The EU, therefore, cannot vote to adopt the proposals until these concerns have been addressed (i.e., for the March 2014 session). |

| Explanation of the proposal to amend UN Regulation No. 4 on rear registration plates |

As part of the work on establishing an International Whole Vehicle Type Approval (IWVTA) system, Japan has noted differences between European and Japanese vehicle registration (license) plates. Since UN R4 would be part of the IWVTA process, Japan seeks to add its plate requirements to the European requirements embodied in UN R4 in order to enable Japan to adopt this regulation and thereby adhere to the IWVTA. |
