2.3. Intelligent Transport Systems and coordination of automated vehicles related activities

14. For fitness of UN Regulations and UN GTRs for Automated Driving Systems (ADS), the representative of France (WP.29-195-16) reported on the progress made on the three horizontal topics (Categories X/Y and scope of Regulations; non-dynamic driving tasks of the driver and communication with ADS users). The representative of Japan noted that it would not hinder the expected schedule of the ADS-IWG.

15. WP.29 welcomed the ongoing progress, agreed with the suggestions presented on how to address the three topics and stressed the importance of coordination with IWG on ADS. WP.29 invited the representative of France to present the next status report on these three activities.

16. WP.29 noted the status report on the activities of IWG on ADS and the GRVA workshops on ADS (WP.29-195-07), which were presented by the representative of Japan. n November 2025.

17. The Chair of GRVA presented, on behalf of the Co-Chairs of TF on Automated Vehicle Categorization, the TF status report (WP.29-195-17). He recalled that, in addition to amending the Consolidated Resolution R.E.3 for the 1958 Agreement, a volunteer among the Contracting Parties to the 1998 Agreement would be needed to sponsor similar amendments to the Special Resolution No. 1. WP.29 took note of the status report.

18. The representative of UK presented, also on behalf of Germany, a proposal to create a new IWG on Artificial Intelligence (AI) (WP.29-195-20). He proposed four tasks that the new IWG on AI should address: perform a literature review, develop a guidance document on best practices, report back to WP.29 and after that, consider the need for further work. The representative of the EU emphasized that the result of the work of the IWG should not prejudge the needs of contracting parties to take additional steps, such as drafting of regulatory requirements under the umbrella of WP29.

19. The representatives of Canada, China, European Union, France, Netherlands (Kingdom of the), Sweden and the US supported the proposal. The representatives of IEEE and SAE International volunteered to provide secretariat services to the IWG.

20. WP.29 decided to establish a new IWG on AI under WP.29 and requested the interested representatives to prepare its draft ToR for consideration at the June 2025 session of WP.29. WP.29 also concurred with the view of the representative of the US that the leadership of the group should reflect the global representation of WP.29.

21. The representative of the US presented the status report of IWG on Intelligent Transport Systems (ITS) (WP.29-195-18). She recalled the activities of the Vehicular Communication Task Force (VCTF), ITC decision No. 29 at its eighty-seventh session and ongoing discussions on future activities. She requested to extend the mandate of IWG on ITS and its VCTF until March 2027. WP.29 approved this request.

22. She further introduced ECE/TRANS/WP.29/2025/2 with vehicular communications definition, types, value, uses, and considerations, produced in response to the request from WP.29 in March 2023 (ECE/TRANS/WP.29/1171, paras. 26 and 27). WP.29 adopted this document.

23. The representative of FIA recalled numerous requests towards vehicle resources from manufacturers, service providers, suppliers, authorities, car owners, etc. and proposed to explore the need for an on-board authorisation/authentication concept, with the aim to ensure cybersecurity and privacy of consumers (WP.29-195-12). She offered to conduct a study on this topic and to report back on its provisional results in June 2025 and on the final results in November 2025.

24. The representatives of Austria, Canada, Luxembourg, Russian Federation, EU and CITA supported the offer by FIA. The representatives of Canada and US suggested that FIA present their findings first to IWG on Event Data Recorder/Data Storage System for Automated Driving (EDR/DSSAD) and to IWG on Cyber Security and Software Updates, to see if these issues could be addressed at that level.

25. The representative of Japan looked forward to receiving further information on the topic, so that WP.29 could decide on the necessity of next actions.

26. The representatives of OICA and SAE International noted the number of regulations and standards in that field and stated that the outcome should be informative but should not include requirements for a new interface. The representative of the US supported these views and explained that WP.29 receiving the FIA report would neither be an endorsement nor a commitment for further activities.

27. WP.29 looked forward to receiving an update from FIA in June and November 2025.

28. The representative of UK informed WP.29 that they had launched public consultations on their proposal to mandate UN Regulations Nos. 155 and 156 within the Great Britain type approval scheme. They asked for comments until 28 April 2025.
