Proposal for a 01 series of amendments to the new UN Regulation on quiet road transport vehicles to prohibit the use of a pause function for the alert sound.

The isolation monitoring system monitors the isolation resistance of the vehicle system periodically or continuously and warns if isolation loss is detected. Japan proposes this requirement in order to signal problems with isolation so the vehicle can be brought in for service before the failure reaches higher severity where the occupant could receive an electrical shock.

Proposal to include in the testing of REESS physical integrity such vehicle structural elements as may have an impact on test results. In other words, the manufacturer may request protective body elements to be included in the test set up.

MLIT report raising concerns over the way approval numbers reflect the supplements covered. The draft Revision 3 of the 1958 Agreement requires that each approval number include the applicable supplement number; however, the application for a change of the supplement number does not constitute application for an extension of the approval. As a result, the approval number will not be changed even if a different supplement comes into force, resulting in a product having a supplement number that is different from the actual number of the supplement in force.

Report from Japan’s MLIT consideration of the IWVTA procedures, identifying concern over the definition and verification of information contained in type approvals. Attachment 1 to this report lists the various items from type-approval certificates that MLIT found difficult to verify independently.

Under the draft IN R0, Annex 5, Part III requires applicants to furnish the list of type approvals, including approval number, upon which the whole vehicle approval will be based. UN R0 would allow for limited whole vehicle (L-IWVTA) approvals based upon compliance with some, but not all of the UN Regulations incorporated within UN R0. MLIT believes that the information requested under Annex 5, Part III is insufficient to understand whether an application for an L-IWVTA or a universal approval (U-IWVTA) is complete with regard to the equipment installed on the vehicle to be approved or whether applicant has simply failed to provide complete information. MLIT proposes adding a column for the applicant to briefly note a reason for omitting a regulation.

Proposal to exclude exhaust emission level and fuel consumption from the definition of a version until the exhaust emission requirements and the fuel consumption requirements are added to Annex 4. The concern is that limits vary across Contracting Parties and changes to a CP limit would require issuance of an new version based upon a new application for IWVTA approval.

Report raising concerns over the verification of compliance with lighting installation requirements under whole vehicle approval.

Proposal to remove the requirements to provide approval certificates for bulbs used in lamp units because approval procedures for lamp units involve the testing of the units with bulbs that comply with the requirements. Therefore, the UN R0 requirement to provide approval certificates for both lamp units and the bulbs used in those units appears redundant.

Presentation concerning how an IWVTA could relate to the structure of individual national or regional whole vehicle approval systems. In some cases, there may be a one-to-one relationship between the international and local whole vehicle approvals. In others, a single IWVTA may correspond to more than one local approval while in others, multiple IWVTA may be required to correspond to a broader local definition of a whole vehicle approval.

Proposal to require seat-belt reminders for all seating positions, including rear positions, and to clarify the scope of the regulation.

Description of two approaches for the development of the international whole vehicle approval system either by beginning with a limited regulatory scope (with Contracting Parties specifying additional national requirements) or by beginning with an absolute universal IWVTA covering all applicable regulations with Contracting Parties using limited IWVTA for approvals that are narrower in coverage of underlying component regulations.

The purpose of this paper is to provide a framework through which the delegates to the World Forum for the Harmonization of Vehicle Regulations (WP.29) and other interested stakeholders can examine the experience with the 1998 Global Agreement and agree on ideas and processes for improvement in its implementation. Proposal to require automatic switching of motorcycle daytime running lamps to headlamp illumination at night. The concern is that DRL are left on, causing glare. This proposal aligns with the provisions of UN R48.

Under the proposed international whole vehicle type approval, Annex 4 to the regulation would provide the list of component regulations. Annex 4 will be updated over time to incorporate new or updated regulations that comprise a whole vehicle approval. These changes in requirements will impact whether a vehicle has a universal or limited approval and will require communication between the holder of the approval and the issuing type approval authority; however, the obligations and procedures for maintaining this coordination are not spelled out in the UN R0 text. Japan proposes a manufacturer obligation to notify of the authority of its intentions when an amendment to Annex 4 would impact an existing approval in its possession.

Proposal to clarify the procedure and information to be provided by the manufacturer in the event of a change to a whole vehicle approval type.

When a series of amendments to any UN Regulation included in a whole vehicle approval is changed, it needs to be considered as an extension of approval to UN R0 even if the series of amendments to R0 remains unchanged. Therefore, the text of Revision 3 to the 1958 Agreement (Paragraph 7) should be changed to include the extension/revision criteria for UN R0.

Proposal for editorial improvements to document GRB/2016/4 intended to update and restructure UN R28.

Motorcycle daytime running lamps (DRL) can cause glare under nightime conditions (i.e., if left activated after sunset). Therefore, this proposal would require automatic switching from DRL to normal headlamp lighting as conditions warrant.

Proposal to refine the scope by replacing the phrase “can travel” by “can be propelled”. The use of “travel” in the scope can be interpreted to include vehicles using using electrical systems for purposes other than propulsion (e.g., energy recuperation) that fall outside the test conditions of UN R138. The proposal further amends:

1. Paragraph 2.7. to make clear the “pause function” refers to systems that allow the driver to deactivate an AVAS system;
2. Paragraph 6.2.6.: The vehicle operator shall not deactivate AVAS while driving. However, the manufacturer shall be enabled to activate or deactivate AVAS, including automatically, by regional coding according to legal provisions of various markets.
3. Paragraph 11.: the transitional provisions were added according to the rules of WP.29 for new series of amendments. Paragraph 11.6. has been added to maintain approvals that also comply with the new series of amendments, as is the case for vehicles that do not have a pause function according to the newly suggested paragraph 6.2.6.
4. Annex 1, Addendum to the communication form No …, Technical Information: technical information regarding “Pause switch (yes/no)” will be no longer necessary.

Proposal to introduce requirements for “obstacle detection systems to support fields of vision” (e.g., wide-view mirrors, sensors, camera systems). The aim is to decrease backover fatalities and injuries due to driver failure to adequately scan for obstacles when driving in reverse gear.

Research in support of the AECS sled test pulse corridor as presented in GRSG/2016/19 (draft AECS regulation). The research demonstrates that the proposed peak G crash pulse specification is a reasonable representation of real-world crash dynamics.

Presentation on Japanese legislation concerning the “Facilitation of Mobility of the Elderly, Disabled, and Other Vulnerable People through Public Transit System”.

Proposal for an informal group to develop a draft regulatory proposal for a new UN Regulation on close proximity vision and obstacle detection systems in order to establish uniform technical requirements for such close proximity vision and obstacle detection systems to prevent accidents by enabling the driver to notice any pedestrians around or behind the vehicle.

Proposal to apply a minimum burst pressure (BPmin) in place of the current COP that only requires the manufacturer to provide mid-burst pressure with specified variation. The proposal also deletes the phrase “and in no case less than the value necessary to meet the stress ratio requirements” which was erroneously copied into the regulation.

Draft proposal for eventual submission to WP.29 for the further development of the GTR on hydrogen fuel-cell vehicle safety, including the following additional areas for consideration:

1. Scope revision to address additional vehicle classes;
2. Requirements for material compatibility and hydrogen embrittlement;
