/24 is amended. One of the amendments concerns the introduction of reference fuels E5 (petrol) and B5 (diesel fuel). When stage C in 97/24-5 is being applied for, reference is made to GTR No. 2. In GTR No. 2, however, these reference fuels have not yet been incorporated. This proposal aims to correct this omission by amending the reference fuel specification for alternative C in table 6-1.

Proposal to delete the definition of “vehicles designed to fulfil specific social needs” because these vehicles no longer exist under the 07 series of amendments to UN Regulation No. 83. This proposal is in line with the Euro 6 stages of European Union Regulation (EC) No. 715/2007 and implementation Regulation (EC) No. 692/2008.

Document GRPE-69-02 proposed to incorporate these fuels into GTR No. 2; however, pursuant to comment received from several Contracting Parties, the Netherlands proposes to withdraw the document while retaining the option to revisit the issue in the future.

Proposal for changes to the draft new Supplement to the 06 and 07 series of amendments to UN Regulation No. 83.

Proposal to clarify the draft text that would explicitly specify requirements related to the selection of driving modes for testing of Off-Vehicle Charging Hybrid Electric Vehicles (OVC-HEV) with a mode selection switch.

During the June 2016 GRPE session, AEGPL raised concerns regarding the back-to-back approach for the simplified test of retrofitted dual-fuel engines because, in some cases, the hydrocarbons (HC) and/or carbon monoxide (CO) emission values of the original diesel engine are far below the emission limit (see GRPE-73 session report, para. 28). AEGPL proposed a solution in document GRPE-73-07. However the Netherlands is concerned that:

1. The emission performance of the selected diesel engine is not known (above or below the emission limit and how far from the limit);
2. Non-methane hydrocarbons (NMHC) emission cannot be disregarded because NMHC is an important air quality regulated pollutant emission; and
3. The diesel emissions of CO and HC could be far below the emission limit and hence a factor of two would not be sufficient while increasing this factor is problematic.

Contracting Parties and stakeholders have discussed a solution, presented in this proposal, to compare measured emissions of a retrofitted dual-fuel engine with the brake specific emission limits using a CO2 specific emissions approach. This proposal would amend the draft regulation pending before WP.29 (document WP.29/2016/110).

Proposal that would correct and clarify provisions within Annex 10 that apply not only to category O2 and O3 trailers, but also, as intended, to category O4 trailers.

Text prepared by the Netherlands to suggest improvements and simplifications of the transitional provisions in UN Regulations 13 and 13H.

Proposal to maintain a wet grip index of 0.95 for class C2 normal tires and regular snow tires under the discussions to establish wet grip provisions and testing procedures for category C2 and C3 tires.

One of the outcomes of the work on updating UN R55 was the recognition that agricultural couplings present a set of challenges distinct from other vehicles. This revised proposal takes into account comments received during the February 2016 GRRF session for the establishment of an informal working group to develop a new regulation (UN R55-A) to respond to the specific needs of agricultural vehicle couplings.

Comments concerning the clarity and utility of certain provisions in the proposal to amend the annex on complex electronic systems.

Proposals by Germany and the Netherlands to clarify trailer requirements under UN Regulation Nos. 13 and 13-H, including the removal of design restrictions that prevent the use of electro-hydraulic and electro-pneumatic braking systems.

Proposal for corrections to the text and equations.

Proposal to introduce technical requirements for Corrective Steering Functions (lane departure prevention, lane-keeping assistance (LKAS), steering angle correction, etc.) as defined in the regulation. The proposal offers four options to ensure appropriate approvals of LKAS and related CSF systems until such time as more precise requirements can be defined:

• Option 1 and option 2: Not to grant any type approvals for corrective steering functions until detailed technical requirements for CSF are incorporated into this Regulation.
• Option 3: Amend the definition of CSF as proposed in this document.
• Option 4: Amend the definition of corrective steering functions and to include technical requirements for LKAS as an ASCF of Category B1 as proposed in this document.

Proposal to delete a redundant requirement. The paragraphs 2.2. and 2.2.1. are superfluous since paragraph 5.2.2.13. already requires all O4 trailers to be equipped with Anti-lock Braking Systems (ABS) of Category A.
