Proposal from the Simplification of Lighting Regulations informal group to introduce transitional provisions for the phasing out of the existing Regulations on lighting and light-signalling in conjunction with the introduction of three new simplified Regulations on Light-Signalling Devices (LSD), Road Illumination Devices (RID) and Retro-Reflective Devices (RRD).

Proposal as sent by the SLR informal group to GRE for its October 2017 session for transitional provisions for the phasing out of the current lighting regulations (in terms of continued development and granting of new type approvals) in favor of the new lighting device and related regulations.

Proposal to clarify the requirements for light sources in the lighting and light-signalling Regulations listed in Annex 4 to Regulation No. 0 on the International Whole Vehicle Type Approval (IWVTA).

Collective amendment working draft to introduce the transitional provisions for the switch from the current lighting regulations to the new simplified lighting regulations (light-signalling, retro-reflective devices, and road illumination devices). The draft proposal would allow 24 months from the entry into effect of the new regulations.

Proposals for amendments to Regulations Nos. 4, 6, 7, 19, 23, 38, 48, 50, 77, 87, 91, 98, 112, 113, 119, 123 to clarify requirements for light sources in lighting and light-signalling Regulations listed in Annex 4 to UN Regulation No. 0. The proposed UN R0 on whole vehicle type approval requires submission of approval certificates for components and systems. Vehicle manufacturers work directly with UN R48 approvals, but lamp and device approvals are generally handled by lighting suppliers. UN R48 includes provisions for listing approvals of lighting units, but not for approvals of light sources (presently UN R37, R99, and R128). This set of proposed amendments introduces provisions for light-source approvals under the device regulations.

Proposal to

1. amend update the Conformity of Production (CoP) requirements, including the provisions concerning the heat test requirements,
2. reference the compliance requirements for installation contained in Regulations Nos. 48, 53, 72 and 86,
3. clarify the definition of “type”, with regard to manufacturer, trade names and marks,
4. introduce editorial improvements to the requirements for markings,
5. correct errors in the references to “left-hand traffic” and “right-hand traffic” in the text and associated diagrams of Annex 2,
6. correct an inconsistency between the regulation text and Figure B of Annex 3,
7. amend the formula for the dirt mixture used in testing to address an error introduced by Supplement 9 to the 01 series of amendments to UN R45,
8. remove the HV measurement point from the photometric stability requirements for the passing beam (the HV measurement point remains a valid for the driving beam),
9. clarify the provisions for the stability of photometric performance during the heat test, with particular reference to the movement of the cut-off line, and
10. harmonize related requirements across Regulations Nos. 19, 98, 112, 113 and 123.
