The GRE Taskforce on Autonomous Vehicle Signalling discussed Automated Driving System marker lamps, including Japanese input on Vienna Convention compliance, vehicle categories under the 1958 Agreement, mandatory rear installation requirements, variable intensity settings, daytime/nighttime definitions, side marker lamp configurations, agricultural vehicle applicability, rooftop installation alternatives, and operational conditions adjacent to direction indicators. Several technical issues remain unresolved. An informal proposal for a hybrid regulation is expected for the 95th GRE session. The next meeting is scheduled for 18 June 2026.

The document is an agenda for the 31st meeting of the GRE Taskforce on Autonomous Vehicle Signalling Requirements, scheduled for 18 June 2026 from 09:00 to 13:00 CEST via WebEx. The agenda includes welcome remarks, introduction of participants, adoption of the agenda (AVSR-31-01), approval of the report of the 29th meeting (AVSR-30-05), a report from GRE-94 / TF FADS (GRE-94-23), discussion of ADS marker lamps including Japanese input and a draft hybrid regulation proposal (AVSR-28-02, AVSR-30-03, AVSR-31-02/-03), miscellaneous items, working plan for future steps, and next meeting arrangements. Japan has offered to host a September meeting in Tokyo.

Draft technical specifications establish mandatory ADS marker lamps on motor vehicles of categories M₁–M₃, N₁–N₃, L₆, and L₇, with front and rear lamps mandatory and side lamps mandatory or optional depending on vehicle length. Front lamps require daytime photometry of 50–300 cd and nighttime 10–125 cd; rear lamps require 20–120 cd daytime and 4–42 cd nighttime. Side lamps vary by type. All lamps are blue-green turquoise, mounted at minimum 250 mm height, and activate automatically only in fully automated mode with manual switching prohibited.

This intermediate draft proposes a new UN Regulation on ADS Marker Lamps based on discussions in technical groups. The regulation establishes requirements for approval of ADS Marker Lamps for motor vehicles of categories M₁–M₃, N₁–N₃, L₆–L₇, and O, as well as vehicle installation requirements. Key provisions include definitions of front, rear, and side ADS Marker Lamp categories with specifications for luminous intensity, colour (blue-green), geometric visibility angles, and positioning. The regulation covers lamp approval procedures, technical requirements, conformity testing, markings, and vehicle-level installation specifications including electrical connections, operational conditions, and interactions with direction indicators. Transitional provisions and communication forms for approvals are included.

Proposal to address open questions for a hybrid regulation for ADS marker lamps:

• Whether agricultural vehicles (category T) should be included in the scope,
• Whether a reference to UN-R86 is needed,
• Which use cases should be considered for ADS ML, including validity for parking conditions,
• Which functions required by UN-R48 could be substituted by an ADS ML,
• What interested contracting parties think about the proposed provisions for ADS ML totally or partially reciprocally incorporated with other functions.

Discussion focused on ADS marker lamps including scope regarding agricultural vehicles, incorporation with direction indicators, and intensity reduction possibilities, with feedback from France and Japan requested on critical topics documented in AVSR-32-02. Input from GTB on Part I is expected by mid-July, with a cleaned-up proposal to be sent to GRE-95 in October following the 33rd meeting on 7 September 2026 in Tokyo (hybrid format per SLR-78-01/Rev.2).

The agenda includes discussion of ADS marker lamps with a draft proposal for a hybrid regulation, miscellaneous matters, and next steps including a working plan for future activities. The next meeting is scheduled for 7 September 2026, 13:00–17:00 JST in Tokyo as a hybrid meeting.

The task force reviewed draft technical requirements for ADS-ML (ADS marker lamps) as presented in AVSR-31-02 and discussed a hybrid regulation draft in AVSR-31-03. Key discussions addressed substitution of conventional functions, visibility requirements, installation specifications for vehicles of category M₁ and N₁, and deletion of response time requirements. Trailers were deleted from the scope. The taskforce agreed to further work on the hybrid regulation with a 32nd intermediate meeting scheduled for 7 July 2026 and a 33rd meeting in Tokyo in September 2026.

