UN R53: Updated 05 series of amendments baseline document

This document proposes draft provisions for a 05 series, updating the previous baseline (SLR-71-07). Key changes include simplification of definitions by referencing UN R48 where applicable; consolidation of geometric visibility requirements with uniform formatting; incorporation of electric vehicle (EV) provisions; inclusion of rear-end collision alert signal (RECAS); replacement of legacy terminology with hyphenated forms (e.g., “direction-indicator lamp,” “type-approved”); use of scientific notation for luminous intensity values; and reduction of transitional provisions to retain only the 05 series requirements. Annex 3 has been reserved and deleted. The regulation applies to the installation of lighting and light-signalling devices on motorcycles and prescribes mandatory and optional devices with specifications for position, geometric visibility, orientation, electrical connections, and tell-tales. Transitional provision dates remain undecided.

The regulation establishes requirements for vehicles of categories M1–M3, N1–N3, and O1–O4 regarding lamp presence, positioning, geometric visibility, orientation, electrical connections, and tell-tales. Key additions include energy status indicators providing charge status information via white, amber, red, selective-yellow, indicator blue, or indicator green light; lamp test mode enabling user-performed visual function checks of lighting systems; and enhanced driver assistance projections. Transitional provisions establish type-approval acceptance deadlines with mandatory application dates from September 2027 for M and N1–O2 vehicles and September 2028 for N2–O4 vehicles.

OICA opposes radiated emissions requirements below 30 MHz in driving and charging modes, radiated emissions in the 16 GHz range, and variable driving conditions assessments, citing lack of technical rationale, absence of published international standards, poor reproducibility for large vehicle categories M3 and N3, and inconsistency with WP.29/2024/39 reproducibility standards. New R10.08 work items must demonstrably enhance safety, align with published international standards, and maintain regulatory stability per ECE/TRANS/WP.29/1044/Rev.3 and WP.29-196-07, WP.29-196-26, and ECE/TRANS/WP.29/1182.

Expectations for IWVTA from Industry
|
|

|
|
IWVTA, established in 2017 under UN R0 and the 1958 Agreement, extends mutual recognition from individual vehicle systems to whole vehicles, reducing duplication while preserving safety and environmental standards. Key benefits include simplified approval procedures, reduced testing and administrative costs, and improved time-to-market through a single coherent whole-vehicle approval framework based on UN Regulations. IWVTA acts as a convergence tool between different regulatory systems and offers a flexible framework for emerging markets. Main obstacles include that IWVTA is not yet global, with limited coverage, uneven acceptance, and complexity of introduction.

A joint workshop with the DETA IWG was held on 17 June 2026 in Flensburg, Germany with approximately 80 participants from authorities, technical services, and industry. Key outcomes include considering organizing a second workshop in Asia, conducting a survey on desirable DETA and IWVTA systems, and developing supporting materials explaining manufacturer application procedures.
