17 Aug 2016 Proposal for Supplement 1 to the 00 series and a proposal for the 01 series of amendments to Regulation No. 138 (Japan and OICA) GRB-64-03 2016-08-17 Proposal to refine the scope by replacing the phrase "can travel" by "can be propelled". The use of "travel" in the scope can be interpreted to include vehicles using using electrical systems for purposes other than propulsion (e.g., energy recuperation) that fall outside the test conditions of UN R138. The proposal further amends:<ol class="alpha"><li>Paragraph 2.7. to make clear the “pause function” refers to systems that allow the driver to deactivate an AVAS system;</li><li>Paragraph 6.2.6.: The vehicle operator shall not deactivate AVAS while driving. However, the manufacturer shall be enabled to activate or deactivate AVAS, including automatically, by regional coding according to legal provisions of various markets.</li><li>Paragraph 11.: the transitional provisions were added according to the rules of WP.29 for new series of amendments. Paragraph 11.6. has been added to maintain approvals that also comply with the new series of amendments, as is the case for vehicles that do not have a pause function according to the newly suggested paragraph 6.2.6.</li><li>Annex 1, Addendum to the communication form No …, Technical Information: technical information regarding “Pause switch (yes/no)” will be no longer necessary.</li></ol> Japan OICA

5 Apr 2016 OICA comments on document GRE/2016/10 (OICA) GRE-75-12 2016-04-05 Document GRE/2016/10 proposed to refine the transitional provisions of UN R48 pursuant to possibilities for the application of the regulation within the International Whole Vehicle Type Approval system. Since IWVTA allows for approvals to earlier versions of current regulations, the possibility exists where optional installation of advanced equipment could entail mandatory compliance with the latest version of UN R48. However, UN R48 imposes broad requirements such that efforts to add certain safety equipment are hindered by concerns over compliance with a broad range of requirements under the latest version of UN R48 that raises the consumer price to prohibitive levels. Therefore, OICA supports the solution proposed by GTB (document GRE/2016/10). OICA

In light of further vehicle weight reduction for CO2 optimization and the resultant vehicle packaging challenges, diesel cars will likely have smaller AdBlue® reagent tanks. For passenger cars, the warning indicator to refill AdBlue® has to be activated at 2,400 km of remaining reagent range which could result in very frequent refills of smaller reagent tanks. This proposal would allow for reagent refill inducement warnings as a percentage of tank capacity. For heavy-duty vehicles, the warning has to be activated at least at a reagent level of 10 per cent of total reagent tank volume. The inducement system has to be activated at least at 2.5 per cent of reagent level. OICA
27 Oct 2016 Proposal for a new Supplement to the 06 series of amendments to Regulation No. 49 (OICA) GRPE/2017/6 2016-10-27 Proposal to introduce provisions to align UN R49 with recently introduced stage D EU legislation in order enable manufacturers to continue to utilize the provisions in paragraph 4 of Annex 9A to approve light commercial vehicles with a light duty OBD architecture under this regulation. This proposal incorporates all of the provisions of the latest amendment to EU legislation. As stage D is unrelated to OBD, the proposal is to make stage C and all subsequent stages equivalent to EOBD 6-2. OICA
18 Sep 2016 Proposal for amendments to GRRF-82-08 (OICA) GRRF-82-12 2016-09-18 Proposal, consolidating document GRRF-82-08 with the proposed test procedures, revising “option 4” as presented in the proposal introduce technical requirements for Corrective Steering Functions under UN R79 (document GRRF/2016/45). Option 4 proposes to amend the definition of corrective steering functions and to include technical requirements for LKAS as an ASCF of Category B1. The proposal includes:<ul><li>Clarification of Corrective steering function (CSF) incl. defining of new requirements;</li><li>Establishment of new categories for automatically commanded steering function (ACSF): Categories A, B1, B2, C, D and E;</li><li>Wording for requirements of Category A (incl. remote parking RCP), and Category B1.</li></ul> OICA
