Update on the status of work on UN Global Technical Regulations.

Changes to several document references contained in the original agenda.

Updated compendium of the provisions of the 1958 Agreement, the UN Regulations and amendments adopted under the agreement, and the current list of contact points for testing services and type approval authorities.

The main objective of this proposal is to establish an amendment to GTR No. 2 on the Worldwide harmonized Motorcycle emissions Certification-test procedure (WMTC) to insert Environmental and Propulsion Performance Requirements (EPPR), currently only applicable for two-wheeled motorcycles. Where warranted, other amendments or proposals for new regulations may be developed.

The proposed amendments would:

a) clarify possible confusion in the interpretation of the terms “inoperative” and “disconnected”;
b) update requirements for combined braking systems;
c) introduce the “K-method”; and
d) introduce the concept of a representative vehicle based on the
provisions of Regulation No. 13-H.

Proposal approved by the GRB to update UN R41 with the latest amendment of ISO 5130:2012, to correct the typing error of the decibel unit dB(A) (corrected from db(A)) and delete the unnecessary unit, and to revise the current list in Annex 4 as an itemized list for greater clarity.

This supplement would introduce provisions for fully automatic coupling systems and clarify references in the regulation to Regulation No. 10 on electromagnetic compatibility. This proposal combines two distinct proposals (document GRRF/2013/12 as amended by Annex II to the GRRF 75th session report and document GRRF/2013/13 not amended) approved by the GRRF at its September 2013 session.

Supplement 2 to the 02 series of amendments to Regulation No. 117 (Document WP.29/2012/54) as adopted at the June WP.29 session contained a typo where the snow temperature range for the snow grip test should be ‐4°C to ‐15°C, but the ‘minus’ sign was omitted before the first figure.

Proposal to clarify that the regulation applies to the type approval of anti-theft devices if fitted in the vehicle (and therefore is not meant to render such devices compulsory in vehicles).

Proposal to clarify the transitional provisions of the 03 series of amendments to UN Regulation No. 46, including provisions for extensions of approvals to the 03 series of amendments, for approval of devices to the 02 series, and provisions for aftermarket devices.

Proposal to clarify the provisions on the extended field of vision on heavy goods vehicles across different mirror classes. The text would require assessment of normal and extended fields of vision using a single mirror adjustment and to allow for the loss of up to 10% of the close-proximity field of vision in such configurations. The proposal would also clarify the transitional provisions and provisions for aftermarket devices.

Proposal to introduce type-approval provisions for “valve control at stop-start” into the regulation on LPG equipment. The proposal would allow tank valves stay open in a commanded stop-start phase as is the case for the idling phase of non-stop-start vehicles. These provisions are similar to those for UN R110 on CNG vehicles.

Proposal to amend requirements for the minimum number of priority seats (four in Class I, two in Class II and Class III and one in Class A and Class B), to disallow the priority designation for folding seats, and to establish uniform provisions for gangway barriers in vehicles of Classes I and A, including a proposed 50N force limit for moving such barriers out of the way.

Note from the WP.29 Secretariat to note a correction to the proposed supplement. In document WP.29/2014/11 the item concerning Annex 3, paragraph 7.7.8.5.3. where it reads “one in Class A and B”, the text should read “one in Class A.”

Proposal to introduce type-approval provisions for fuel selection systems and for “valve control at stop-start”. The former focuses on ensuring that dual fuel systems prevent fuel intended for one system from flowing into the other system. The latter would let the tank valves stay open in a commanded stop-start phase as is the case for the idling phase of vehicles not equipped with start-stop systems.

Proposal to introduce “interdependent lamps” into Regulation No. 6, taking into account the function of direction indicators as hazard warning signals, and to introduce provisions for direction indicator lamps with variable apparent surfaces.

Proposal to increase the maximum intensity limit for front position lamps in cases where front position lamps are reciprocally incorporated with front fog lamps and to clarify the intensity ratio requirement for stop lamps reciprocally incorporated with position or rear-end outline marker lamps.

Proposal to extend the scope of UN R10 to include all kinds of power train systems (e.g., as separate electrical components) above a certain working voltage level, when they are in charging mode and including type approval of separate electrical components for the “REESS charging mode coupled to power grid” configuration.

Proposal to enable approval of Class B front fog lamps for replacement purposes only in the 04 series of amendments to UN R19 (as is currently the case for approvals under the 02 and 03 series).

