16 Jun UN R79: Proposal for Supplements to the 03 and 04 series of amendments (OICA and CLEPA) GRVA-25-59 2026-06-16 Proposal to modify the specified maximum remote controlled parking operating range from 6 m to 15 m. Large markets including Canada, USA, and China do not regulate maximum remote controlled parking operating range. Remote controlled parking systems exceeding 6 m operating range are already offered in the field. Radio wave-based ranging is inherently inaccurate due to complicated and varying electromagnetic environment in garage and changing orientation of remote device, requiring safety margin integration into product design, which reduces effective usable range below 6 m maximum. Extended range remote controlled parking systems have been used in the field for several years without negative feedback or identified safety threats. OICA CLEPA
22 Jun Proposal to amend the list of decisions from the 25th GRVA session (EC) GRVA-25-60 2026-06-22 Proposal to amend row 13(c) of the List of proposed decisions on the documents reviewed during the informal consultations (GRVA-25-04/Rev.2) to specify that GRVA partly included the work on DSSAD within the IWG on ADS remit, with items to be included comprising strategic directions and data elements structured as a separate workstream under an OPI's coordination, and DSSAD activities related to data format, accessibility, survivability and location becoming part of IWG on EDR activities, with regular online meetings organized to ensure alignment and coordination between the two groups. 6 Jul Proposal for Guidance and Interpretation document on Global Technical Regulation and UN Regulation on Automated Driving System () GRVA/2026/24 2026-07-06 Proposal to establish a Guidance and Interpretation document supporting implementation of the proposed UN Global Technical Regulation and UN Regulation on Automated Driving Systems. The document, based on informal document GRVA-25-20 reviewed at GRVA's twenty-fifth session, provides draft guidance as of the seventeenth GRVA Workshop on ADS (27 April–1 May 2026), with restructuring and refinement expected for submission to GRVA at its twenty-sixth session (14–18 September 2026), to facilitate interpretation of ADS requirements, provide evidence guidance, and harmonize application across manufacturers, authorities, and inspection bodies.
6 Jul UN R157: Proposal for supplements to the original version and 01 series of amendments (Germany and UK) GRVA/2026/25 2026-07-06 Proposal based on informal document GRVA-25-43 to amend Annex 4, para. 3.5.1. to require the manufacturer to demonstrate to the Type Approval Authority at least every three years that the safety management system continues to comply with requirements for software and hardware employed in the system. This amendment applies the same principle regarding Safety Management System compliance as specified in UN Regulation No. 171 on Driver Control Assistance Systems. Germany UK
6 Jul UN R157: Proposal for a Supplement to the original version and 01 series of amendments (OICA and CLEPA) GRVA/2026/26 2026-07-06 Proposal to insert para. 3.2.2. requiring manufacturers of Automated Lane Keeping Systems active in multiple Contracting Party territories to provide information on traffic rules identification, territory-specific testing, and contact details, insert paras. 4.8. to 4.8.6. establishing procedures for granting approval authorities to inform and consult receiving approval authorities at least 30 days before approval, allow receiving authorities 30 days to comment on regulation interpretation, require dispute resolution under Article 10 and Schedule 6 of the 1958 Agreement, and insert footnote [Y] stating these provisions shall be kept under periodic review by GRVA for amendment as necessary. 6 Jul Proposal for amendments to UN Regulations Nos. 13, 13-H, 79, 89, 130, 131, 152, 155, 156, 157, 171, 175, and 178 () GRVA/2026/27 2026-07-06 Proposal to insert provisions on Software Identification Numbers and software updates across UN R13, R13-H, R79, R89, R130, R131, R152, R155, R156, R157, R171, R175, and R178 by adding definitions referencing Consolidated Resolution R.E.3 Annex 7 paragraph 2, requiring manufacturers to provide Technical Services with information on hardware and software influencing performance with test reports, permitting vehicle manufacturers to apply for new approvals differentiating software versions for registered vehicles from new vehicles where type approval regulations are updated or hardware changes occur in series production with test duplication avoided where possible, clarifying that production is not considered definitively discontinued if manufacturers obtain subsequent extensions for software updates of registered vehicles, renumbering and inserting new items in approval communication annexes for R13SWIN, R13-HSWIN, R79SWIN, R89SWIN, R130SWIN, R131SWIN, R152SWIN, R155SWIN, R157SWIN, R171SWIN, R175SWIN, and R178SWIN information including whether held on vehicle and relevant parameter identification lists, and amending R157 and R171 to align software update requirements with R156 technical specifications and transitional provisions.
6 Jul UN R155: Proposal for a Supplement () GRVA/2026/28 2026-07-06 Proposal to amend para. 5.3.2. to require notification of assessment methods and criteria including paras. 8.2. and 8.3., insert new paras. 8.2. and 8.3. establishing criteria for equipment installation without further assessment, and amend Annex 1 to require disclosure of equipment excluded from assessment pursuant to paras. 8.2. and 8.3. The amendments clarify that equipment with negligible intrinsic cyber security risk installed according to manufacturer specifications and not introducing cyber security risk, and standard non-automotive equipment connected solely for power supply with no increased cyber security risk, shall not invalidate approval of the original vehicle type under UN Regulation No. 155.
