Proposal to delete the requirement for automatic leveling devices for all headlamps with light emitting diode (LED) light sources based upon the results of a GTB study.

The Working Party on General Safety (GRSG) has approved a proposal to require the automatic activation of hazard warning lights in buses and coaches in the event of excess temperatures in the engine and/or other compartments. This proposal would align UN R48 with this new requirement so a complete set of amendments can be presented for adoption at the March 2015 session of the World Forum.

Proposal to allow cornering lights to remain on as long as the vehicle speed does not exceed 10 km/h as a measure to improve visibility during slow manoeuvres.

Proposal to introduce flashing side marker lamps for vehicles of categories M2, M3, N2, N3, O3 and O4 with the objective of improving the safety of vulnerable road users by informing them about the intended turns of buses and heavy goods vehicles and their trailers.

Proposal to introduce new categories LR3A, LR3B, LR4A, LR4B and correct one value in the ultraviolet (UV) table.

Proposal to correct a series of editorial errors.

Proposal to delete the references to headlamps of Class B of Regulation No. 113 from Regulation No. 53, because of the poor performance of these headlamps when installed on the category L3 vehicles.

Text prepared by Italy to delete all obsolete references in Regulations Nos. 53 and 74 in order to avoid confusion and possible incorrect application of the requirements containing these references. The deletions cover references to Regulations Nos. 1, 8, 20, 56, 57, 72, 76 and 82. These regulations have all been “frozen” (i.e., they do not apply to new type approvals) and their functions have been taken over by Regulations Nos. 112 and 113.

Proposal to introduce requirements to avoid intentional non-approved (voltage) variation of the passing and driving beam, using halogen light sources and to harmonize it with the operating voltage requirements in Regulation No. 48.

Proposal to delete the requirement that the total objective luminous flux of all LED modules producing the principal passing (main low) beam of a headlamp be greater than or equal to 1000 lumens because the requirement is design-restrictive, unnecessary given the objective criteria for luminous output and photometric grid points of the regulation, and obsolete given improvements in LED technologies.

According to Regulation No. 119, cornering lamps that are equipped with light sources other than filament lamps, are required to meet the relevant photometric requirements after one minute and after 30 minutes of operation. However, under normal traffic conditions, these lamps are operated for no more than 6 minutes. This proposal would therefore would require the second test after 10 minutes instead of the current 30 minutes, in accordance with standard SAE J1889.

Proposal to simplify measuring the objective luminous flux of light emitting diode (LED) module(s), correct the ultraviolet (UV) table, and to replace the current variety of test mixtures used to simulate dirt during the testing of lamps with a single uniform mixture. In addition, the proposal would replace the term “beech wood” with the phrase “produced from beech wood” to improve clarity.

Proposal to introduce provisions for registration plates that differ in size from the standard EU plates. Please note that the designation as Supplement 18 is an error. This proposal will be adopted as Supplement 17.

Paragraph 6.2.2 of UN R6 specifies modes for triggering a failure tell-tale. This proposal would remove a specific reference to filament lamps so that the failure modes apply equally to both filament lamps and LED light sources.

Proposal to insert the IEC cap sheet numbers assigned for the new light categories WT21W, WTY21W, WT21/7W and WTY21/7W.

Proposal to clarify the definitions and requirements associated with the installation of “single lamps”, “lamps marked D” and “Interdependent lamps” and to ensure that the introduction of the new class F marking materials does not conflict with the mandatory requirements for existing class C materials. This proposal also would extend modifications that introduced provisions for interdependent direction indicator lamps in the 06 series of amendments to UN R48 to the 04 and 05 series in order to avoid an unjustified design restriction for approvals under the earlier versions of the regulation.

Proposal to clarify the definitions and requirements associated with the installation of “single lamps”, “lamps marked D” and “Interdependent lamps”, to ensure that the introduction of the new class F marking materials does not conflict with the mandatory requirements for existing class C materials, and to extend the modifications that introduced provisions for interdependent direction indicator lamps in the 06 series of amendments to UN R48 to the 05 series in order to avoid an unjustified design restriction for approvals under the earlier version of the regulation.

Proposal to clarify the definitions and requirements associated with the installation of “single lamps”, “lamps marked D” and “Interdependent lamps”, to ensure that the introduction of the new class F marking materials does not conflict with the mandatory requirements for existing class C materials, and to enable the type-approval of direction indicators with variable apparent surfaces.

Proposal to allow for the use of different brake lamp activation methods for Powered Two Wheelers (PTWs). This amendment also introduces the concept of a high-mounted stop lamp to PTWs to improve the conspicuity of the vehicles during stopping.

Proposal to introduce new class 5 devices made solely of retro-reflective plates with chevron type pattern to be applied to special utility vehicles or trailers not regularly covered by standard rear marking plates. The amendment also seeks to harmonize the text to cover various national requirements.

Proposal to introduce new class F marking materials designed with chevron type pattern to be applied to special utility vehicles or trailers not ordinarily covered by standard contour marking materials. The proposal also attempts to harmonize a number of national requirements.

Proposal to correct typographical errors introduced during previous amendment to the regulation (see document WP.29/2012/83). The initial changes were already in Revision 2 of UN Regulation No. 113.

Proposal to insert the IEC cap sheet number for the new light category LW2 into the regulation.
