Issues on UN Regulations on light sources in Annex 4 of UN Regulation No. 0 (IWVTA)
Reference Number: SLR-14-05
The regulation of lighting includes individual regulations for specific lighting devices (headlamps, direction indicators, etc.), for light source (filament, gas, LED), and for installation (UN R48). The proposed UN R0 on the type approval of whole vehicles requires submission of approval certificates for components and systems to be included within the whole vehicle approval. Vehicle manufacturers work directly with UN R48 approvals, but lamp and device approvals are generally handled by lighting suppliers. UN R48 includes provisions for listing approvals of lighting units, but not for approvals of light sources (presently UN R37, R99, and R128). In order to avoid excessive administrative burdens, GTB proposes that the regulations covering light units include provisions to confirm their approval under the applicable light source regulations such that UN R48 approvals would represent approval of the vehicle lighting systems under both device regulations and light-source regulations.

Reference Number: GRE-77-16
During October 2016, GRE-76 adopted collective amendments (GRE/2016/31) to align the requirements of lamp regulations (7, 23, 38, 48, 77, 91 and 119) to guarantee the conformity of the lamp in case of any failure or the mandatory indication that a failure had occurred. This means that when a failure indication signal is provided by the lamp, the vehicle shall be equipped with a tell-tale indicating the failure. Thus, amendments were proposed for Regulation No. 48 to specify the modes of displaying the corresponding failure (see GRE/2016/7). Subsequently, some GRE experts requested GTB to clarify the text of its proposal. This proposal amends UN R48 with respect to all lamps affected by GRE/2016/31 to include the failure indication requirement. The proposal does not apply to the failure indication requirements already in UN R 48 prior to the last (76th) GRE session.
Discussion of DRL automatic switching proposal for Regulation No. 53
Reference Number: GRE-77-17
During April 2016, Japan presented a study to GRE-75 on the disturbance due to the use of motorcycle daytime running lamps (DRL) at night (see GRE-75-09). A proposal (GRE/2016/35 supported by GRE-76-03) for automatic switching between DRL and headlamps was then presented during October 2016 at GRE-76. Italy, among others, raised a reservation. This document details Italy’s concerns with the proposal by Japan.
Proposal to introduce requirements for the use of LED substitute light sources in the new Regulation for “Light-signalling devices”
Reference Number: GRE-77-15
Proposal to introduce the following changes into the draft new Regulation on light-signalling devices:
Use of LED substitute light source(s) is allowed and does not constitute a change of the lamp type. However, lamp performances shall be tested during type approval also with the LED substitute light source. Approval of the lamp using filament light source(s) is a prerequisite for approval of the lamp using LED substitute light source(s).
COP testing of the lamp is required with an (etalon) filament light source only, because the LED substitute is the counterpart light source of the filament light source, resulting in equivalent photometrical lamp performance. The quality i.e. the equivalence to the filament light source, is controlled in R128.
Use of LED substitute light sources is at the discretion of the applicant, who shall declare this use, if any, to the Approval Authorities at the time of application for the first lamp approval or subsequent extension of approval issued for the version using the LED substitute light source.
The use of LED substitute light source(s) in a certain lamp type shall be indicated on the lamp by marking of the LED substitute light source category, in addition to the marking of the filament light source of which the LED substitute light source is the counterpart.
This marking on the lamp will be used for checking the allowance for use of lamps with LED substitute light sources in application of the Regulation on lamps installation on vehicle.
In case a lamp with colour filter(s) is approved for using LED substitute light source(s), this lamp shall be marked “G” to indicate that this lamp shall be equipped with LED substitute light source(s) marked “G” for colour and luminous intensity quality reasons.
The indication of both the filament light source and of its LED counterpart light source, if any, shall be explicitly provided in the communication form.
Revised proposal for amendments to the Consolidated Resolution on the common specification of light source categories (Revision of GRE/2017/6)
Reference Number: GRE-77-13
Revised proposal to introduce a new light emitting diode (LED) forward lighting light source category L1. The proposal is part of a package which includes amendments to Regulation No. 128.
Proposal for a Supplement to the 06 series of amendments to Regulation No. 48
Reference Number: GRE-77-20
Proposal to update paragraph 6.9.8. with regard to current technologies (e.g. LED and IPS) where instrument panels remain illuminated whenever the engine is running. With the advent of new automated technologies and Advanced Driver Assistance Systems (ADAS), the number of warnings and symbols may dramatically increase in the near future. This proposal aims to reduce risks of driver confusion by reducing the number of symbols displayed on the instrument panel. The Chinese Standard GB 4094 already captures this possibility. The proposal is therefore also a move toward further international harmonization.
Modifications to the proposal for a supplement to the 06 series of amendments to UN R48 with regard to switching between daytime running lamps and dipped-beam headlamps.
Proposal for a consolidated version of GRE/2016/33 and GRE-76-17 on Regulation No. 48
Reference Number: GRE-77-25
Proposal to amend GRE/2016/33 and GRE-76-17 pursuant to discussions at the October 2016 GRE-76 session:
The direct reference to Regulations Nos. 97 and 116 that was included in GRE-76-17, para. 2.37. was removed based on the observation of the representative of Finland on a potential split, in the future, of some of the Regulations under the responsibility of GRSG.
In another remark from the representative of Finland, the word “indicator” that was missing in the last sentence of para. 2.37. in the text of the proposals GRE/2016/33 and GRE-76-17 has been added.
Based on the comments from the representatives of France, UK, Finland and Japan, the area of the apparent surface, mentioned in GRE/2016/33 and GRE-76-17, para. 5.30. (c) has been lowered from 50 cm2 to 20 cm2, in the case of one indicator is being installed on the vehicle. If two indicators are installed, the area of the apparent surface should not exceed 10 cm2 per indicator.

