Proposal to clarify the intent of the selected paragraphs to ensure that systems with with one service brake meet braking performance requirements using only that brake system (i.e, without any assistance from the secondary brake system). There had been an interpretation that for systems with two service brakes each brake had to meet the requirements which would result in higher stringency levels than intended by the requirement for single brake systems.

The proposal also clarifies the parts of the braking system that should be considered with respect to hydraulic brake and mechanical transmissions and further clarifies that the test procedures are designed to simulate a brake failure rather than produce one.

Proposal based upon informal document GRRF-76-45 to clarify provisions on the use of Combined Braking Systems (CBS) and make some additional editorial improvements.

IMMA comments on the suggestion to include a cross reference to UN R10 in UN R78 in order to ensure that electromagnetic interference does not affect electronic brake modules in a way that causes unsafe brake operation as was adopted for UN R13.

Documents GRRF/2015/40 and 41 propose to align GTR 3 and UN R78 with the provisions for anti-lock braking systems used in other regulations. The proposal clarifies the limits on the use of any temporary ABS deactivation switch and prohibition against permanent disabling of ABS if fitted on a motorcycle. IMMA wishes to make the wording more technology-neutral, clarify test conditions considered impractical, and allow time for manufacturers to comply (i.e., add transitional provisions).

IMMA presentation regarding the intention to propose emergency stop signal (ESS) provisions to UN R78 and GTR No. 3. ESS, which automatically activates hazard warning lights during forceful braking situations, already exists under UN R13-H for cars and trucks. IMMA has submitted document GRE-2015-40 to similarly amend UN R53.

The draft 04 series proposes to align UN R78 with the provisions for anti-lock braking systems used in other regulations, including specific exemptions for certain off-road vehicles as incorporated in UN Regulation No. 13. The proposal clarifies the limits on the use of any temporary ABS deactivation switch and prohibition against permanent disabling of ABS if fitted on a motorcycle.

Regulation No. 53 currently allows for the activation of the stop lamp by application of the brakes only. As already presented at a session of the Working Party on Lighting and Light-Signalling (GRE) (see ECE/TRANS/WP29/GRE/2015/42), IMMA is proposing to introduce the activation of stop lamps under more conditions than the application of the service brake only, e.g. also by regenerative braking. As noted in the report of seventy-fourth session of GRE, see ECE/TRANS/WP29/GRE/74, para. 30: “the proposal might need to be accompanied by a modification of Regulation No. 78 under GRRF.” Therefore, IMMA has prepared this proposal for Regulation No. 78. A revised corresponding proposal on Regulation No. 53 will also be submitted to the October 2017 session of GRE.

IMMA has proposed (document GRE/2015/42) to allow stop lamp activation under UN R53 through means other than application of the brakes (e.g., by electric vehicle regenerative braking).