Proposal to add a footnote to the Scope stating that nothing in the regulation prevents a Party from prohibiting the application of these lamps, renumber para. 10.5. as 10.6., and amend para. 10.6.1. to require all ADS Marker Lamps installed on the vehicle to be automatically switched ON by the ADS when performing the DDT, to be switched OFF when conditions no longer exist, to always allow independent switching ON and OFF from all other lighting functions, and to not be switched ON when an ADS performs the DDT in a country that does not allow the use of ADS Marker Lamps.

V2H Communication System Research Results documents a National Project supported by Korea’s Ministry of Land, Infrastructure and Transport conducted across three phases from 2021 to 2026. The research develops vehicle-to-human communication technology for autonomous driving systems through study of communication cases, validation of V2H elements, technology development, and road demonstrations. Survey findings indicate hybrid projection and display approaches achieve 77.7% positive response rates. Trust in autonomous vehicles increased from 24.0% to 41.5%, and safety perception improved from 21.6% to 37.3%. Projection messages reduce pedestrian crossing decision time by 3.64 seconds and ensure 100% crossing decisions with yielding messages across all demographics. Cyan-colored text-based messaging demonstrates superior visibility and user preference ratings of 3.9 to 4.2 on a 5-point scale compared to symbol-based formats.

The agenda includes discussion of ADS marker lamps including a draft proposal for a hybrid regulation with remarks from the chairman on document AVSR-31-03/Rev.2 and GTB input consolidated in AVSR-31-02, miscellaneous items, and next steps including a working plan for future activities.

AVSR-33-05 supports requirements for ADS marker lamps to improve social acceptance, facilitate traffic management and enforcement, and ensure smooth emergency vehicle passage. The proposal recommends installation at front and rear with optional side installation, visibility angles equivalent to direction-indicators, continuous illumination without flashing or luminous intensity variation except nighttime dimming, permitted combined use with direction-indicators when the marker lamp turns off on the side where the direction-indicator operates, and applicability to vehicle categories M₁–M₃, N₁–N₃, L₆, L₇, and O when towed by automated driving vehicles.

Draft report of the 33rd meeting of the GRE Taskforce on Autonomous Vehicle Signalling Requirements held on 7 September 2026. The taskforce discussed ADS marker lamps, including a draft proposal for a hybrid regulation, research results from Korea on V2H communication systems, and a presentation by Japan. Key discussion topics included the allowance for substitution of front position lamps and DRLs by ADS marker lamps, lateral ADS marker lamp signalization for trucks, approval marking labels, and visibility angles for side ADS marker lamps. The taskforce agreed to conduct editorial work on the proposal on 16 September and hold a finalizing meeting on 22 September to prepare an informal document for GRE-95 in October.

Based on AVSR-31-03/Rev.2 and GTBWGSL 7201, this work-in-progress draft proposes a new UN Regulation for ADS Marker Lamps. The proposal applies to vehicles of categories M, N, L₆, L₇, and O. It establishes approval procedures for ADS Marker Lamp components and vehicle installation requirements if fitted on a vehicle (the draft includes a tentative statement that nothing prevents prohibiting the use of ADS marker lamps). Key provisions include luminous intensity requirements with day-time and night-time levels for front (AMF), rear (AMR), and side (AMS) lamps; blue-green colour specifications; approval marking and labelling requirements; geometric visibility angles; electrical connections ensuring automatic activation when automated driving systems perform the dynamic driving task; and conformity of production procedures. Outstanding discussion items requiring guidance include vehicle category applicability, day-time and night-time condition definitions, reciprocal incorporation with direction indicators, alternative roof-mounted lamp options, and specification details for side marker lamp categories. Testing procedures for light sources and automatic switching conditions between day-time and night-time modes are included in annexes.
