UN R80, paragraph 7.4.4. specifies that passengers in side-facing seats “shall be safeguarded by a vehicle part (e.g. partition, wall or seat back of a forward-facing seat) forward of the foremost side-facing seat”. Germany has determined that the current text has been misinterpreted with regard to the intended requirement for a safety device that does not break and maintains its capability to retain a passenger’s body in the event of an accident. This proposal clarifies that such any such structure “shall retain its safeguard function during testing”.

The ISO/B2 booster seat fixture was added in the i-Size concept. Lateral facing fixtures (ISO/L1 and ISO/L2) have been upgraded.

Revision 3 of the 1958 Agreement allows for a Unique Identifier (UI) under the DETA system as an alternative to the current approval mark. In the case of child restraint systems, the approval mark contains important information for users. Therefore, this proposal would prohibit replacement of the approval mark by the UI.
Proposal for Supplement 1 to the 07 series of amendments to Regulation No. 16

The current paragraph 15.6 foresees that, for type approval to the 07 series, safety belt reminders are not compulsory until 1 September 2022 on the exempted seats (e.g. seat rows with a suspension seat). In the absence of any clarification for the case of extensions of type approvals, paragraph 15.6 of UN R16.07 could create interpretation problems when a previously granted approval for an exempted vehicle needs to be extended after 1 September 2022. As previously agreed by GRSP, this proposal would clarify that the new SBR requirements would be applicable only for new type approvals as from 1 September 2022, such that previously granted approvals would remain accepted, with their exemption.

Proposal from the United States of America on Phase 2 amendments to UN GTR No. 9

Phase 2 proposes to amend the UN Global Technical Regulation No. 9 on pedestrian safety by introducing the flexible pedestrian legform impactor (FlexPLI) as a single harmonized test tool in order to enhance the level of protection for pedestrian lower legs. NHTSA has expressed concern that the injury assessment reference values (IARVs) for this GTR may not meet the needs for injury mitigation in the U.S. In order to enable the proposed Phase 2 amendment to move forward with US support, the US proposes additions to the GTR preamble to make clear its position and intentions regarding assessment of the IARV and to allow the brackets to be removed from the IARV in the draft amendment.