6 Jul UN R155: Proposal for a Supplement () GRVA/2026/29 2026-07-06 Proposal to insert new Part C providing guidance for the application of UN R155 to transformed vehicles. Part C addresses identification of cyber-relevant transformations, impact on original vehicle architecture, connection risks, and impact on cyber security management systems. It specifies that transformations require new approval unless the manufacturer provides clear evidence that the original approval remains valid, and outlines critical factors and examples of cyber-relevant actions. It details documentary evidence expected from manufacturers regarding functional descriptions, connections with original vehicle types, added components and functions, and arguments demonstrating negligible intrinsic risk.
6 Jul Proposal to amend UN R155 and UN R156 (France, Germany, Luxembourg, Netherlands, and UK) GRVA/2026/30 2026-07-06 Proposal to amend UN R155 by inserting new para. 5.1.3.(e) establishing that the Certificate of Compliance for the Cyber Security Management System shall not be issued by a different Approval Authority than the one granting type approval, and amend UN R156 by inserting new para. 5.4. establishing that Approval Authorities shall not grant type approval if the Certificate of Compliance for the Software Update Management System has not been issued by the same Approval Authority granting type approval. Justification includes ensuring holistic cybersecurity assessment, clarifying reporting obligations under para. 7.2.2.2.(g), addressing unharmonized mutual recognition of management system certificates, maintaining consistency between regulations, and upholding the fundamental principle that approval authorities retain responsibility for all aspects of type approval. 6 Jul UN R171: Proposal for a Supplement to the original version and 01 series of amendments (UK) GRVA/2026/31 2026-07-06 Proposal to amend para. 3.5.1. in Annex 3 to require the manufacturer to demonstrate to the Type Approval Authority at least every three years that the safety management system continues to comply with requirements for software and hardware employed in the system to manage safety and continued compliance throughout the product lifecycle. 6 Jul UN R79: Proposal for a Supplement (France) GRVA/2026/32 2026-07-06 Proposal to insert a new para. 5.1.12. requiring that manufacturers provide information on the method by which the initiation signal of any system intervention required by the Regulation can be objectively identified and retrieved, including specific flags, status bits, or event codes on in-vehicle networks, and that manufacturers provide clear instructions and all necessary tools for the technical service to extract and interpret the signal, with the procedure for identifying the initiation of the system intervention and corresponding data appended to the test report. 6 Jul UN R79: Proposal for a Supplement (OICA) GRVA/2026/33 2026-07-06 Proposal to amend para. 5.1.6.3.4. to specify that the intervention shall generate the signal to activate hazard warning lights and to clarify that for verification of timing requirements applicable to Risk Mitigation Functions, the signal to activate hazard warning lights is deemed to start the intervention, and amend Annex 8, para. 3.6.1.(b) to specify that the signal to activate hazard warning lights is generated at the earliest five seconds after the warning signal specified in para. 5.1.6.3.2. has been generated. 6 Jul UN R79: Proposal for Supplements to the 03 and 04 series of amendments (OICA and CLEPA) GRVA/2026/34 2026-07-06 Proposal to insert a new sub-paragraph 5.6.1.1.4.1 to establish exemptions for Automatically Commanded Steering Function Category A functions designed for off-road low-speed vehicle recovery manoeuvres, and amend para. 5.6.1.2.7 to increase the specified maximum Remote-Control Parking operating range from 6 m to 15 m. 6 Jul UN R13: Proposal for amendments (CLEPA) GRVA/2026/35 2026-07-06 Proposal to amend para. 2.8 of Annex 8 to add a new requirement that braking forces from combined service and parking braking systems shall hold a laden trailer as required in Annex 4 para. 3.2.1 at any time when service brake energy reservoir pressure reduces from 850 kPa to 0 kPa, ensuring continuous trailer immobilisation during service brake pressure depletion while establishing a performance-based requirement rather than prescribing specific technical solutions. 6 Jul UN R13-H: Proposal for a Supplement to the 02 series of amendments (UK) GRVA/2026/36 2026-07-06 Proposal to amend Annex 8, para. 3.4.1. to require that the strategy chosen shall not prejudice safe operation of the system due to failures with other systems involved in achieving the function of the system, and amend Annex 8, para. 3.4.4. to require that analysis of system behaviour on fault occurrence includes faults with other systems involved in achieving the function of the system, and to correct 'safetys' to 'safety'. The proposal addresses a collision where tyre failure resulted in unsafe ABS activation. Although the 02 series clarified ABS as part of electronic control systems assessment, it does not explicitly state what is covered, potentially missing relevant faults or failures influencing system function. The additions ensure all relevant faults or failures are accounted for in manufacturers' safety concept and analysis. UK
6 Jul UN R90: Proposal for Supplements to the 01 and 02 series of amendments (Germany) GRVA/2026/37 2026-07-06 Proposal to amend Annex 3, paragraph 1.1.1. to delete the sub-paragraph referring to bedding of brake linings according to manufacturer's instructions. A defined bedding procedure of brake linings was introduced in paragraph 1.1.2. of Annex 3 with Supplement 9 to the 01 series of amendments to UN Regulation No. 90. The last sub-paragraph of paragraph 1.1.1 had not been deleted in Revision 2 and 3 of UN Regulation No. 90, leading to different interpretations of the bedding procedure, which this proposal resolves.
