Presentation by the Russian Federal Agency on Technical Regulation and Metrology on Order No. 453 of 7 March 2017 towards the implementation of Revision 3 to the 1958 Agreement, including on the designation of technical services.

Proposal concerning extensions of type approvals granted under Revision 2 of the 1958 Agreement following the entry into force of Revision 3. The proposal would specify terms as of the adoption by AC.1 (in lieu of the current proposal to specify terms for Supplements as of their entry into force).

Proposal to address type-approval numbering issues specific to tyres under the new version of the 1958 Agreement.

Proposal to address Supplements to UN Regulations that were recently adopted under Revision 2 to the 1958 Agreement, but that will enter into force under Revision 3 to the Agreement. At issue is a difference between the two Revisions with regard to extensions of type approvals. Under Revision 2, Supplements adopted after the date of a first type approval do not apply to extensions of the approval unless specifically required by the Supplement. Under Revision 3, all Supplements apply to extensions of approvals unless the Supplement specifically exempts such extensions from its requirements. Now that Revision 3 has entered into force, OICA seeks to clarify that recent Supplements adopted under Revision 2 will be subject to Revision 2 even though they will enter into force in the coming months.

OICA perspectives for addressing cases of technologies voluntarily installed on vehicles by manufacturers that subsequently become subject to mandatory installation. In particular, the presentation addresses cases where a UN Regulation addresses technologies that are optional in some markets, but mandatory in others. For example, UN R116 includes both vehicle alarms and vehicle immobilizers. Alarms are presently optional across parties to the 1958 Agreement, but some parties require immobilizers. This divergence creates confusion over the validity of UN R116 approvals across all parties to the Agreement.

In accordance with the decision of the UNECE Inland Transport Committee to review its programme of work every two years, the next review being 2018, the World Forum for Harmonization of Vehicle Regulations (WP.29) is requested to review and adopt its programme of work for 2018–2019 as well as the relevant parameters allowing for its biennial evaluation.

Proposal to add a tyre example regarding approval numbering in order to account for requirements under certain tyre regulations where the number of digits of some sections in the approval number may be amended.

Proposal, pursuant to discussions among the Contracting Parties to the various WP.29 agreements, to facilitate contributions to Forum activities from participants, such as observers, that do not have ECOSOC consultative status. The proposal would permit direct application to the Forum (WP.29/AC.2) for authorization to participate in a consultative capacity.

OICA proposal to clarify that the numbering of type approvals for “conventional” UN Regulations does not apply to the proposed UN Regulation No. 0 on international whole vehicle type approval. A separate paragraph would deal with the interpolation of IWVTA approval codes into type approval codes.

The Cybersecurity Task Force has been developing recommendations on cybersecurity threat mitigation. This presentation opens a discussion on how such recommendations might be codified under the 1958 Agreement and Consolidated Resolution on the Construction of Vehicles (RE3).

Proposal from the IWVTA informal group to supersede the current guidelines for regulatory procedures and transitional provisions for UN Regulations (document WP.29/1044 and its Revision 1) with updated general guidelines for establishing or amending UN Regulations, including for the definition of scope, administrative and transitional provisions, use of alternative requirements, and cross-referencing with other regulations. This proposal aims to

1. Streamline future work without superseding provisions of the 1958 Agreement and the existing UN Regulations,
2. Clarify rulemaking procedures pursuant to Revision 3 of the 1958 Agreement, and
3. Ensure “good regulatory practice” through clarifications to avoid divergence between the interpretation of Revision 3 and the application to UN Regulations.

Document prepared by the Forum Secretariat to resume consideration of the Informal Working Group (IWG) on the International Whole Vehicle Type Approval (IWVTA) on an interpretation of Article 15.3., as explained in document SG58-22-05. The document addresses whether or not the administrative procedures of Revision 3 should also be followed for the type approvals already granted under former Revisions to the 1958 Agreement.

Proposal to add a new question, “How to apply a UN type approval number as from the entry into force of Revision 3 of the 1958 Agreement?”, to the question and answer document on the international whole vehicle type approval system.

OICA proposal to amend Document WP.29/2017/67, Annex 1, paragraph V.5 concerning the application of a UN Regulation by individual Contracting Parties after the first date of entry into force of the Regulation.

Status of deliberations from the UNECE Secretariat. Article 15.3 stipulates that all UN Regulations established under Revision 2 of the 1958 Agreement shall be treated by Contracting Parties as if they had been adopted under the new Revision 3 of the Agreement: “Art.15.3. If all Contracting Parties to the Agreement agree, any UN Regulation adopted under the terms of the previous version of the Agreement may be treated as though it were a UN Regulation adopted under the terms of the above provisions.”
