This GTR prescribes a test cycle and test procedures to measure the emissions (including off-cycle) and fuel efficiency of light-duty vehicles. The GTR was adopted at the March 2014 session of the World Forum.

A supplemental "phase 1b" is underway to refine certain elements of the initial regulation. WP.29/AC.3 expects to consider a proposal for Amend. 1 to UN GTR No. 15 in November 2016 as result of Phase 1b activities.

A second phase is expected to address low ambient temperature, high altitude test procedures, and possibly durability and conformity issues.

A third phase would eventually include the addition of reference fuels, correlation across existing regional/national cycles, and introduction of emissions limits.

The latest draft version of the amended GTR is regularly updated by the WLTP informal working group.

The regulation is also supplemented by a gearshift calculation tool. Under certain circumstances, R83 or R49 can apply to light vehicle CNG/LPG engines as well as to medium passenger and commercial vehicles (M2/N2) equipped with diesel engines. R83 also contains provisions specific to hybrid variations of the vehicles under its purview. 31 Oct 2014 31 Oct 2014 | World heavy-duty manufacturers call for more harmonization Agreement Concerning the Adoption of Uniform Technical Prescriptions for Wheeled Vehicles, Equipment and Parts which can be Fitted and/or be Used on Wheeled Vehicles and the Conditions for Reciprocal Recognition of Approvals Granted on the Basis of these Prescriptions The 1958 Agreement regulates the functioning of the international system for the recognition of type approvals under UN Regulations. The Agreement specifies how regulations are to be established and how the system operates whereby an approval under a given regulation accorded by one country can be accepted by all other countries applying that regulation. The program to establish an international system for whole vehicles (as opposed to the current focus on individual vehicle components and systems) includes an important restructuring of the 1958 Agreement. This effort aims to establish an amendment to Global Technical Regulation (gtr) No. 4 (WHDC) with respect to pollutant and CO2 emissions from heavy duty hybrids. The initial focus is on a Hardware-in-the-Loop (HILS) approach, which starts from the vehicle speed pattern of the WHVC vehicle cycle and simulates powertrain and vehicle components to result in a hybrid specific engine cycle for pollutant emissions and CO2 testing and measurement, and which allows using the test cell environment, data evaluation procedures and emissions calculations specified in gtr No. 4. This effort may lead to a second phase to establish a chassis dyno test procedure, as an alternative to HILS, which would involve specifying new requirements with respect to test cell environment, data evaluation procedures and emissions calculations. The informal group developing this regulatory language expects to finalize its work in March 2013 for GRPE review the following June (setting the stage for possible WP.29 adoption in November 2013 or March 2014).