18 Sep 2016 Emergency Steering Function (ESF) (OICA) GRRF-82-13 2016-09-18 During its 8th meeting (Stockholm), the ACSF informal group decided that all functions to "assist the avoidance of a collision" would be excluded from the definition of "Corrective Steering Function". ACSF decided to establish a new definition for "Emergency Steering Functions (ESF)" with specific requirements. The intention was to draft this definition during a second phase effort through which requirements for ACSF categories beyond B1 will be established. In order to enable the approval of ESF systems critical to road safety, OICA has prepared this proposal for an ESF definition and simple requirements based upon provisions for Complex Electronics (CEL) in Annex 6. A footnote has also been added to define the specific conditions for the approval of these systems, until uniform provisions are defined by the ACSF informal group. OICA
18 Sep 2016 Justification for an acceleration greater than 1.0 m/s² under document GRRF-82-08 (CSF) (OICA) GRRF-82-14 2016-09-18 In order to enhance the safety of B1 corrective steering functions (by reducing the probability of driver over-reliance and misunderstanding of system limitations), OICA proposes a minimum value of 0.8 m/s2 for maximum lateral acceleration in place of the draft 1 m/s2 for the speed range between 100-130 km/h for M1 and N1 vehicles. OICA believes that this would ensure that a system is capable under all conditions of generating the required minimum acceleration. OICA
20 Sep 2016 Proposal for amendments to GRRF-82-09 (CLEPA and OICA) GRRF-82-15 2016-09-20 Proposed changes to the draft amendments to UN R79 concerning ACSF B1 systems. The proposed new wording for the triggering condition of the warning (“any front tyre of the vehicle is crossing the lane marking”) is technically more specific than the original (“the vehicle is going to leave the lane”). The use of a haptic signal as an alternative to the acoustic signal achieves the goal pursued by Germany. This proposal is consistent with the warning strategy of AEBS specified in UN R131. In the case of M2 M3 N2 N3 vehicle categories, it is proposed to take as a base the requirements specified in UN R130 LDWS regulation, which achieves the goal. CLEPA OICA
13 Apr 2016 Proposal for amendments to UN Regulation No. 107 (CLCCR, OICA, and Romania) GRSG-110-03 2016-04-13 Revised approach to resolving the issues raised in Romania's proposal GRSG/2015/21 to redefine the measurement criteria for determining appropriate seat spacing. This proposal has been developed collaboratively by Romania, OICA, and CCLCR with respect to discussions held by the type approval authorities of the member states of the European Union (TAAM). The proposal includes the use of a new testing gauge for the H dimension measurement. CLCCR OICA Romania

25 Apr 2016 Proposal for amendments to Series 04 to 07 of Regulation No. 107 (OICA) GRSG-110-09 2016-04-25 Proposal to clarify paragraph 7.7.5.1. with regard to ceiling-mounted displays or monitors and simplify the testing procedure:<ul><li>The gauge shall be used only for the identification of the monitors to be tested.</li><li>The simplified way to apply the removal force corresponds to a passenger pushing the monitor/display with its hand, and in these conditions the acceptable force limit is adapted.</li><li>The test must be conducted in both directions.</li><li>The proposed wording for the last condition to fulfil is more technology neutral, the case of automatic redeployment is also considered and banned.</li></ul> OICA
28 Sep 2016 Proposal for amendments to the 06 and 07 series of amendments to Regulation No. 107 (OICA) GRSG-111-08 2016-09-28 Proposal to correct a cross-referencing error introduced in paragraph 7.7.9.1. of Annex 3 to Regulation 107 concerning textual markings (safety signs). OICA
28 Sep 2016 Proposal for amendments to the 05, 06 and 07 series of amendments to Regulation No. 107 (OICA) GRSG-111-09 2016-09-28 Proposal to delete the inclusion of the 75kg mass of a crew member from the definition of the mass of buses and coaches equipped with a crew member seat in order to align UN R107 with the definitions used in European Commission Regulation (EU) No. 1230/2012. 28 Sep 2016 Proposal for Corrigendum to the 01 series of amendments to Regulation No. 39 (OICA) GRSG-111-10 2016-09-28 The 01 series of amendments inserted a new paragraph 5.1 and renumbered the subsequent paragraphs. This proposal corrects an oversight by updating a reference to paragraph 5.3 to 5.4 in the footnote under paragraph 2.5. OICA
