Pre-discussion on EU Mega-Decision is scheduled for 2026/1/14, followed by extra GRPE discussion during GRVA week in 2026/1/19–2026/3. A new Supplement 1 to the 04 Series of Amendments to UN Regulation No. 154 will be submitted to 94th GRPE session in 2026/3, with review of applicable Level, manipulation device transfer from UN R83 possibility, and Level 1B transitional provision status. Japan is undertaking precise review on GRPE-93-29 and may provide text proposals for incorporation into the Informal Document.

Proposal to introduce new ⁰⁴ series of amendments to UN Regulation No. 154 establishing uniform provisions for approval of light-duty vehicles regarding emissions, carbon dioxide, fuel consumption, and electric energy consumption and range, adding requirements for State-of-Certified Range and State-of-Certified Energy monitors, Minimum Performance Requirements for batteries of OVC-HEV and PEV vehicles of categories M₁ and N₁, verification procedures for battery durability compliance, low temperature electric range testing, and updated On-Board Fuel Consumption Monitoring provisions, organized into three approval levels designated Level 1A, Level 1B, and Level 2, with Level 1A and Level 1B covering regional requirements not requiring mutual recognition and Level 2 containing harmonised procedures subject to full mutual recognition by all Contracting Parties.

UN R154 specifies unique identifiers for vehicle families in the format FT-nnnnnnnnnnnnnnn-WMI, where FT designates family type: IP for Interpolation family, RL for Road load family, RM for Road load matrix family, PR for Periodically regenerating systems family, AT for ATCT family, EV for Evaporative emissions family, DF for Durability family, OB for OBD family, ER for Exhaust after-treatment system using reagent family, GV for Gas Fuelled Vehicle family, KC for KCO₂ correction factor family, RT for Low temperature range family, MF for Monitor family, BD for Battery Durability family, VD for virtual distance family, and LP for Lower limit pressure family. The document establishes reporting requirements for fuel consumption, electric energy consumption, and fuel efficiency for various vehicle types including OVC-FCHVs and NOVC-FCHVs, with driving range of hydrogen calculated according to specified procedures.

Proposal to amend Annex B4, para. 6.2.1. to specify that three vehicles selected by the responsible authority shall cover the range of vehicles planned to be measured, and that each change of range requires new selection, but original measurements can be re-used if a vehicle is reselected, and amend para. 6.2.4. to establish approval criteria requiring the difference in cycle energy between wind tunnel method and coastdown method to be within 0.05 for each of three vehicles and within 0.02 for arithmetic average, to require approval recording, to permit facility use for two years with extension every two years upon manufacturer evidence of modifications, measurement results at three-month intervals meeting repeatability and force measurement accuracy requirements, and to require separate approval for each roller chassis dynamometer or moving belt and wind tunnel combination and each combination of wind speeds used.

Devices for monitoring on-board vehicle consumption of fuel and/or electric energy shall determine and store lifetime values of fuel consumed, distance travelled, and energy parameters specified in Appendix 5. Type-approval requires testing per Table A according to vehicle category and fuel type, including Type 1 emissions tests, evaporative emissions tests, durability, OBD checks, and OBFCM accuracy verification. Manufacturers must ensure OBFCM accuracy between −0.05 and +0.05 calculated using specified formulae comparing WLTP-determined and OBFCM-measured consumption. Conformity of production requires periodic testing and audits. Lifetime counter values shall be preserved from 1 January 2029 for new vehicle types; from 1 January 2030, type approvals for non-compliant vehicles shall not be accepted. OBFCM devices must provide standardised, unrestricted access to information via specified ISO and SAE standards.

Proposal for a new UN Regulation for Uniform provisions concerning the approval of light duty passenger and commercial vehicles with regards to On-board monitoring (OBM) systems, environmental vehicle passport (EVP) and in-vehicle display of environmental data. Small Volume Manufacturers (SVMs) are defined as manufacturers producing fewer than 10,000 M1 or 22,000 N1 vehicles annually in the European Union. Ultra Small Volume Manufacturers (USVMs) produce fewer than 1,000 vehicles annually. SVMs receive exemptions from certain systems and testing requirements, including OBM, EEEDWS, and OBFCM installations for M1 and N1 vehicles. Type approvals granted before July 1, 2030 remain valid. In-service conformity checks are not mandatory for SVMs.

Calibration of measurement equipment to PN10 measures more particles than calibration to PN23. It is therefore logical that compliance with a limit when measured according to PN10 demonstrates compliance with the same limit according to PN23 but this text should be added for legal certainty.

Proposal to introduce optional calculation method for determining f₀ and f₂ road load coefficients, allow measurement of drivetrain delta on component dynamometer, permit evaluation of split runs to increase data base, and enable test vehicle configuration using interpolation method. The calculation method determines final f₀ and f₂ values considering theoretical delta between coast down vehicle and final vehicle. Component dynamometer measurement increases accuracy because not all combinations of road load relevant components can be assembled, allowing all component combinations to be evaluated independently.
