Proposal to insert a new paragraph 0 introducing amendments for vehicles of categories X and Y, and to amend paragraphs 1, 1 footnote 1, 2.8, 2.22, 2.27, 2.29, and 5.3.1.2 of UN R127. The regulation is amended to extend application to vehicles without driver and without manual driving controls, including vehicles equipped with an Automated Driving System. Vehicles of category Y are not in scope. Modifications address the bonnet rear reference line definition, front structure including automated driving sensors for categories X and Y, mass in running order, normal ride attitude, and air ride height suspension engagement conditions.

The agenda for the 25th meeting of GRSP TF on AVRS scheduled for Tuesday 28th of April 2026 (online meeting) from 09:00 to 11:00 CET includes feedback from other meetings, Y-category regulatory framework, Y-category pedestrian protection under UN R127, and feedback on UN R12. The next meeting is proposed for 22nd May (Friday), 9-11h, with future meetings scheduled for 1-5 June (GRSP-79), 1st July, 7th September, 5th October, and 3rd November, with 24th November or 1st December as backup dates.

Proposal to amend paragraph 1.1.1. to insert a new footnote 7 defining replacement brake lining assemblies; amend footnote 4 referencing the Consolidated Resolution on the Construction of Vehicles; and amend Annexes 3, 4, 7, 11, and 14 to establish special provisions for vehicles equipped with an Automated Driving System, including dedicated activation methods for braking tests, demonstration requirements for test activation method accuracy, recording of braking demand in test reports, and speed limitations at 90 per cent of v_max for vehicles of categories X and Y.

Proposal to introduce references to ADS acceleration demands, establish speed limitation requirements for vehicles of Categories X and Y, require ASLF and ASLD deactivation upon ADS feature activation, and specify testing procedures including dedicated activation methods for vehicles without manual driving controls.

Proposal to clarify exemptions for folding seats, delete a condition on neutral transmission position for first-level warnings, harmonize the “vehicle master control switch” definition with UN R159, ensure drivers receive initial warnings when entering vehicles with remotely activated switches, ensure clear voice communication during emergency calls, and enable application of UN R174 to vehicles of category X, including requirements for safety-belt reminders in first-row seats of category X vehicles and permission for ADS management of safety-belt reminders if equivalent safety is provided.

Proposal to enable application to vehicles of category X. For vehicles of category X, the R point of the most forward passenger seat shall be taken instead of the R-point of the driver’s seat. A seating position with steering control placed in front may be designated as suitable for Child Restraint System installation if requirements for a passenger seating position are fulfilled. The Regulation does not apply to vehicles of category Y.

Proposal to enable application to vehicles of category X. In the absence of a driver or manual driving controls, provisions related to them shall not be taken into account if not already covered by this amendment. Vehicles of category Y are not in the scope of this Regulation. In manual driving mode, no special provisions or exemptions apply to vehicles equipped with an Automated Driving System other than vehicles of category X.

Proposal to enable application to vehicles of category X (vehicles of category Y are excluded from the scope). For vehicles of category X, the R point of the most forward passenger seat shall be taken instead of the R-point of the driver’s seat. The proposal amends the provision on “anti-rotation device” to read, “An anti-rotation device for an ISOFIX semi-universal child restraint system consists of either a top tether, the vehicle dashboard, a support leg or any other means intended to limit the rotation of the restraint during a frontal impact”.

Proposal to enable application to vehicles of category X. Amendments specify dummy placement and positioning requirements for vehicles of category X, including provisions for both right and left hand traffic configurations. Vehicles of category Y are excluded from the scope.

Proposal to enable application to vehicles of category X with a gross vehicle mass of up to 3,500 kg. The most forward passenger seat R-point shall be taken instead of the driver’s seat R-point for vehicles of category X. Amendments clarify provisions related to sensors, testing procedures, and applicability to vehicles without drivers.

Proposal to extend the scope to vehicles of category X (application to vehicles without driver and manual driving controls), to define door closure warning systems, address ADS features of type 1 and type 2, add requirements for door locking devices on vehicles equipped with ADSF-2, and modify references to driver-side impacts by impacts on one side of the vehicle.

Proposal to extend application of UN R127 to vehicles of category X and those without drivers or manual driving controls, modify scope provisions, update headform acceleration criteria in paragraph 2.48, add new approval mark provisions distinguishing WAD 2,100 versus WAD 2,500 boundaries, require mandatory notification and uploading of test results to the DETA database, and set transitional provisions with dates through 2033 for type approvals and acceptance of previous amendments.

Proposal for Supplement 1 to the 03 Series of Amendments to UN R125 (Forward Field of Vision), amending and superseding ECE/TRANS/GRSG/2026/8. The proposal introduces provisions for vehicles of categories X and Y, and vehicles equipped with an Automated Driving System (ADS). Vehicles of category Y without a driver are exempt from the Regulation. For vehicles of category X with manual driving modes, different provisions apply depending on operation method: remote-control operation is exempt; seated operation follows general provisions; and on-board operation not using a driver’s seat may use alternative requirements demonstrating equivalent safety levels.

Proposal to amend UN R167 to account for vehicles of categories X and Y. Vehicles of category Y and category X without manual mode intended for on-board operation are exempted from this Regulation. Vehicles equipped with an ADS must comply when operated manually by a driver on-board. Three manual modes are considered: remote-control operation near the vehicle (exempted), seated operation in driver’s seat (general provisions apply), and on-board operation other than seated (alternative provisions apply). Regulation applies to vehicles of categories M₂, M₃, N₂ and N₃. New definitions and approval mark arrangements are introduced. This document is intended to amend and supersede document ECE/TRANS/GRSG/2026/24.

Proposal to amend UN Regulation No. 122 (Heating Systems). The 01 series of amendments takes into account vehicles of categories X and Y and aligns provisions in Annex 5 for all occupants. Surface temperature limits for heating systems apply equally to drivers and passengers regardless of seat position or vehicle category, with special care for rear seats of M₁ vehicles. Manufacturers may justify higher temperatures through a safety concept demonstrating no increased burn risk. Transitional provisions allow type approvals under preceding series until 1 September 2028. The proposal amends and supersedes ECE/TRANS/GRSG/2026/7.

Proposal to amend UN Regulation No. 73 by inserting new paragraphs introducing Supplement 3 to the 01 series of amendments to take into account vehicles of categories X and Y and vehicles with a manual mode operating at speeds above 6 km/h equipped with an Automated Driving System. The Regulation was originally drafted for vehicles with driver and manual driving controls, and this amendment extends application to vehicles without driver and without manual driving controls inside the vehicle.

Proposal to amend UN R163 by introducing supplement 4 to extend application to vehicles of categories X and Y, and vehicles with manual mode operating above 6 km/h equipped with an Automated Driving System. The amendment intends to keep the spirit of the Regulation while extending application to vehicles without a driver and without manual driving controls. In case of vehicles equipped with an ADS, no special provisions or exemptions apply. The document is intended to amend and supersede ECE/TRANS/GRSG/2026/15.

Proposal to amend UN R161 to introduce Supplement 6. This document amends and supersedes ECE/TRANS/GRSG/2026/13. The amendment extends application to vehicles of category X and Y without a driver and without manual driving controls equipped with an automated Driving System. New paragraphs define ADS feature of type 1 and type 2. Paragraph 2.5. is amended to specify device to prevent unauthorized use requirements. Paragraph 4.3.2. is amended to exclude requirements during remote-control manoeuvring and remote-control parking as defined in UN R79, for vehicles of categories X and Y, or when an ADSF-2 is activated by an authorized registered digital key.