Proposal for a Supplement to the 06 series of amendments to Regulation No. 48
Reference Number: GRE-77-06/Rev.1
The 05 and 06 series of amendments provide for automatic adjustment of lamps based on ambient light conditions. To avoid misuse of the daytime running lamps (DRL), automatic switching between DRL and dipped-beam headlamps is preferable; however, manual switching for specific cases is still necessary. Under the transitional provisions for series 05 of amendments, only automatic switching would be permissible after 30.7.2016 (for new type of categories M1 and N1 vehicles) and after 30.1.2018 (for new type of other categories vehicles). Nonetheless, in the transitional provisions for series 06 of amendments, the same transitional period appears to have been unintentionally omitted. This proposed supplement corrects this mistake in the 06 series by deleting the alternatives to the automatic switching from the 06 series of amendments:
deletion of paragraphs 6.2.7.6.2 and 6.2.7.6.3;
merging and rewording of paragraphs 6.2.7.5 and 6.2.7.6;
consequent editorial adjustment in paragraph 5.11.1.3. and 6.19.7.4. to maintain acceptable the rear position lamps switching possibility allowed by the present text;
small editorial changes to better clarify that an automatic switching based on different factors in respect to those prescribed in paragraph 6.2.7.5. (new numbering) are allowed only as supplemental condition;
other editorial changes and renumbering for text and numbering coherence.

This proposal (WP.29/2017/77) was adopted by the World Forum. Thirty-seven Contracting Parties out of the 48 applying UN R23 were present for the vote by AC.1. Thirty-seven voted in favor with zero against and zero abstaining.
Proposal to clarify the provisions for sequential activation of direction indicator lighting, especially concerning the interpretation of the phrase “one continuous line”. The proposal, developed by a special task force, clarifies the type definition and reduces the need for dividing sequential direction indicators into different types. This proposal revises the text to be more technology-neutral, removing specifications on how light sources are activated to focus on the visual performance as sequential lighting. The amendment of sub-paragraph 5.6.(c) of UN R6 clarifies what kind of vertical movement is not allowed in the sequential direction indicators, proposing a new new term “vertical oscillations” instead of the current wording “repeating alternation in the vertical direction”. The meaning is that not more than one change of direction upwards or downwards along the vertical axis is possible. The “continuous signal” is also defined in sub-paragraph 5.6.(c) of Regulation No. 6. The allowed distance between adjacent or tangential distinct parts is limited 50mm (which differs in this case from UN R48 specifications). Transitional provisions have been included.

