Proposal to restructure the definitions and requirements associated with the installation of “single lamps”, “lamps marked D” and “interdependent lamps” as proposed by GTB. OICA agrees with the principle, but proposes changes to the placement of the definitions within the rule.

Proposal to revise the Italian proposal in order to clarify that the requirements pertain only to characteristics verifiable directly on each lamp in order to avoid confusion with characteristics that can only be verified on the vehicle after installation.

The European Commission, pursuant to concerns raised in its Technical Committee Motor Vehicles, raises issues with two paragraphs that are reproduced in a number of GRE proposals set for consideration at the November WP.29. As part of the work on establishing an International Whole Vehicle Type Approval (IWVTA) system, Japan has noted differences between European and Japanese vehicle registration (license) plates. Since UN R4 would be part of the IWVTA process, Japan seeks to add its plate requirements to the European requirements embodied in UN R4 in order to enable Japan to adopt this regulation and thereby adhere to the IWVTA.
