This document proposes draft provisions for a 05 series, updating the previous baseline (SLR-71-07). Key changes include simplification of definitions by referencing UN R48 where applicable; consolidation of geometric visibility requirements with uniform formatting; incorporation of electric vehicle (EV) provisions; inclusion of rear-end collision alert signal (RECAS); replacement of legacy terminology with hyphenated forms (e.g., “direction-indicator lamp,” “type-approved”); use of scientific notation for luminous intensity values; and reduction of transitional provisions to retain only the 05 series requirements. Annex 3 has been reserved and deleted. The regulation applies to the installation of lighting and light-signalling devices on motorcycles and prescribes mandatory and optional devices with specifications for position, geometric visibility, orientation, electrical connections, and tell-tales. Transitional provision dates remain undecided.

Amend para. 5.1.2. to change the number of samples from ten to eight, modify para. 5.1.3.1. to reduce samples from ten to eight and divide the other six samples into three groups instead of four by deleting the fourth group colour-fastness test requirement, add para. 5.1.7. specifying the chronological order of tests in tables for Classes IA, IB, IIIA, IIIB and Class IVA, and amend para. 3.5.3.1. to add provisions for verification of stability in time of optical properties and colour of retro-reflecting optical units of advance warning triangles in use and withdrawal of approval for systematic deficiencies.

A Universal International Whole Vehicle Type Approval issued for vehicles of category M₁ under UN R0 that includes type-approval under the UN Regulations concerned shall be considered equivalent to an EU type-approval granted under Framework Regulation (EU) 2018/858. The approval authority granting EU-WVTA must confirm for all variants and versions within the EU-WVTA vehicle type the equivalence of the Part III list and that the EU-WVTA type is covered by the IWVTA class and IWVTA type.

Based on SLR-73-07/Rev.1 including LUPC-01-03, this consolidated and amended text of UN R48 defines uniform provisions for vehicle lighting and light-signalling device installation. The regulation establishes requirements for vehicles of categories M₁–M₃, N₁–N₃, and O₁–O₄ regarding lamp presence, positioning, geometric visibility, orientation, electrical connections, and tell-tales. Key additions include energy status indicators providing charge status information via white, amber, red, selective-yellow, indicator blue, or indicator green light; lamp test mode enabling user-performed visual function checks of lighting systems; and enhanced driver assistance projections. Transitional provisions establish type-approval acceptance deadlines with mandatory application dates from September 2027 for M and N₁–O₂ vehicles and September 2028 for N₂–O₄ vehicles.

This baseline draft for UN R48 (10 series of amendments) establishes uniform provisions for vehicle lighting and light-signalling device installation. The document reflects all modifications agreed at GRE-94 and incorporates an updated proposal from IEC regarding technological neutrality for LS devices. Key additions include provisions for work lamps to be included after formal WP.29 adoption in June 2026, updated tables for positioning and geometric visibility angles (Annexes 18–19), and revised terminology replacing “dipped-beam/main-beam” with “passing-beam/driving-beam” throughout. Open points address apparent surface visibility against stop lamps and consistency with IWVTA transitional provisions, with transitional provisions for the 10 series specifying acceptance dates and phase-in periods to be finalized.

Proposal to amend para. 3.5.3.1. to delete reference to colour verification of retro-reflecting optical units, amend para. 5.1.2. to reduce required samples from ten to eight, amend para. 5.1.3.1. to reduce samples from ten to eight and divide remaining six samples into three groups of two, insert para. 5.1.3.1.1. specifying Classes IA, IB, IIIA and IIIB, amend para. 5.1.7. to delete sample columns i and j from Tables 4 and 5 and delete the weathering resistance test row, and amend reference to Part 4 of Annex 6 to Part 5 of Annex 6 in both tables.

The agenda addresses correction of errors and omissions in UN Regulation 150-01, including a consolidated proposal merging GRE-92-18, GRE-94-02/Rev.1, GRE-94-11, and GRE-94-24, and a decision on addition of Part 7 on Colour-fastness to Annex 6. Baseline documents for UN Regulations Nos. 48, 53, 74, and 86 will be reviewed, along with transitional provisions. The group will consider visibility of direction indicators and Korean concerns regarding rear direction indicator lamp height. The 79th meeting is scheduled for Tokyo in September 2026.

OICA proposes that Roadmap Items 2, 2bis, 3, and 4 be withdrawn or deferred until relevant international standardization bodies publish validated methodologies. OICA opposes radiated emissions requirements below 30 MHz in driving and charging modes, radiated emissions in the 16 GHz range, and variable driving conditions assessments, citing lack of technical rationale, absence of published international standards, poor reproducibility for large vehicle categories M₃ and N₃, and inconsistency with WP.29/2024/39 reproducibility standards. New R10.08 work items must demonstrably enhance safety, align with published international standards, and maintain regulatory stability per ECE/TRANS/WP.29/1044/Rev.3 and WP.29-196-07, WP.29-196-26, and ECE/TRANS/WP.29/1182.

IWVTA, established in 2017 under UN R0 and the 1958 Agreement, extends mutual recognition from individual vehicle systems to whole vehicles, reducing duplication while preserving safety and environmental standards. Key benefits include simplified approval procedures, reduced testing and administrative costs, and improved time-to-market through a single coherent whole-vehicle approval framework based on UN Regulations. IWVTA acts as a convergence tool between different regulatory systems and offers a flexible framework for emerging markets. Main obstacles include that IWVTA is not yet global, with limited coverage, uneven acceptance, and complexity of introduction.

