Document specifies test requirements and conformity of production procedures for type approval of vehicles with various powertrain types including positive ignition engines, compression ignition engines, pure electric vehicles, and hydrogen fuel cell vehicles. Establishes requirements for on-board fuel and/or energy consumption monitoring devices (OBFCM) to determine, store and make available data on fuel and electric energy consumption. Defines parameters to be monitored for different vehicle categories and fuel types, accuracy requirements for OBFCM devices with tolerance of -0.05 to 0.05, and access standards. Specifies that obligation to preserve lifetime counter values shall apply as of 1 January 2030 for Level 1A and Level 2 vehicles.
