The expert from France, Chair of the IWG on Enhanced Child Restraint Systems (ECRS), gave a presentation (GRSP-59-14) on the work progress of the IWG which introducing the latest changes (GRSP-59-08-Rev.1) to the official proposal of the 02 series of amendments to the UN Regulation (ECE/TRANS/WP.29/GRSP/2016/4). He explained that the proposed new series of amendments aimed at including: (i) ECRS from the booster seat category (booster seat with backrest) into the scope of UN Regulation No. 129 and (ii) the proposal from Spain (GRSP-59-03-Rev.1). He concluded that this latest draft series would be acknowledged as Phase 2 of the UN Regulation.

44. GRSP finally adopted ECE/TRANS/WP.29/GRSP/2016/4, as reproduced in Addendum 1 to this report. The secretariat was requested to submit the proposal for consideration and vote at the November 2016 sessions of WP.29 and AC.1 as draft 02 series of amendments to UN Regulation No. 129.

The expert from France, Chair of the IWG on Enhanced Child Restraint Systems (ECRS), introduced a presentation (GRSP-58-22) on the work progress of the IWG and introducing the proposal on the 01 and 02 series of amendments to the UN Regulation. He explained that the main content of the draft 01 series of amendments introduced: (i) some corrections to the original version of the UN Regulation, (ii) the concept of non-integral CRS and (iii) type approval provisions, including arrangements of the approval mark, for modules (GRSP-58-07-Rev.1 superseding ECE/TRANS/WP.29/GRSP/2015/24). He explained that the 02 series of amendments represented Phase 2 of the UN Regulation introducing provisions (GRSP-58-08 superseding ECE/TRANS/WP.29/GRSP/2015/31) for booster seats with backrest. GRSP adopted ECE/TRANS/WP.29/GRSP/2015/24, as amended by Annex IV to this report. The secretariat was requested to submit it to WP.29 and AC.1, for consideration and vote at their June 2016 sessions as draft 01 series of amendments to UN Regulation No. 129. Finally GRSP agreed to resume consideration on the Phase 2 of the UN Regulation at its May 2016 session and requested the secretariat to distribute GRSP-58-08 with an official symbol for that session.

33. The representative of the United States of America, on behalf of the Chair of GRSP informed WP.29 about the results made by his group during its fifty-ninth session (for details, see the session report ECE/TRANS/WP.29/GRSP/59)

76. The representative of Consumers International (CI) welcomed the adoption of the 02 series of amendments of UN Regulation No. 129, which can be seen as a next milestone in the development of this Regulation. He highlighted that by extending the i-Size concept to children up to 135cm, several consumer issues will be addressed and that also bigger children now will benefit from higher levels of protection. He hoped that the corresponding amendment of UN Regulation No. 16 will be implemented in the short term, allowing it to be operational simultaneously with phase 2 of Regulation No. 129. Finally, he offered the support of CI in the further development of the regulation.