The 50th IWVTA IWG session discussed strategies to increase IWVTA awareness and use, including harmonizing U-IWVTA with Japan’s Type Designation System and holding a workshop on July 17. Members reviewed UN R0/09 series amendments, considered revisions to General Guidelines on Transitional Provisions to prevent contradictions between series, and proposed a mechanism to identify compliance levels of UN type-approvals in DETA. The group will submit amended proposals to WP.29 in June and review updated Terms of Reference.

The agenda includes consideration of UN R0/09 series of amendments with Annex 4 update, proposed amendments to Guidelines on Transitional Provisions, discussion of IWVTA awareness and promotion including results from the first DETA/IWVTA workshop, extension of mandates beyond November 2026 with proposed terms of reference, and adding an attribute in DETA to indicate the latest series of amendments of approvals. A future meeting is proposed for November 12, 2026, in Paris.

Proposal to amend the General Guidelines for United Nations regulatory procedures and transitional provisions in UN Regulations based on WP.29/2024/76, to move transitional provisions applicable to all series of amendments to the beginning of transitional provisions sections, retitle successive series provisions as “Transitional provisions for the XX Series” and “Transitional provisions for the XX+1 Series”, add footnote reference 6 to para. V.3, and correct terminology from “previous” to “preceding” in footnotes 4–6 for consistency.

The Informal Working Group on International Whole Vehicle Type Approval assists WP.29 in harmonizing vehicle regulations under the 1958 Agreement. It clarifies issues related to UN Regulation No.0 and General Guidelines on Transitional provisions, upgrades UN Regulations applicable to IWVTA annually, and submits amendment proposals to WP.29 each November. Short to mid-term objectives include proposing user-friendly U-IWVTA and packaged L-IWVTA by end of 2029. Long-term objectives involve submitting proposals for full IWVTA covering all necessary UN Regulations. The group operates under WP.29 supervision, is open to 1958 Agreement Contracting Parties and NGOs, and makes decisions by consensus.

The meeting reviewed documents on substitute light sources including H10, HIR2, HB3, and H9 LED retrofit types for UN R.E.5 approval. Category sheets for these types were confirmed. The Task Force agreed to submit four category sheets as a single formal document to GRE with justification in two parts. Market surveillance activities were discussed with CITA, WP29 IWG on PTI, EU Forum on Market Surveillance, and UK authorities to identify approved or non-approved LED retrofit products. A follow-up meeting was scheduled for 13 July 2026.

Questionnaire on DETA/IWVTA Workshop. Part 1: DETA session requests respondent’s name and organization, then asks about level of understanding of DETA session as high, moderate, or low; items needing more explanation; and suggestions to make DETA more attractive for 1958 Contracting Parties, 1998 Contracting Parties, 1997 Contracting Parties, approval holders, and other users. Part 2: IWVTA session asks about level of understanding of IWVTA session as high, moderate, or low; items needing more explanation; and for Authorities, how Regulation No. 0 could be improved to make IWVTA acceptable for use as part of vehicle type-approval process. The future workshop section asks about expectations for next workshop and suggestions on contents, timing, and length.

The EMC informal group proposes to hold a meeting in Tokyo during the 2nd or 4th week of November 2027, with demonstration venue also in Tokyo. Proposed demonstration content is to be determined for automated driving systems. The meeting contents are subject to change.

The agenda and minutes from the 51st session were adopted without comment. The group discussed a status report on Supplement 3 to UN R10.07, updated Terms of Reference, and proposals for the 08 series of amendments, with decision to move submission to 2027/2028 to integrate test modes for automated driving systems. The group reviewed proposals on steer-by-wire systems, CISPR average detector clarification, flicker requirements, and AC/DC charger specifications, concluding that most require further elaboration or revision. The 53rd meeting is scheduled for 1–2 July 2026 in Paris.

Proposal to clarify ADS Active Mode and methods to activate ADS using test equipment or by modifying software of in-vehicle ADS-related ECUs, clarify test objects for ESA at component-level or system-level, and clarify test methods when ADS cannot be activated in an anechoic chamber, when testing in a non-active state using warning indicators or diagnostic functions, or when errors occur upon activation of ADS. This is a preliminary proposal intended for presentation at IWG EMC meetings in Autumn 2026.

The IWVTA IWG submitted an Informal Document regarding amendments to the General Guidelines on Transitional Provisions to introduce a new paragraph P in Annex 1 for the current V9&V9bis, Section II, and to add a headline to paragraph V and paragraph V.+1 in the same section. The IWVTA IWG submitted an Informal proposal regarding amendments to UN R0/09 series as an annual update on UN Regulations applicable to IWVTA. A joint workshop with the DETA IWG was held on 17 June 2026 in Flensburg, Germany with approximately 80 participants from authorities, technical services, and industry. Key outcomes include considering organizing a second workshop in Asia, conducting a survey on desirable DETA and IWVTA systems, and developing supporting materials explaining manufacturer application procedures.

Proposal to amend General Guidelines for United Nations regulatory procedures and transitional provisions in UN Regulations based on WP.29/2024/76, adding permanent transitional provisions applicable to all series of amendments allowing Contracting Parties to grant type approvals according to any preceding series of amendments and continue granting extensions of existing approvals, reorganizing series-specific transitional provisions with provisions for the XX Series and subsequent series, and deleting former para. V.9 and V.9bis provisions that shall be repositioned as permanent provisions.
