Proposal to amend the toxicity and flammability declarations via references to EN71 (European safety standards).

Text prepared by the UN R44 Technical Services Group to clarify the regulation, including test failure parameters, CRS displacement or locking systems, seat installation color coding systems, and use of load limiting devices. The test procedure would be modified, including an increase in the applied load to exceed the maximum allowed resistance to permit sliding of the strap through the quick adjuster and through rigid parts, increased tolerances related thereto, deletion of the option for shorter shift (deemed unnecessary since it is a test on the strap, not on the complete component), and modification of drawings to improve consistency with the text.

Request to move UN R44 on child restraint systems to the “B list” of regulations (eventual consideration for inclusion in the whole vehicle type approval) from the “A list” of regulations identified for use in the first phase implementation of the IWVTA system.

Part 2 of 3 of the EEVC report on the design and evaluation of the Q10 child dummy which is the latest extension to the new generation of child dummies called Q-dummies. The Q-dummies were developed to replace the P-dummies in the UN Regulation 44 and in consumer testing. EEVC Working Groups 12 (Biomechanics) and 18 (Child Safety) collaborated on joint research to evaluate the Q-Series and recommended that they replace the P-Series in UN Regulation 44.

Proposal from Japan to extend the overturning test to a broader range of child restraint systems, to require load application devices on the dummy, and from the Netherlands to correct an error in the Corrigendum 1 to Supplement 5 to the 03 series, as adopted by the Working Party on Passive Safety (GRSP) at its 54th session based on document GRSP/2013/10 as amended by Annex IV to the session report and on document GRSP/2013/20 not amended.

The text prepared by Spain on behalf of the Technical Services Group (TSG) on Regulation No. 44. The proposed amendment is intended to clarify a number of technical provisions in the regulation.

The present requirement for booster with belt guides for the diagonal belt is more stringent than for boosters without belt guides. This proposal aligns the requirement for belt disengagement with the requirements for other child restraint systems ((e.g. the displacement criteria and the criteria as indicated in Annex 15, para. 6.2.4.) and at the same time proposes new language to clarify the affected text.