28 Sep 2016 Proposal for amendments to ECE/TRANS/WP.29/GRSG/2016/21 on Regulation No. 43 (OICA) GRSG-111-11 2016-09-28 The text of the German proposal (document GRSG/2016/21) in the tables in annexes 14 and 16 only refers to small windows as “windows into which a circle of diameter D < 150 mm is capable of being scribed”. OICA proposes to add the criterion of a maximum area limited to 200 cm² in order to align with the definition in paragraph 2.39 (“pane having an area of less than 200 cm² and within which it is not possible to inscribe a circle having a diameter of 150 mm”). 18 Oct 2016 Proposal for Supplement 1 to the 01 series of amendments to Regulation No. 121 (OICA) GRSG-111-37 2016-10-18 At its fifty-ninth session, GRSP approved a proposal for the 07 series of amendments to UN R16 ( (GRSP/2016/2 and GRSP/59, page 24) to mandate safety belt reminders for all vehicle seats. This proposal aligns provisions in UN R121 with the changes to UN R16: a) the term "seat belt" is replaced by "safety belt", b) the symbol for safety belt, defined in item 21 of Table 1 in the Regulation, may be displayed in different colours to convey different meanings. Therefore, the existing footnote 18 has been added to item 21, and c) this symbol may be replaced by different symbols for seats other than those of the front row. Therefore, a new footnote 22 is added to item 21. Paragraph 5.1.5. is modified and paragraph 5.1.7. introduced to take into consideration the strict content of GRSP/59, page 24, paragraphs 8.4.3.2.1. and 8.4.4. on safety-belt reminder for occupants of rear seat row(s). This proposal does not change any of the technical requirements of UN R121. OICA

3 Mar 2016 Proposal for the 02 series of amendments to Regulation No. 66 (OICA) GRSG/2016/11 2016-03-03 Proposal to define an exemption for handles from "residual/survival space" intrusion requirements for vehicle spaces not intended for occupants. Handles and handholds used to assist passengers in entering and exiting a bus are located outside of passenger seating and standing areas where OICA argues that they do not present a danger; however, the current rollover testing provisions could result in their inclusion in the area defined as "residual/survival space" where any intrusion is prohibited. 26 Jul 2016 Proposal for Supplement 1 to the 01 series of amendments to Regulation No. 121 (OICA) GRSG/2016/26 2016-07-26 At its fifty-ninth session, GRSP approved a proposal for the 07 series of amendments to UN R16 to mandate safety belt reminders for all vehicle seats. 9 Dec 2016 Proposal for the [08] Series of amendments to Regulation No. 14 (OICA) GRSP-60-04 2016-12-09 Proposal to transfer all ISOFIX requirements from UN R14 into a new UN Regulation. Within the context of the international whole vehicle type approval program, the removal of these CRS anchorage provisions would align UN R14 with its Australian Design Rule counterpart and enable Australia to apply the revised UN R14 narrowed down to adult seat-belt anchorages only. OICA
9 Dec 2016 Proposal for a new UN Regulation on ISOFIX anchorages (OICA) GRSP-60-05 2016-12-09 Per the proposal to narrow the scope of UN R14 (GRSP-60-04), this proposal would consolidate the provisions for child restraint anchorages deleted from UN R14 as a new UN Regulation. OICA
14 Dec 2016 Proposal for Supplement 1 to the 02 series of amendments to Regulation No. 12 (OICA) GRSP-60-06/Rev.1 2016-12-14 Proposal to add references to the steering gear provisions of UN R137 (full width frontal impact) as a compliance alternative in addition to the current references requiring compliance with similar provisions in UN R94 (offset deformable barrier frontal impact). OICA
9 Dec 2016 Proposal for Supplement 1 to the 07 series of amendments to Regulation No. 16 (OICA) GRSP-60-12 2016-12-09 The current paragraph 15.6 foresees that, for type approval to the 07 series, safety belt reminders are not compulsory until 1 September 2022 on the exempted seats (e.g. seat rows with a suspension seat). In the absence of any clarification for the case of extensions of type approvals, paragraph 15.6 of UN R16.07 could create interpretation problems when a previously granted approval for an exempted vehicle needs to be extended after 1 September 2022. As previously agreed by GRSP, this proposal would clarify that the new SBR requirements would be applicable only for new type approvals as from 1 September 2022, such that previously granted approvals would remain accepted, with their exemption.
