53. The expert from OICA presented GRSG-117-29 providing an overview of the splitting of UN Regulation No. 116 into three new regulations on (i) anti-theft and alarm systems, (ii) on devices against unauthorized use and (iii) on approvals of immobilizers and vehicle with regards to its immobilizer.
54. GRSG agreed to resume consideration on this item at its next session in March 2020.

52. The expert from OICA presented GRSG-117-31 amending ECE/TRANS/WP.29/GRSG/2019/07 to amend the definition of keys that take account of innovative vehicle alarms systems, such as silent alarm or door-unlocking using smart phone. GRSG agreed that further work was needed and to this end considered establishment of a task force. Experts of France, Germany, Netherlands and United Kingdom showed interest in this work.
37. The expert from Germany introduced document GRSG-118-10, containing the position of Germany concerning the objectives of UN Regulation No. 116, including the proposal for supplement 7 to UN Regulation No. 116 as proposed through document ECE/TRANS/WP.29/GRSG/2019/7, presented at a previous session of GRSG, and its interlinkages with the upcoming regulation on cyber security. He invited GRSG to request an assessment of the expected significance of the upcoming cyber security regulation for the envisaged amendments to UN Regulation No. 116 via the GRVA Secretary at the Task Force on R116 Key.
38. The expert from OICA informed GRSG about the progress of work and discussions that had taken place at meetings of the Task Force on R116 KEY. She recommended that document GRSG-117-31-Rev.1 is issued as an official document for consideration at the next meeting of GRSG in October 2020.
39. Following detailed technical discussions, further comments from experts from Germany, Netherlands, Sweden and OICA, GRSG invited the Task Force on R116 KEY to proceed with the activities at its next session in September 2020, invited Contracting Parties to provide leadership to the Task Force, agreed to continue discussions concerning this matter at upcoming GRSG sessions and requested the secretariat to issue GRSG-117-31-Rev.1 as an official document for consideration at its next session in October 2020 as well as to consult GRVA on the questions at hand, as proposed by the representative of Germany, at the upcoming session of GRVA in September 2020.
50. The expert from OICA informed GRSG about the progress of work and discussions that had taken place at meetings of the Task Force on Key Definition (GRSG-119-28), related to the definition and other aspects of “Digital Key”. She explained the need to further develop the proposal for amendments to UN Regulation No. 116 (ECE/TRANS/WP.29/GRSG/2020/24), as there was still a need to reach consensus on several open matters, as listed in GRSG-119-28. In this respect, the aim of the Task Force was to submit a revision of the official document (ECE/TRANS/WP.29/GRSG/2020/24) to the April 2021 session of GRSG. She invited delegates to submit proposals and comments to the Task Force.
51. GRSG decided to continue consideration of document ECE/TRANS/WP.29/GRSG/2020/24, concerning the definition of keys, on the basis of a revised proposal, at its April 2021 session.

As GRSG ambassador on the International Whole Vehicle Type Approval (IWVTA), the expert from OICA presented GRSG-113-41 on the status of the splitting of the provisions of UN Regulation No. 116 into three separate Regulations. He briefly introduced - ECE/TRANS/WP.29/GRSG/2017/23 containing the prescriptions for devices against unauthorized use as an amendment to UN Regulation No. 116,
- ECE/TRANS/WP.29/GRSG/2017/24 as a new draft UN Regulation on vehicle immobilizers and
- ECE/TRANS/WP.29/GRSG/2017/25 and Corr.1 as a new draft UN Regulation on vehicle alarm systems.
He added that ECE/ TRANS/WP.29/ GRSG/2017/23 would still need to be reviewed and should be submitted to WP.29 as a new series of amendments and, thus, supplemented with transitional provisions.
48. GRSG agreed to resume consideration of this subject at its next session in April 2018 on the basis of revised official documents to be submitted by the GRSG ambassador.
39. The expert from OICA, in his capacity of GRSG Ambassador to the IWG on the International Whole Vehicle Type Approval (IWVTA), informed GRSG about the splitting of UN Regulation No. 116. He recalled the purposes of (a) ECE/TRANS/WP.29/GRSG/2017/23 which contains the prescriptions for devices against un-authorized use as an amendment to UN Regulation No. 116, (b) ECE/TRANS/WP.29/GRSG/2017/24 as a new draft UN Regulation on vehicle immobilizers and (c) ECE/TRANS/WP.29/GRSG/2017/25 as a new draft UN Regulation on vehicle alarm systems. After detailed consideration of GRSG-114-28 (superseding ECE/TRANS/WP.29/GRSG/2017/24), GRSG agreed to adopt the three separate UN Regulations at the same time. The secretariat was requested to circulate GRSG-114-28 as a revision to the official document for consideration at the October 2018 session of GRSG.
45. The expert from OICA presented GRSG-116-40-Rev.1 on the historical highlights and progress of the splitting of UN Regulation No. 116 (GRSG-116-09-Rev.1). She reported on the status of ECE/TRANS/WP.29/GRSG/2017/23, ECE/TRANS/WP.29/GRSG/2017/24/ Rev.1, ECE/TRANS/WP.29/GRSG/2017/25 and its Corr.1, as reflected in GRSG-116-06-Rev.1, GRSG-116-07 and GRSG-116-08. She invited all interested experts to send her their final comments not later than by the end of May 2019 to allow her to set up a TF to review the proposals and to prepare, in due time, the final versions of the draft official documents for submission to the secretariat. She added that the provisions of Annex 5 on ElectroMagnetic Compatibility (EMC) should be scrutinized by the Working Party on Lighting and Light-Signalling (GRE), particularly by its TF on EMC.
46. GRSG endorsed the request. The Chair announced that he would inform the GRE Chair in the near future, and WP.29 at its June 2019 session. GRSG agreed to resume discussions at its next session based on official documents.