Proposal to update UN R27 in line with technological progress and performance-based methodologies. The main changes are: a) Revised provisions to combine color boundaries for the night time color, b) Replacement of Illuminant C with Illuminant D65 in the measurement of fluorescent materials, c) Alternative methods introduced for instrumental measurement of the fluorescent color, d) New Annex 10 to replace reference to ISO 105, e) Clarification of the wind test (Annex 5), f) Standardization of the test surface representing the road, g) Simplification of the test device for clearance to the ground in Annex 3, h) Amendment of COP requirements, and i) 36-month transitional period in a new paragraph 14.

Proposal to amend UN R48 in order to enable type-approval of direction indicators with variable apparent surfaces. The amendment would prohibit the use of sequential illumination when the direction indicator is used as a hazard warning indicator.

Proposal to reduce the minimum speed for activation of E-class passing beams from 70 km/h to 60 km/h and to prescribe clear alternatives to either detect motorway conditions with sensors or only activate the E mode above a speed of 110km/h. Moreover, the proposal extends the provisions to all vehicles. In addition, the proposal introduces “interdependent lamps”, taking into account the function of direction indicators as hazard warning signals.

Proposal to clarify the requirements for the special warning lamp while allowing for harmonization with the requirements for emergency warning lamps as prescribed by SAE.

Proposal to enable the optional use of hazard warning lamps on L1 category vehicles to alert other vehicles in case of breakdown or other situations that could lead to danger on the road. This proposal brings L1 category warning signal options in line with those for other 2-wheeled vehicles.

Proposal to improve the accuracy of test procedures measuring the stability of the photometric performance, including replacement of the test point HV with points 0.50U/1.5L and 0.50U/1.5R and of percentage values for the heat test at these points with an absolute value of 225 cd.

Proposal to update the photometric test requirements for type approval of the AFS driving beam and to correct the text by replacing the erroneous use of the term “principal passing beam” with the correct term “class C (basic) passing beam”.

Text of the proposed new GTR on light vehicle emissions and fuel consumption as approved at the November special session of the Working Party on Pollution and Energy and submitted to the Forum for consideration and adoption at its March 2014 session.

Report to accompany the proposal for the new GTR on light vehicle emissions and fuel consumption detailing its development.

Progress report on the second-phase development of the GTR on pedestrian safety focused on the introduction of the flexible pedestrian legform impactor (FlexPLI) as a single harmonized test tool in order to enhance the level of protection for lower legs of pedestrians.

Proposal for a further “phase 1b” in the development of the GTR on light vehicle emissions. In order to meet Contracting Party objectives, the draft GTR has been submitted for adoption by the Forum in March 2014. Although the current draft offers a complete test cycle, the WLTP experts want to improve the regulation by further addressing a number of technical elements that were set aside due to time and resource constraints.

This supplement concerns child restraint systems comprised of a base fixture to which a portable shell can be attached. The base fixture is attached to the vehicle by the ISOFIX anchorages in the seating position and the shell attached to the base. However, since the shells may also be designed for use without the base fixture in a configuration where the shell is secured by the adult safety belt of the seating position, this supplement would enable type approvals under UN R129 for this configuration.

Phase 2 of GTR No. includes proposals for injury assessment reference values (IARV). The United States has asserted that the IARV have not been sufficiently validated through cost-benefit analysis, which is a requirement in US rulemaking. Therefore, the US has proposed to permit regulators to select IARV that correspond to their local vehicle populations. However, adding this qualification (through a footnote) would create a precedent for future GTR and OICA has lamented that such diversity in application hampers the goal of harmonization. Therefore, the GTR 9 informal group and GRSP are putting this issue before the World Forum for guidance.

Latest version (superceding WP.29/2014/26) of the revision of the 1958 Agreement to enable the deployment of the International Whole Vehicle Type Approval system and to facilitate the global application of the Agreement and its system for the mutual recognition of type approvals. This version proposes solutions to all the remaining open issues except the question of two-thirds voting raised as a measure to address concerns of non-EU governments over the current simple majority procedure.

Submission of the wet grip limit values for Class C3 tires as agreed to within the Working Party on Brakes and Running Gear (GRRF). These values were originally proposed in document WP.29/2013/66.

Proposal to extend the mandate of the informal working group on heavy-duty hybrids to allow for the adaptation of the hybrid provisions developed for GTR No. 4 (WHDC heavy-duty emissions test cycle) to GTR No. 11 (Non-road vehicle emissions).
