EVS Task Force 5 draft text as of 16 May 2016. The text proposes the intentional provocation of thermal runaway in a single cell either via a nail, heater, or overcharge method. The test is passed if no runaway or propagation occurs beyond the initiator cell or if no fire or explosion occurs beyond the initiating cell within five minutes of the initial thermal propagation.

Under the auspices of the US EPA, FEV North America, Inc. conducted an extensive literature review on the subject of EV battery durability for the EVE Informal Working Group. The review examines the electrochemical basis for the deterioration of batteries used in BEV, HEV, and PHEV applications along with testing activities performed on such electrified vehicles and automotive grade cells, battery packs, etc.

The isolation monitoring system monitors the isolation resistance of the vehicle system periodically or continuously and warns if isolation loss is detected. Japan proposes this requirement in order to signal problems with isolation so the vehicle can be brought in for service before the failure reaches higher severity where the occupant could receive an electrical shock.

Proposal to include in the testing of REESS physical integrity such vehicle structural elements as may have an impact on test results. In other words, the manufacturer may request protective body elements to be included in the test set up.

US and Canada position on the draft fire exposure test for electric vehicles. Pursuant to Canadian testing, the US and Canada do not see a need for additional testing of electric vehicles (as opposed to ICE vehicles) because the battery and electric systems do not show any cause for special concern in vehicle fires. Battery pack testing could be considered in a later phase in the development of the safety regulation if warranted.
