Explanation of the proposals in document GRSP/2016/18 intended to resolve divergent interpretations with regard to child restraint systems in UN Regulation No. 44.

Revision 3 of the 1958 Agreement allows for a Unique Identifier (UI) under the DETA system as an alternative to the current approval mark. Proposal to limit the use of a booster cushion (booster seat without backrest) with children of a stature greater than 125 cm (i.e., prohibit use of booster cushion for children under 125 cm) and the application for type approval of such CRS only in mass Group III for children of mass from 22 kg to 36 kg and to clarify that a guide strap which constrains the shoulder strap of the adult seat belt in a position to suit the child in a child restraint system cannot be approved as a separate CRS under UN R44.

Proposal to clarify the requirements for CRS utilizing the seat belt lap strap in order to ensure correct installation and testing and to avoid possibly dangerous misinterpretation to the test configuration.

Proposal to strip ISOFIX CRS provisions from UN R44 and to cease all new type approvals for CRS under UN R44 from November 2016 in deference to UN R129 on Enhanced CRS. Presently, all the Contracting Parties applying UN R44 also apply UN R129. Therefore, the proposal seeks to eliminate the possibility to seek new type approvals under either UN R44 or UN R129 by restricting ISOFIX CRS to UN R129.
