The document proposes a multi-pillar approach for ADS safety validation: audit and safety-by-design assessment, simulation/virtual testing, track testing, real-world testing, and in-service monitoring and reporting. It recommends high-level safety requirements addressing ADS performance of the Dynamic Driving Task under nominal, critical, and failure scenarios; safe user interactions; and ODD boundary management, recommending scenario-based assessment of behavioural competencies without prescriptive technical performance limits to accommodate diverse ADS configurations and operational design domains. |