Draft UN Regulation No. 0 on uniform provisions concerning International Whole Vehicle Type Approval
Reference Number: WP.29/2017/104
Proposal submitted by the informal working group on the International Whole Vehicle Type Approval for the establishment of UN Regulation No. 0 regarding the approval of whole vehicles within the framework of the 1958 Agreement. The regulations would establish an International Whole Vehicle Type Approval (IWVTA) scheme whereby Contracting Parties adhering to the Regulation may issue approvals to either a limited level (L-IWVTA) or to a wider range of technical topics included in the universal level (U-IWVTA). Contracting Parties are able to apply the limited or universal IWVTA depending upon the national situation.
The Universal-IWVTA (U-IWVTA) provides a greater level of certainty for vehicle manufacturers and Contracting Parties applying this UN Regulation, as the approval has to be accepted without further assessment of the technical items covered by the U-IWVTA issued. Contracting Parties applying this UN Regulation are not obliged to accept approvals to the limited level (L-IWVTA) but may do so at their choice. However, they have also to accept approvals issued pursuant to U-IWVTA.
The UN Regulation includes the administrative obligations of the IWVTA scheme. It does not establish separate technical requirements but instead refers to the provisions of the separate UN Regulations.

Commission remarks and proposals for the working draft text for a 07 series of amendments to Regulation No. 48 to address headlamp switching provisions.
As part of the discussions on improving UN R48 to address vehicle glare and headlamp leveling issues, Italy proposes conditions for vehicle loading under the headlamp testing procedures in order to represent more realistic vehicle use. In particular, the current specifications for testing vehicles under maximum load conditions does not represent the most common use case of a driver in an unloaded vehicle.
As part of the discussions on headlamp glare and vehicle load conditions, this document provides a set of photographs illustrating various use cases where a vehicle carries a rear load.
Proposal to change the text of UN R48 to replace the reference to the “lower edge of the apparent surface” with a reference to the “headlamp optical centre (centre of reference)” in the passing-beam requirements.

Proposal for amendment 1 to the original version of the Consolidated Resolution on the common specification of light source categories
Reference Number: GRE/2017/16
Proposal to introduce a new light emitting diode (LED) forward lighting light source category L1/6. The proposal is part of a package which also includes amendments to Regulation No. 128. 2. GTB proposes one category L1/6 with “maximum test temperature” 65 °C. The definition of the maximum test temperature is necessary to ensure interchangeability between approved light sources from different manufacturers. A separate (unique) light source category is specified for every “maximum test temperature”. The choice of installation of a light source with a given maximum test temperature is based on the application in the vehicle and determined by due diligence of the car maker and set maker, in the same way as is now the case with LED modules.
Proposal for amendments to the original version of the Consolidated Resolution on the common specification of light source categories
Reference Number: GRE/2017/17
Proposal to introduce new light-emitting diode (LED) substitute light source categories C5W/LED, PY21W/LED and R5W/LED. This proposal is part of a package which also includes amendments to Regulation No. 128.
Proposal to introduce requirements for the use of light-emitting diode substitute light sources in the new Regulation on Light-Signalling Devices
Reference Number: GRE/2017/14

Draft UN Regulation No. 0 on uniform provisions concerning the International Whole Vehicle Type Approval
Reference Number: WP.29/2017/108
This proposal (WP.29/2017/108) was adopted by the World Forum. Thirty-nine Contracting Parties to the 1958 Agreement were present for the vote by AC.1. Thirty-eight voted in favor with zero against and one abstaining.

Evocative, suggestive or figurative apparent surfaces
Reference Number: GRE-78-03
Request for guidance regarding interpretation of UN lighting rules:
Is it allowed that the shape of the apparent surface can be the logo of the manufacturer brand or other brand-identifying figures?
Is it allowed that the shape of the apparent surface can be the same as an evocative/suggestive figure? Even as an informative figure such as road traffic
signs?
Is the advertising lighting allowed at the national level in the Contracting parties, regarding to its influence on road safety and distraction?
Do we have to consider an apparent surface, whose shape is the logo of a brand manufacturer or other brand-identifying figures, as a advertising lighting?
