137. The Secretary presented GRVA-11-26, a publication (brochure) that UNECE would publish within the next months, dealing to technological developments and governmental responses at international level, related to ADAS and ADS. The expert from France asked whether the publication could be also published in French.
138. GRVA welcomed the draft publication of UNECE “all you need to know about Automated Vehicles” and agreed that delegations should send comments until 15 October 2021.

100. The expert from OICA suggested GRVA to initiate early discussions on its programme of work for 2023. He highlighted that, apart from a few exceptions, the framework document only provided clarity on the items to be delivered in 2022. He asked which follow-up activities for GRVA would be defined, once the IWGs on FRAV and VMAD would have completed their activities until November 2022. GRVA agreed to start discussions regarding its 2023 programme of work at its next session in May 2022.
101. The Secretary mentioned that the brochure based on GRVA-11-26, presented in September 2021, was published after having taken into account all comments received.

109. The representative of the Russian Federation, Co-Chair of the IWG on Periodical Technical Inspections (PTI) reported to WP.29 on the activities of the IWG at its twenty-first, twenty-second and twenty-third sessions, which took place in April, May and June 2021, in a virtual format (WP.29-184-08). He informed delegates that IWG on PTI had revised its terms of reference and submitted it for consideration by the World Forum. He stated that the IWG had completed the development and submitted for approval to WP.29 the framework document on vehicle whole-life compliance, which contained definitions, a safety and environmental vision, working principles, and a whole-life compliance principles based on a risk assessment approach. In addition, he introduced the work of the IWG concerning a draft proposal for amending UN Rule No. 1 and the WP.29 recommendation on application of Particulate Number (PN) measurement at PTI, as well as the work towards the development of the draft Guidance for road-side technical inspections and enforcement.
110. The representative of the Russian Federation, Co-Chair of the IWG on PTI introduced the updated draft terms of reference of the IWG (WP.29-184-09). The World Forum endorsed the updated draft terms of reference, as amended in session (WP.29-184-09/Rev.1). He also introduced the draft Framework document on vehicle whole-life compliance (WP.29-184-10).
111. The representative of the Netherlands, Chair of GRPE, congratulated the IWG on PTI for the initiatives taken, and the forward-thinking activities introduced. He welcomed the approach of the IWG on PTI, and insisted both IWG on PTI and GRPE were already working closely together on the topic of lifetime compliance, especially looking at tampering and the links between the type approval and periodic technical inspection procedures. The Chair of WP.29 agreed a close collaboration was fully appropriate.
112. Upon detailed discussion pertaining to its contents, and further comments from representatives of the Russian Federation, CITA and OICA, WP.29 requested the draft Framework document on vehicle whole-life compliance as revised in session (WP.29-184-10/Rev.1) to be issued as an official document, circulated among all GRs for their comments and contributions and submitted for consideration at the November 2021 session of the World Forum.
113. The Chair of WP.29 invited the IWG on PTI to initiate activities in line with its newly endorsed terms of reference and invited the IWG to regularly report on its activities to the World Forum.

103. WP.29 noted ECE/TRANS/WP.29/1074/Rev.16 on the status of the agreement, including the status of the UN Rules annexed to the agreement, the list of the contracting parties to the agreement and of their administrative departments.
104. The representative of the Russian Federation, Co-Chair of the IWG on Periodical Technical Inspections (PTI) reported to WP.29 on the activities of the IWG at its nineteenth and twentieth sessions, which took place on 4 February and 1 March, 2021, in a virtual format. He informed WP.29 that the work of the IWG had focused on the development of four draft documents: (a) the framework document on in-service compliance assessment of vehicles, including automated/autonomous vehicles and their components; (b) the draft UN Rule on Accident Emergency Call Systems (AECS); © guidance for road-side technical inspections and enforcement; (d) measures for detection of tampering. He explained that the framework document would be further developed by a subgroup of the IWG on PTI.
105. The Co-Chair of the IWG on PTI sought guidance from WP.29 on elements of its activities related to the framework document on in-service compliance which aimed to address market surveillance mechanisms for the robust verification of compliance of the automotive products. He also requested approval from WP.29 for the extension of the mandate of the IWG on PTI.
106. The representative of the United Kingdom of Great Britain and Northern Ireland suggested editorial correction to the subparagraph (iii) on page 1 to avoid confusions on the possible performance level of a vehicle during its lifetime.
107. The representative of the Netherlands, Chair of GRPE, supported the views expressed on the importance of vehicle performance not only at the time of type approval or when the vehicle is new but also during its lifetime. He mentioned topics addressed by GRPE in that sense, such as durability, in service conformity, real driving emissions determination etc.
108. The representative of OICA confirmed the importance of Periodic Technical Inspection to ensure that vehicles, as long as they remain on the road, are as safe and clean as possible. He however could not agree with several statements in inf. doc. WP29-183-18 and sought guidance on the deliveries related to potential activities on in-service compliance. He mentioned that the document was confusing the role of Type Approval/Conformity of Production testing and PTI testing and considered that the activities of IWG-PTI should be focused on the development of requirements for PTI under the 1997 Agreement, without duplicating or contradicting the requirements of the 1958 Agreement. The expert from CITA, Secretary to the IWG on PTI, explained that some concepts presented to date were still in development and therefore not clearly defined, but that the group could deliver definition that would be valuable for WP.29 work.
109. The World Forum took note of the information provided by the Co-Chair of the IWG on PTI. WP.29 provided guidance for drafting the revised terms of reference of the group. WP.29 considered that the IWG on PTI would not be the primarily responsible group that would deliberate considerations related to market surveillance in relation with the 1958 Agreement and the general in-service compliance.
110. WP.29 approved the request for extension of the mandate of the IWG on PTI until March 2022 and invited the IWG to deliver revised Terms of Reference.
