23. The representative of FIA recalled numerous requests towards vehicle resources from manufacturers, service providers, suppliers, authorities, car owners, etc. and proposed to explore the need for an on-board authorisation/authentication concept, with the aim to ensure cybersecurity and privacy of consumers (WP.29-195-12). She offered to conduct a study on this topic and to report back on its provisional results in June 2025 and on the final results in November 2025.

24. The representatives of Austria, Canada, Luxembourg, Russian Federation, EU and CITA supported the offer by FIA. The representatives of Canada and US suggested that FIA present their findings first to IWG on Event Data Recorder/Data Storage System for Automated Driving (EDR/DSSAD) and to IWG on Cyber Security and Software Updates, to see if these issues could be addressed at that level.

25. The representative of Japan looked forward to receiving further information on the topic, so that WP.29 could decide on the necessity of next actions.

26. The representatives of OICA and SAE International noted the number of regulations and standards in that field and stated that the outcome should be informative but should not include requirements for a new interface. The representative of the US supported these views and explained that WP.29 receiving the FIA report would neither be an endorsement nor a commitment for further activities.

27. WP.29 looked forward to receiving an update from FIA in June and November 2025.
